Chief Jabour,

President Sinclair has directed me to contact you and inform you that the United States is not aware of who launched a strike on your country. However, it was not the United States and, to the best of our knowledge, it was not any of our allies. We deeply regret that this seemingly unprovoked attack took place. While the United States and Egypt have not always agreed on past policies, the United States is strongly opposed to unprovoked attacks on other nations, especially cowardly attacks where no one claims responsibility.

With that being said, the FBI and the Navy would like to send a team of investigators to Egypt to help determine who attacked Egypt. If you agree to this, understand that it is critical that debris from the attack is not thrown away or disturbed. We will disclose all information that we gather from this investigation with your government, and we would be willing to include Egyptian investigators as well.

Evidence degrades over time, so I hope that you can get back to me soon and I hope that you accept our offer.

Thank you for reaching out. We in Egypt are frankly astonished that a foreign entity would take such bold actions against our sovereign territory. Rest assured that all debris has been collected already, as is standard procedure. We are planning a joint investigation of the attack, including our investigators and international investigators. Would your teams be willing to work with Portuguese investigators as well? It will be necessary for all parties to share access to the debris. No debris will be permitted to leave the collection center. If this suits you, we would be ecstatic to receive your team and get to work immediately.

We are taking this attack very seriously. We greatly respect the United States and appreciate your willingness to work towards the truth in this incident.

The United States is equally surprised by this unprovoked attack against your country. I have spoken with the Secretary of the Navy and the Director of the FBI, and they are both more than willing to send investigators to help determine the origin of the missile. I can confirm that the United States is more than happy to work alongside Egyptian and Portuguese investigators. We do not have any interest in removing evidence from the area, we would just like to help you determine who launched this provocative attack against your country.

A special team of fifty investigators will leave from the United States tomorrow to come to Egypt. I trust that your government will treat them with the same hospitality that Egyptian culture is known for.​

If the Egyptian government did not have any objection to the United States sending investigators, then fifty investigators (30 of which were from the FBI and 20 of which were from the United States Navy) would fly to Egypt with the necessary equipment and paperwork, along with their uniforms and diplomatic papers. The State Department would inform Chief Jabour's office when the team would be arriving so that they could be escorted to the site and begin working with Egyptian investigators to determine the origin of the missiles.
