CONTEXT​

Shortly after Thanksgiving, President Gore left his family vacation in Tennessee early and returned to the Washington in response to worrying statements made by the Turkish ambassador to the Global Assembly. The President assembled the National Security Council at the White House and had a lengthy discussion on what should be done in response. It was ultimately decided that immediate action needed to be taken to ensure the interests of the United States and her allies. The President ordered a task force of four Virginia-class submarines from the Second Fleet to the Mediterranean Sea. If necessary, Operation Quiet Queens would serve as a precursor to a larger military deployment in the area. Task Force 3 would be able to operate in the Mediterranean without need of assistance from any outside power, which made it a low-maintenance first-option for the NSC to recommend. It would also mean that the Navy could operate in the Mediterranean even if the British declined to allow American forces access to British facilities again. Until the White House and the Pentagon had a clear mission, possibly in coordination with friendly countries, the operation would be used to give the government options in the event of a worst-case-scenario. Meanwhile, plans were secretly drawn up in the Pentagon for further deployments of additional assets and personnel.

ATLANTIC THEATER​

The submarines of Task Force 3 deployed from Naval Support Activity Hampton Roads under the cover of darkness at three in the morning in November. The submarines travelled below the surface at 23 knots. When safely possible, the submarines would be 600 feet below sea level and would travel at a formation to where they were at least 300 yards apart from each other. Of course depth, speed, and distance between submarines would be altered to avoid collision and grounding, or when going through narrow paths or shallow waters - the subs would avoid collision with each other, other ships, land, and the seafloor at all costs. Throughout their journey, Task Force 3 would make full use of its various passive sonars and remain vigilant for any detectable sonar pings, propellers, or other sounds that would indicate a man-made vessel - the vessels would of course be particularly trying to identify warships or other submarines. All active sonars would remain turned off. The fleet would sail from the coast of Virginia to the Strait of Gibraltar and then to somewhere off the coast of southern Cyprus, just outside of its territorial waters. While passing through the Strait of Gibraltar, Task Force 3 would slow down to silent running and the crews would maintain an ultra-quiet status for 20 miles. Throughout this first phase, the task force would not sail through territorial waters of any country, with the exception of the following: United States, United Kingdom, and Spain. The task force would also maintain radio silence. Meanwhile, the Headquarters Support Unit and Naval Intelligence Unit at Second Fleet Headquarters in Virginia would continue to asses the international situation and prepare any information that would need to be transmitted to the task force or to the Pentagon.

Task Force 3 would arrive off the southern coast of Cyprus, in international waters, silently and without incident. They would remain deep below the water and in the aforementioned formation. It was at this point that the captain of each vessel would reveal the mission of Task Force 3 to their respective senior officers. They were under strict orders to remain in international waters and would do so except under dire circumstances. The submarines would maintain the depth, speed, and safety standards previously mentioned. However now their mission was to patrol the eastern Mediterranean near Cyprus, Turkey, and Greece. Specifically, they patrolled between the north east tip of Cyprus and the southern tip of the Isle of Rhodes. The submarines planned their movements so that they would be as far from the other two nearest submarines as possible, and pass each other the minimum number of times as possible while staying on the relative same path. Once all four of the submarines were at the appropriate distance from each other and in the correct pattern, each one would slow to just a few knots. Each sub would continue to passively listen for any threats or other vessels while maintaining general radio silence. Throughout this mission, Task Force 3 would remain in international waters and would only approach Greek, Turkish, and Cypriot territorial waters without entering them.​

Each submarine would slowly descend to 700 feet, but they would continue to use the aforementioned safety and procedural operations previously laid out. The submarines would also continue to use their passive capabilities to monitor the seas for any other vessels near them. So far, orders had not changed for Task Force 3 so they would carry on with their previous assignment. Drills would occasionally be run for different possible on-board scenarios. The submarines would carry on their normal functions such as creating clean drinking water, operating properly, and staying at a consistent speed. The captains of each submarine in Task Force 3 were aware that a greater American force could, at some point, join them. They were prepared for a number of scenarios that were discussed among the top brass of the Navy. For now they would remain to "lay low".​
