OFFICE OF
THE SECRETARY OF STATE

ENCRYPTED MESSAGE

TO: Sophie Dubois, Minister of Europe and Foreign Affairs of the French Empire ( Alexander )
FROM: Jackson Fitzgerald, Secretary of State of the United States of America

Minister Dubois,

The White House has directed me to request to your office that Robert T. Langlois be allowed to continue to serve as the United States Ambassador to France. Ambassador Langlois has presided over several different French administrations and I can personally vouch for his credentials. If he is allowed to continue to serve as Ambassador, and the United States is able to retain our Embassy (located at : 2 Av. Gabriel, 75008 Paris, France) and the Ambassador's Residence (located at: 41, rue du Faubourg Saint-Honoré), then I would request that Ambassador Langlois be granted an audience with yourself or the highest French authority available for a meeting. I apologize for the short notice of this request.

If Her Imperial Majesty's government is willing to allow the United States to maintain a diplomatic mission in France, below are the security measures that we would require (which is standard around the world):

Embassy
Marines: 43
DSS Agents: 25
Diplomatic Personnel: 20
Mission Staff: 95

Ambassador's Residence
DSS Agents: 15
Mission Staff (House Staff): 20

The house staff include caretakers like gardeners, janitors, kitchen staff, butlers, etc. If there are any issues with the information I have provided, please do not hesitate to let me know.

I look forward to hearing back from you as soon as possible.

Best regards,

Jackson Fitzgerald
Secretary of State

Empire de France
Ministère de l'Europe et des Affaires étrangères

From: Sophie Dubois, Ministre de l'Europe et des Affaires étrangères, France
To: Jackson Fitzgerald, Secretary of State, United States of America
Classification: Confidential

Subject: Continuation of Diplomatic Credentials and Request for a Formal Audience

Your Excellency,

His Excellency Langlois has served faithfully as the American representation to France, and Her Imperial Majesty nor her government has any objection to his continued ability to do so. As such we will gladly extend his credentials and continue to recognize his authority as the Ambassador to France. We will also gladly allow the ownership and continued use of all American facilities in service of your diplomatic missions in this state. Likewise we intend to announce an official Ambassador to the United States for the Empire of France very soon and would like to continue the use of the facilities previously allotted to the French state. Your requested numbers for Embassy and Residence staff are also more than acceptable, and should you wish to modify these numbers in the future you may do so without the need to notify the Ministry except for the granting of diplomatic credentials wherever needed.

Regarding the request for an audience, while I would absolutely love to meet with the Ambassador, the Palace of Versailles has notified me that Her Imperial Majesty would like to meet with the American ambassador herself. As such I do hereby relay an invitation to His Excellency to visit Versailles where he will be granted an audience with the Empress to discuss any topic you wish to bring up and a general discussion on the relation between the United States and France, and a more specific discussion regarding the many developing disputes in the Middle East.

Sincerely,
Sophie Dubois,
Ministre de l'Europe et des Affaires étrangères,

OFFICE OF
THE SECRETARY OF STATE

ENCRYPTED MESSAGE

TO: Sophie Dubois, Minister of Europe and Foreign Affairs of the French Empire ( Alexander )
FROM: Jackson Fitzgerald, Secretary of State of the United States of America

Minister Dubois,

The Federal Government is pleased to hear that Her Imperial Majesty's government will permit us to continue the American diplomatic mission in Paris, with the aforementioned security and personnel measures. Ambassador Robert T. Langlois just told me over the telephone that he would be honored to meet with the Empress personally. In order to avoid keeping her waiting, the State Department has chartered a flight to Paris for him to take this evening. He will arrive in Paris in the morning. If it suits the Empress, he will be available to meet with her in the late afternoon. After which, he will begin reestablishing the American Embassy and Ambassador's Residence in Paris. I wish you the best, and I look forward to hearing how the discussion between the Empress and Ambassador Langlois goes.

Best regards,

Jackson Fitzgerald
Secretary of State

*************

The State Department, securely, sent information to the French government confirming that Ambassador Langlois, as well as five armed Diplomatic Security Service agents, would fly to Paris at once so that Langlois could meet with the Empress. The State Department would request that six diplomatic visas be issued for those individuals. If this request was granted, the flight would take off from JFK in New York for Paris Charles de Gaulle Airport in France. A single black SUV would be rented, at random, to drive the Ambassador and his security detail to meet the Empress.

