[Vietnam:] Call to the United States of America State Department

The State Ministry of the Republic of Vietnam would call their counterparts in the United States using an encrypted telephone.

Daniel Russel, the Assistant Secretary of State for East Asian and Pacific Affairs, would pick up the phone after the call had been directed to his office. Due to the Secretary of State and Deputy Secretary being busy in meetings. The line would be encrypted as he answers "Hello? Daniel Russel speaking"

 

[Joe]

Minh Nguyen, the Minister to the State Ministry, would smile into the phone and respond. "Daniel, this is Minh Nguyen at the Vietnamese State Ministry... the United States of America has always been one of the top players of the world and first and foremost, we'd like your permission and green-light to conduct an operation into Kosovo. We currently have a deployment of military units planned, but given the recent travesties and human rights violations that is currently taking place within Kosovo, we'd like to deploy our Field Engineer units and field hospital units into Kosovo beforehand."

 

[John]

"Well, I thank you for coming forward to us to ask for permission, but you do not need such permission to act. As long as your operation is well meaning and it is a definite that it will be supporting the Kosovar populace, we will back you one hundred percent"

"There is one problem, Mr. Russel. Serbian artillery is currently launching a massive artillery strike on the capital. The Republic's military high command believes that we can ultimately stop such a threat with an armored raid into Serbian territory and overthrow their leader. But, we currently do not have any air assets in the region and would love for your Air Force to carry out airlift and air superiority mission strikes to safeguard our troops when they make the push to end the Serbian threat."

 

[Joe]

"Mr. Russel," Minister Nguyen would continue. "I don't think that you need a map to realize that the Republic of Vietnam borders an ancestral and ideological enemy to the north... the United Republic of China. As an independent nation, we stand against the Confederation of Independent States. However... we find that in our haste to do so, we lack major weapons systems that would give us an edge over Chinese and CIS troops. The United States of America and the Republic of Vietnam have long worked together, such as with your country donating vast amounts of arms to Vietnam to combat communists back in the 60s. It is for that reason that we request access to a naval vessel that would give us the edge over Confederate troops in the region...

Mr. Secretary, we request permission from your government to purchase from you, an Enterprise-class carrier or a Kitty Hawk-class, or a Forrestal-class carrier.."
