Being ambassador Arguello in the middle of discussions, he would apologize to the vietnamese for not being able to leave and send another senior diplomat from the argentine mission to the GA.
The argentine diplomat would meet Lieutenant Nguyen outside:
"A new career would be excellent," Lieutenant Nguyen would joke before removing his white gloves and Navy peaked cap. "Buenos noches, senor. Mucho gusto. I'd simply like to start by saying that we found your amended draft quite easy to vote upon and reasonable, but with one caveat... we hope that you can add the possibility of a Kosovan referendum to be conducted by a neutral third party to see if independence truly is what the people will for. The Republic of Vietnam wants to work with your country on this."
The argentine diploamt would reply in a discrete voice, to avoid other eardropping.
"Argentina is always eager to sit down and discuss things, we believe in diplomacy.
We are happy to hear that the last presented draft is more friendly to the vietnamese eyes. However, sadly, we cannot agree to giving the kosovars, or any other group in the exact same position, the option you are mentioning, as it goes directly against the principle of territorial integrity and sovereignty of the State. Selfdetermination goes in our interpretation below in terms of priority to territorial integrity.
The only way we could accept something this way would be if Serbia's position itself changes."
Lieutenant Nguyen would smile politely, inclining his head towards the Argentinian diplomat. He was quite tall after all.
"Mr. Ambassador," He would say, extending his hand and shaking that of the Argentinian diplomat. "Your words and wisdom are beyond renown. I will see what Hanoi can do to convince the Serb's otherwise. I hope that if we can get things done on our end, you will follow through, yes?"
Representative Linh Mach of the Vietnamese Delegation would put all duties on her aide, Lieutenant Nguyen. She, herself, would send a note to the Argentinian Delegation, requesting that they come outside for a meeting to reach a deal in the General Assembly floor.
Linh would pat the seat of the plush chair next to her in an invitation for the Argentinian to sit down.
"You've told Lieutenant Nguyen that if Serbia's position changed, we'd be able to strike a deal... and more than just a position has changed. Let's parley, Mr. Ambassador and find a compromise to this farce."
"Please explain yourself... The argentine position on territorial integrity stands the same, regardless of a new Government in Belgrade, if its position on the matter is the same."
"Come now, Ambassador," Mach would say sweetly. "Please, sit. The whole point of a compromise is that no party ever leaves completely happy. Regardless of your country's position on the matter, the issue is lost. Serbia is in the middle of a military coup, the current resolution on the Assembly floor is on a rickety foundation. This way, we can come to a solution so that you and I can walk away from this with a victory."
"I think you got us wrong, we are not here for the victory, we are here for the importance of preserving international law and the concept of territorial integrity. The only way we will accept an independent Kosovo is with the approval of the serbian Government."
"Which is why we need to compromise," Linh would laugh. "Approval or not, the Serbians proved to be unable to competently hold Kosovo. They lost it in three days. They killed Kosovars by bombing the capital. Kosovo, whether Serbia likes it or not... moreover, whether the Confederacy likes it or not, will remain independent for years to come and the writing looks to be on the wall internationally. Hell, half the world doesn't even recognize the new Serbian government. Wouldn't you and the Confederation rather have the Republic of Vietnam as a friend rather than the... boisterous, and that's putting it lightly... Brazilians and the... hm... incompetent Serbs?"
"And the other half? Just because shady and unbacked procedural meassures were implemented to obscure and negate many nations from voting does not mean that the other half of the world sees Kosovo as a mere part of Serbia. Your position is defending the use of force to break national sovereignty and breaching all types of international laws, and we will not be part of it. Kosovo will remain, for us, and for half the international community as a mere territory and will have no contact with any of us unless Belgrade decides otherwise.
Argentina, and I understand the CIS as well, does not trade its ideals just for profit, like you are proposing here... "victory". We stand by our ideals and what we think is right, even in, as you would put it "defeat".
Did Serbia rushed and take too violent meassures? Yes, perhaps. Do we believe that it is in order for other nations to segretate their lands through force, hell no.
"You wear your honor like a suit of armor, Mr. Ambassador," Linh would say, rising to her feet. "It protects you and shields you, but it limits your movements and makes you sink in water. I would advise you to drop Serbia while you can before they ask you to dive into the ocean with them."
"Don't worry, we know very well the limits and consequences. My Government has been playing this game of chess for 7 years now, always from the same position and with the same stance.