The Ministry of Europe and Foreign Affairs would expedite the diplomatic visa for the Ambassador and his security detail and make sure they were registered in the country's immigration database. Confirmation was sent to the State Department along with instructions that the individuals need only show their diplomatic passports for Customs and Immigration to retrieve the visa details and that they would be given the physical visa upon arrival at the airport.

Once the ambassador and his security detail were in the country they would be offered use of Azure Guard SUVs until such time as their permanent vehicles could arrive. Per protocol these SUVs would enjoy the same diplomatic immunity until they were returned. However if the Americans preferred to not use them, the Ministry of Europe and Foreign Affairs would cover the cost of renting vehicles.

While in the country the Palace of Versailles would coordinate with the Ambassador to confirm the time of the meeting. When the Ambassador arrived at the agreed upon time he would be informed that the Empress was in the Park and looked forward to meeting with him there. The Ambassador and his Security detail would be given guidance on where the Empress was.

Upon their arrival they would find Thérèse wearing a white and grey dress as she walked through the beautiful nature of the Versailles Park. It easily was one of the places she could relax the most and felt most comfortable. Sometimes she even felt bad that all its beauty was reserved for so relatively few people. As was common there were at least 10 Azure Guards near her at all times, but her personal detail had made a skill out of staying out of sight whenever their visible presence was not required. All things considered a meeting with a friendly Ambassador was considered safe enough to allow some distance.

"Your Excellency, welcome back to France" Thérèse said as she stepped towards the Ambassador, showing him her trademark kind and attractive smile.

Ambassador Langlois was escorted by his security detail to the Palace of Versailles. Two of the DSS agents would remain with the vehicle while two of the other agents would shadow the ambassador (at a great enough distance to not hear the conversation between the Empress and the Ambassador). The Ambassador eventually found the Empress in the gardens and would approach her. He was a middle-aged man, in his 40s, from southern Louisiana. He had a receding hairline, brown hair, and azure eyes. He was wearing a dark blue suit.

"Your Imperial Majesty," the Ambassador said, and gave a respectful bow. While he spoke French fluently, he had originally spoken Cajun French. While he could speak Metropolitan French, every now and again his Cajun accent would seep into what he had to say, or a Cajun French word accidentally take the place of a Metropolitan French word - his mistakes were rare and, hopefully, charming.

"I was surprised that you wanted to talk to me directly," he said. "Thank you for taking the time."

Thérèse nodded, still keeping her smile unchanged. "No thank you for arriving here so swiftly. France and the United States have a deep and long friendship. While there have been times our nations were at odds, we did always find our way to friendship again" She said as she continued approaching the Ambassador and once close enough pointed to a nearby bench where the both of them could sit. "When this horrible civil war ended one of my first priorities was to re-establish relations with the United States. Recent developments in the world, especially with Turkey, the Middle East and now even South-East Asia, all areas of interest to both our own state and the United States meant talking to you became only even more important. If you do not mind I would like to outline the French position on each of these topics. Regarding the Middle East we generally agree with Israel that the two-state solution was flawed from the start. As such we endorse a one-state solution that gives full equality and rights to all segments of the population. Be they Arab, Jewish or other. While we hope moderate Palestinian forces can reach common ground with the Israeli government on this we do fear that war will become unavoidable at some point in the future. Regarding Turkey we are highly disturbed with the extent of their persecution of the Roman Catholic church in particular and possibly Christianity at large. Originally we were even very close to establishing deep and far-reaching formal relations with them, but their response to the Church and then their response to our reaction to that makes us fear their regime is a highly unstable one. Considering the history of Turkish governments we have a real concern they will try something similar, except to Christians instead of Jews this time. Finally regarding South-East Asia we feel that outside mediation is needed. While Thailand and France are friends, we do not believe a Thai invasion of Burma is warranted, even though the Burmese government personally disgusts me" She spoke. "I am sorry for rambling, but I like to reveal all my cards early when talking with someone who I would hopefully like to see as a friend" she then added.
