General Russo,

As I am sure you are now aware, there have been several explosions inside the Vatican. The United States is the only country in the world that has an Embassy located in the Vatican, and it is currently under lockdown. As of now, there has been no known attack against the American Embassy, however the President has ordered a contingent of American special forces to mobilize in order to reinforce the embassy in the Vatican. I have been directed to request that your government allow a single C-130J-30 to fly over Rome and air-drop our forces over the Vatican. Afterwards, we are requesting that this U.S. Air Force aircraft be permitted to land at Ciampino–G. B. Pastine International Airport in Rome to refuel and standby.

I understand that there may be immense international by numerous countries to interfere in what is going on in the Vatican. This is a matter internal to the Holy See and Italy, however the President has directly offered the assistance of the United States armed forces in any way needed by your government. Also, we are also willing to secure the coast off of Rome to ensure that other foreign powers do not intervene.

Please inform me of your government's intentions as soon as possible.​

Your Excellency,

Thank you for reaching out to my Office. We are indeed aware of the recent reports of fighting within the Vatican City and explosions as well as fighting in Rome between seemingly the Swiss Guard as well as the newer American Guard responsible for the protection of His Holiness. With the permission of His Royal Majesty the King, a state of emergency has been declared within the Duchy of Latium and the Royal Italian Army is being deployed to restore peace within Rome and provide and provide any aid to the Holy See we can.

The Kingdom of Italy recognizes the United States as an influential and stabilizing force in global affairs, as such we believe that more than any nation yours is most suitable to aid in resolving any conflict between whichever factions may exist. Due to this we will of course grant your request to land and maintain your aircraft and forces inside any facility of your choosing. At the same time, while we do have air and naval forces these elements of our forces are still being built up. We would welcome any naval and air support you may be able to provide to cover the Italian coastline and enforce a no-fly zone over the Roman airspace.

In general, if you are open to this, I would like to invite American forces to operate from Italian territory and for American Officers to be stationed at the Palazzo Marina so we may be able to coordinate and cooperate on a response more directly. We do not intend to invite any other foreign forces, but if you were willing to agree to this I believe a joint American-Italian effort can restore peace to the city the quickest and at the same time guarantee the safety and security of His Holiness, the clergy, Italian citizens, and of course American citizens inside the city.

General Russo,

Thank you for getting back to me so quickly. Special forces will be deployed from the United States within the next hour. The Pentagon will send a formal notice to your Air Force which will indicate approximately when they will enter Italian airspace and where they intend to land. The President has also ordered a naval task force to assemble and deploy to the Mediterranean, along the Italian coast. With this naval deployment will be approximately 1,000 United States Marines which we can deploy onto the ground in Italy if your government requests it. Also, we would be happy to send liaisons and officers from the Navy and Marine Corps to operate from Palazzo Marina along with your military leadership.

The National Military Command Center at the Pentagon will send your office encrypted messages so that you are aware of American naval and troop movements in the vicinity of Italy. At this time, you can expect an Air Force C-130J-30 to be flying over Rome some time in the next nine to ten hours. Once our naval task force arrives, the United States will institute a no-fly zone over Italian airspace in coordination with the Kingdom of Italy.

I will be sure that either my office, or the Pentagon, keeps your informed. Thank you for allowing us to take these precautions and we will do everything we can to ensure the safety of the Holy See, Italian citizens in Rome, and Americans in Italy.​

Your Excellency,

No, Mister Secretary, thank you for getting back to us so quickly. Your aid and support at this time shows that just like in the past the Italian people can always rely on the United States at a time of crisis. I have issued the required orders to my Naval and Air Commands to grant unilateral permission to American vessels inside Italian seas and airspace in general, and Roman ones in particular. Support personnel from all branches will also be ready to provide your forces with any supplies they may need in country and we will provide accommodation for them upon their arrival.

I have established the Bureau of Italo-American Affairs within my Ministry, this ad-hoc Bureau will be tasked with informing your National Military Command Center of Italian movements and relay their messages down to our own branches so that we can avoid any and all miscommunications. I have talked to His Royal Majesty, and he has issued a decree that grants immunity to any American forces operating within Italian territory, and in addition to this I have prepared credentials that will give the Officers of your choosing extensive access to the Palazzo Marina. I hope that with these measures your forces will encounter no difficulties while they engage in their activities. If your National Military Command Center could provide us with their identities their badges and access cards will be ready for them when they land.
