Minister Bull,

I have personally taken your message to the White House and spoken with the National Security Council, including the President, Vice President, and the Secretary of State. It is too early to determine with certainty if the Thai government is actually trying to permanently occupy/annex New Caledonia. However, if they are, this would be an exceptionally concerning and destabilizing situation that could involve other countries around the world. The President has made it clear that annexing the territory of another member of the Free World, especially a European nation, is something that cannot be ignored. It is absolutely critical that we take diplomatic and political actions to ensure that we are not misunderstanding this situation.

With that being said, the President is willing to permit the sale of 15 Spruance-class destroyers to Canada. However, the President would like specific assurances that the Canadian armed forces would coordinate with the United States Navy and would not initiate a first-strike against Thailand, or Thai forces in New Caledonia, without approval from the Pentagon. The White House would like our armed forces to work together in the event any kind of military action is taken, but we need assurances that your armed forces would not shoot first and ask questions later. It is critical that if we work together, and if things get kinetic, that our armed forces can fully trust each other in this kind of situation.​

Minister Bull,

Thank you for providing those assurances. After consulting with the President, the National Security Council, and the appropriate members of Congress, the United States is prepared to authorize a Limited Production License of 15 Spruance-class destroyers and 15 SH-60B Seahawk helicopters for the Canadian government. This would mean that your government makes a one-time payment to the United States for the LPL, and then your government can produce the ships on your own. While there would normally be a much higher fee associated with the production of naval assets, the President has authorized for there to only be a $14-million fee per ship and $3.2-million per helicopter - the Federal Government hopes that this sign of good faith will show that we are serious about having a strong military, political, and economic relationship with Canada.

Once your government transfers $258-million to the United States, the LPL will be active and your government will have until December 31st of 2002 to produce these 15 Spruance-class destroyers. One other condition of the LPL is that these destroyers and helicopters must be produced publicly so that other governments around the world are aware that a nation outside of the United States is actively operating the Spruance and Seahawk.
