TO: Flora Larsson, Under Secretary of Defence for the Swedish Royal Navy ( Connor )

FROM: Rear Admiral Brent Goodman, Commander of The Office of Naval Intelligence

Under Secretary Larsson,

The United States Navy is preparing a Top Secret carrier deployment to the western coast of Africa, near the Congos. The purpose of this deployment would be to monitor the situation in The Congo, and also to project power. The Secretary of The Navy instructed me to contact your office, as a way for our governments to possibly coordinate this joint-deployment through back channels. If your government is interested in participating in this deployment, please inform what vessels (and types) that the Royal Navy would be willing to deploy.

We have not contacted the British of this operation, however we would not have anything against informing them once it is under way for the sake of transparency. It is our opinion right now that the British are not prepared to make international military deployments unless it's in direct defense of themselves or their allies.

Dear Brent Goodman,

We currently have an ongoing operation, recently disclosed to members of the Transatlantic Security Arrangement, which I believe your office may be aware of: Operation Boron. This operation has been sanctioned by the Department of Defence in Stockholm to deploy HSwMS Forseti, a Dupuy-de-Lôme-class Intelligence Vessel from the Swedish Royal Navy, South African and Antarctic Command, 5th Naval Warfare Flotilla. This vessel is being escorted by HSwMS Borgholm, a Sachsen-class Frigate. The objective of this deployment was to gather signals intelligence form the region, with the hope to continue to monitor the situation in the Congo. We believe this links into the objective of your proposed carrier deployment.

Under my authorisation HSwMS Forseti and HSwMS Borgholm will join your operation in a support capacity - please forward all relevant information once your operation orders have been constructed. Needless to say we will make allowances for deployed vessels of the United States to make use of facilities within the theatre of the South African and Antarctic Command for replenishment and crew refreshment where necessary.

Our assessment of the British foreign policy is similar to that of your own and I suspect they will be unwilling to take any overt active role in a military deployment in the region - however, I concur that in the spirit of our alliance that the details of this deployment are fundamentally important to their national security.
