Vice Admiral Fırat,

Two United States Navy destroyers - the USS Larry Craig and the USS Dirk Kempthorne - are currently operating in the Mediterranean Sea. Both vessels are in need of resupply and refueling. I am requesting to you, on their behalf, that they be permitted to refuel and resupply at Aksaz Naval Base, which is most convenient for them, or another Turkish Navy base if Aksaz is not deemed suitable by you. This is not an emergency and the destroyers can replenish themselves at other friendly ports of this is not something that you an accommodate at this time. If you need any further clarification, I am happy to answer any questions that you have. Thank you for your time and I look forward to hearing back from you as soon as possible.

Thank you for informing me of the operational needs of the USS Larry Craig and the USS Dirk Kempthorne.

The Turkish Navy would welcome the opportunity to support our United States Navy counterparts. Refueling and resupply at Aksaz Naval Base is acceptable.

For planning and coordination purposes, I kindly request clarification as to the nature of the resupply required. Specifically, please advise whether the request includes munitions resupply, or whether it is limited to non-ordnance support such as fuel, food, medical supplies, and other logistical necessities.

If munitions are required, we request that they either be delivered directly to Aksaz Naval Base, or that detailed specifications be provided so the Turkish Navy may determine whether compatible spare munitions can be made available.

I have consulted with the Turkish Armed Forces Office of International Cooperation as well as the Judge Advocate General’s Corps of the Turkish Navy. They have advised that there are no legal or procedural issues, and that I am within my authority to welcome your destroyers to our naval facilities.

Please note, however, that embarked sailors will not be permitted to disembark or enjoy liberty within Türkiye without the appropriate immigration documentation and prior coordination. If this is something you would like, please let my office know was soon as possible.
