Your Excellency,
I am writing to congratulate your government and the people of Vietnam on conducting open elections including multiple parties. Around the world there were people in governments and in private who doubted that your government could hold these elections properly, or that the Vietnamese government would allow any other party to obtain a majority in your legislature. As of now, it is clear to me and it should be clear to them that they are wrong. This crucial step that your nation has taken demonstrates the maturity of your government and its head of state. I personally commend you on being able to lead these efforts. Elections such as this show that Vietnam and the United States have a future where they can be partners and, with time, national friends. I look forward to working with your government in the time to come.
