I understand that your country is currently facing notable difficulties in its energy sector. Please know that the United States is prepared to render assistance to your government and the French People. Could you elaborate on some of the most pressing matters currently facing your country, and if there is any way that we can assist?

To ease diplomatic communications between our countries, I am formally requesting that Robert T. Langlois be permitted to continue to act as the United States Ambassador to the French Republic and that the United States be permitted to continue to operate its embassy in Paris. I look forward to hearing back from you.

To Deputy Secretary Price, We are happy to allow Langlois to continue in his position as Ambassador to France. We look forwards to receiving his diplomatic credentials. The most pressing issue is energy. Due to the energy strike, we have limited capabilities to produce or transport energy from overseas. We would appreciate any American assistance in getting energy, such as oil, to France and our overseas territories. We are also facing significant national security issues. Our overstretched National Police cannot guarantee safety in the countryside, and protests in Paris is reaching the city centre, including diplomatic chanceries and government buildings. We therefore will have to terminate French assistance in protecting embassies and consulates within weeks. Minister Charette,

I understand that this is an exceptionally delicate situation. What is it that the energy workers are striking for? I have been directed by the White House to inform you that the Department of Energy, under executive order from President Gore, has ordered the release of 20-million barrels of crude oil from the United States Strategic Petroleum Reserve. The Department of Energy was directed to ensure that the petroleum was sent exclusively to North American and European markets. The DoE's current estimate is that this could bring the cost of a gallon of gasoline down as much as 25 cents per gallon. If you are able to reestablish your energy supply chains soon, the French people will find that their fuel is not as expensive as it was two weeks ago.

With your permission, the United States Navy and Coast Guard will bring fuel and humanitarian aid to Saint Pierre and Miquelon. This would, of course, require us to have some troops on the ground at Saint Pierre-Pointe Blanche Airport and Saint-Pierre. Would your government like this assistance?

Furthermore, if your government will not be able to protect the American Embassy in Paris in accordance with Article 1, Section 3 of the Global Assembly's Resolution on International Diplomacy, I must ask that you permit the United States to perform limited military operations to evacuate our embassy and remaining Americans in France. Also, the Navy is prepared to begin repatriation flights from Paris's Charles de Gaulle airport, as well as Nantes Atlantique Airport - these flights will be done with rotary aircraft and will not require French fuel after landing. These operations will, however, require that the United States has a limited amount armed personnel on the ground to ensure site-security. The flights would originate from U.S. Navy formations in the English Channel. Please let me know if we can begin the flights to these airports, as time is of the essence.
