CONTEXT​

As a result of international concern over the questionable presence of Thai troops in the French territory of New Caledonia, the President has ordered the United States Coast Guard to conduct operations in the vicinity of New Caledonia. The objective of this mission would be to monitor the situation and provide assistance to British or other European forces in the event of an emergency. The cutters and associated vessels would be cautious of Thai military forces. Coast Guard forces in Guam and Hawaii were prepared for this deployment as well as a Navy destroyer and oiler. Captain Elliot Clark of the Navy, aboard the USS John S. McCain, has been placed in operational command of Task Force 201.​

Six Celestial-class cutters out of Hawaii and Guam, one Arleigh Burke-destroyer out of California, and one Henry J. Kaiser-class Replenishment Oiler out of California were prepared for immediate deployment. All of the vessels were fueled, stocked, armed, and manned for a deployment into the Pacific. While the majority of those servicemen who are being deployed are Coast Guardsmen, the operation commander is the Captain Elliot Clark of the United States Navy who is aboard the USS John S. McCain, Arleigh Burke-class destroyer. Task Force 201 has a rendezvous point at Pogo Pogo Harbor in American Samoa where the ships will refuel and restock before deploying again.

All of the aforementioned vessels took the most direct route from their present location to American Samoa. The cutters in Hawaii and Guam respectively would travel in squadrons where they sailed at least three miles apart from each other, while the destroyer and oiler in California would sail together at a distance of three miles apart (with the destroyer in front and the oiler behind). All of these vessels travelled at 70% of their maximum speed, except for the destroyer and the oiler which specifically travelled 15 knots. While underway, the vessels were using all of their active and passive radars and passive sonars to detect threats above, on, and below the waves. While travelling to American Samoa, the vessels would not enter the territorial waters of any country except those of the United States or the United Kingdom (with advanced notice through the appropriate secure channels). The vessels would avoid running into underwater mountains, running aground, or colliding with other vessels or objects on the surface of the ocean.

All of the American Coast Guard and Navy vessels made it to American Samoa without incident and without foreign detection. Each of the ships refueled at the Pago Pago Harbor Special Management Area and then moored in Pago Pago Harbor (at approximately -14.274615, -170.674786). Once all of the ships had been refueled and replenished, they would depart Pago Pago Harbor for New Caledonia. The vessels sailed in a formation in which the USS John S. McCain escorted all of the cutters which were following in two rows of three (each cutter was sailing 1,500 feet from the one next two it; the columns themselves were 2,500 feet from each other, with the USS John S. McCain leading 3,000 feet in front of the first column). The USNS John Lenthall followed the last column, in the middle, from 2,000 feet behind.

Task Force 201 took the most direct route to New Caledonia, all the while staying out of the territorial waters of any country other than the United States or the United Kingdom (only if necessary and before giving advanced, secure notice). Task Force 201 would arrive southeast of Mare Island (in the Loyalty Islands) outside of French waters.

When US Task Force 201 reached a position southeast of Mare Island in the Loyalty Islands, just beyond the boundaries of French territorial waters, it was promptly detected by the Thai Fleet's advanced Thales LW08 long-range search radar, stationed at the Nouville Dockyard. This radar, with an impressive range of 270 kilometers, picked up the six distinct signatures of the Celestial-class Cutters.

The HTMS Naresuan, a prominent vessel in the Thai Fleet stationed at the dockyard and currently operating alongside a Polish vessel, initiated radio communication with the American ships. The radio crackled to life as the voice from the Naresuan came through:

“United States Navy, United States Navy. Calling Ship Munro, Munro, Munro. This is the HTMS Naresuan stationed at Nouville Dockyard. We're part of the Thai Navy, currently collaborating in the New Caledonia Coalition under the guidance of the British Navy. Alongside us is a Kamov Ka-226 helicopter. We have three more of these helicopters and are also accompanied by a Gepard-class frigate, which is also complemented by a Kamov Ka-226. Could you please state your intentions? Over.”

Once the message was relayed, the Tha vessels promptly reported the encounter and communication to their British and Polish counterparts, ensuring that the entire coalition was informed of the US Task Force's presence.

Unfortunately, even the Thai Navy did not have the technology to produce radars that could see through 400-700 meter mountains from sea level. The Thai ship(s), which were docked in a harbor near Noumea, were not be able to detect Task Force 201 from its southeast position of Mare Island and, even if they did have physics-defying radar in some alternate universe, they still would not be able to tell that the ships were American.

Task Force 201 continued to sail to the designated position off the southeast coast of Mare Island. The Office of Naval Intelligence promptly informed the Navy, through secure channels, that multiple Thai ships were docked in the harbor near Noumea and Nouville and that they had Thales LW08 long-range search radars on their vessels. From this point on, until otherwise ordered, Task Force 201 was sailing under radio silence and was only using signal-lamp communication if absolutely necessary.

Task Force 201 arrived off the coast of the Island of Mare, outside of French territorial waters, and would continue sailing south. The fleet would round the Isle of Pines from the eastern and southerly sides (while remaining out of French territorial waters). The task force used its navigational charts to avoid navigational hazards and also avoided interfering with any civilian or other traffic. The ships in the task force used all active and passive means of radar and sonar to actively look for threats above, at, and below the waves of the Pacific. Task Force 201 would also round the reefs to the south of New Caledonia, while remaining outside of French territorial waters, and would then turn hard to the northwest towards Noumea.

As the US Task Force neared the Isle of Pines, it sailed close to the boundaries of French territorial waters. Unknown to the US fleet, they were about to be spotted. The Nouville Dockyard, not far from their position, hosted a contingent of the Thai Navy, equipped with the state-of-the-art Thales LW08 long-range search radar. Boasting a staggering range of 270 kilometers, this radar system was a testament to advanced naval detection.

Almost immediately, the Thai radar picked up eight distinct signatures emanating from the unindentified vessels. The data was clear and undeniable.

Onboard the HTMS Naresuan, one of the flagship vessels of the Thai Navy stationed at the dockyard, officers were alerted to the unexpected presence. At that time, the Naresuan was operating in tandem with a Polish naval vessel, both contributing to the New Caledonia Coalition under the oversight of the British Navy.

Wasting no time, the captain of the Naresuan initiated radio contact. The radio channels buzzed for a moment before a stern, authoritative voice came through:

"This is the HTMS Naresuan at Nouville Dockyard, representing the Thai Navy. We're currently on duty as part of the New Caledonia Coalition, under the leadership of the British Navy. Please identify and state your intentions immediately. Over.”

As the radio waves went silent, awaiting a response, the Thai vessel quickly relayed information about the encounter to both their British and Polish allies. Within moments, the entire coalition was alerted to the unexpected presence of the unidentified vessels.

Task Force 201 continued to sail northeast so that it could be off the coast of Noumea - however, it would remain outside of French territorial waters. The task force slowed to 10 knots and would continue to sail back and forth from about twenty miles on either side of Noumea once it had made it off the coast of the city.

Because the Department of Defense had already made the American presence in the area known, Captain Clark of Task Force 201 gave the go ahead to break radio silence.

"HTMS Naresuan this is the USS John S. McCain, part of a joint United States Navy and United States Coast Guard task force. We are operating within international waters in accordance with international law. Over."

The five Celestial-class cutters, the one Arleigh Burke-class destroyer, and the oiler would all refuel before returning to their home ports in a similar way in to which they arrived in the vicinity of New Caledonia. Throughout this trek home, they would not enter the territorial waters of any other country and would remain alert to all threats detected by passive or active radar or sonar. Once they returned to their home port, the vessels would dock and the crews would disembark. This would conclude the end of the military operation.
