Two Los Angeles-class submarines will soon be in the possession of the Defense Logistics Agency. The Secretary of Defense has authorized the DLA to offer these submarines for sale to a select-few countries which have been white-listed by the Defense Department. As of now, the United States does not sell the Los Angeles-class submarine to any other nation, even to allies. This is an exceptional opportunity to obtain highly advanced submarines. If your government is interested in obtaining these two submarines, it will be with the understanding that your government will not sell, rent, lease, lend, or give the submarines to any other nation, government, company, individual, or entity. The submarines are only ~248 days old and have only been deployed twice. The price for each unit is $1,121,000,000; this is a $500,020,570 discount per unit. The Spanish Republic would be very interested in buying these submarines for its navy and would privatly ask the US DLA if Spain could send the funds today to purchase them.

This was done privately and secretly.

The Spanish government is free to purchase the two Los Angeles-class submarines. The total cost for both of the submarines is $2,242,000,000. This may not be paid in installments and must be paid as a lump sum before the vessels will be transferred to Spain. Does your government accept that it will not sell, lease, or give the submarines to any other nation under any circumstances? Please confirm once the money has been sent and the Defense Logistics Agency will turn over the submarines to Spain.

CONTEXT

The funds have been accepted by the Defense Logistics Agency and will be transferred to the United States Treasury shortly. The two Los Angeles-class submarines have been docked at an American port and have been stripped of all sensitive American intelligence, information, codes, data, and other details that another nation could use against the United States. As a courtesy, signs and placards written on walls and in hallways would be replaced with Spanish ones. No American weapons or equipment would be left on the submarine (other than the submarine's own hardware and weapons). American uniforms, small arms, and communications equipment (that aren't part of the submarine's own hardware) would of course be removed. The two submarines would be handed over to the Spanish government effectively brand new, but without any information or data that would allow Spain or any other nation the ability to hack into American computers or gain access to American codes or procedures. The captains of the Los Angeles and Baton Rouge would each leave hand-written notes in the captain's quarters of each submarine to the next Spanish captains of the ships. They would wish their successors well and offer to buy them a drink if they were ever in the same port.

The Submarines would arrive safely to Spain, after being assigned to two captains there would read the notes by their American counterparts, they would be glad that such friendship between nations and people could be achieved and would not forget the kind gesture from the previous captains, they would secure the note in their chambers and remembrance of the previous owners and captains, as such the Spanish Navy would baptize the newly acquired submarine as SAS Americano and keep the same name of the other one, SAS Los Angeles.

The crews, staff and admiralty would start to get to know the submarines, doing routine drills and learning about them.
