Ahead of planning of the operation, President Ngo would sit down in front of his press conference to deliver a speech to reporters, present dignitaries, and his fellow countrymen:

"It is a genuine pleasure to be here today in front of you all, at this vital Conference to discuss the future of Kosovo, and Vietnam's stake in that young, fledgling nation. We are meeting today at a time when political events concerning Kosovo are at a climax. Approximately two weeks ago, a day, which will forever be etched in the history of the world, the Republic of Kosovo was the victim of a surprise attack by the Serbian Union."

He'd pause, looking down at his speech.

"I come before you not as the President of Vietnam, not as a citizen of the Republic, but as a person of the free world. Of all the ideas that make up that free world, there is a line in a document that is at the heart of all others. 'But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security'."

Raising his hand, he'd gesture to the crowd.

"If there's something wrong, those who have the ability to take action, have the very same responsibility to take action. The Republic of Kosovo rightfully took their own action in determining their own government... and they will not be denied. It is here that I'd like to announce that I, as President of the Republic of Vietnam, have implored and called upon the First National Congress and the Army, Air Force, Navy, and Marines to take action to protect a sovereign, fledgling nation, and to ensure that democracy will reign around the world and that before any agenda of the government, the people and their will shall always come first.

"To Kosovars watching, to my fellow citizens of Man around the world, I ask that you sustain hope. To be hopeful for the future. I ask you to sustain that hope like a fire and let it catch, to let it burn. I'm not talking about blind optimism... the kind of hope that simply looks to the future and doesn't look to the troubles of the present. I'm not talking about the kind of idealism that lets you shirk from a fight. I'm talking about the kind of hope that is stubborn, the one that insists that something better is there for you as long as you continue the fight. Stay hopeful, because we stand with you."

"To Serbia, or to anyone who wishes to upset the delicate balance of the world, to be a tyrant in times of the people, to be one that strikes evil, I simply tell you this: we are coming."

With word being given that the population of Kosovo's capital, Pristina, had risen up and were now in open protest against the Serbians, the Republic of Vietnam would secretly plan to deploy the General Intelligence Directorate into the region in a plan to assist the Kosovars in successfully expelling the Serbian government from their lands. Codenamed Operation: Saber, a three-objective plan would be developed to be carried out in the coming weeks by independent acting General Intelligence Directorate HUMINT Inspectors. The first objective, considered the most important, would be to: 1) assist the Kosovar people by ferrying firearms and other essential equipment into North Macedonia and smuggling them across the border into Kosovo. The second objective, while no less important, would be considered optional due to it's unreasonableness in difficult: 2) find the location of the imprisoned Kosovar Heads of Government and remove them from illegal custody. The final and third objective would call upon the General Intelligence Directorate to take on a supplementary role by: 3) act as pathfinders and prepare areas of Kosovo for Vietnamese military operations.

The first phase of Operation: Saber would be set to begin by the loading of a Vietnam Airlines Cargo Boeing 787 Dreamliner by Republic of Vietnam Air Force Personnel. On board, this aircraft would be loaded with an exorbitant amount of weaponry, including 500 STL-1A assault rifles, 900 TT-33 handguns, 400 K59 handguns, and over one million rounds in ammunition. The firearms would be put into sealed boxes that would be labeled as humanitarian aid: such as emergency supplies of food, bagged water, medicine, and blankets. The HUMINT team would also take this flight on the Boeing 787 Dreamliner to Skopje and after inspecting the cargo on board to ensure that no inventory is lost. After this is done, the manifest of the plane would be adjusted to reflect humanitarian aid supplies to be distributed to the Kosovars for legal reasons. After this is done, the team would depart onboard the flight to Skopje.

As this operation was extraordinarily delicate and almost exclusively Vietnamese-Serbian, the desire to have eyes on the Serbians would be manifest in a separate operation, Codenamed: God's Eye, to fall under the overall operational jurisdiction of Operation: Kosovar Freedom. Unlike Operation: Saber, it would utilize only the advisement of the General Intelligence Directorate and handled fully by the Ministry of State Security Forces on site at the ministry building. As with all military operations, perfect weather often spelled for a perfect operation. The Friday of December 6th, 2013 in Hanoi fell under that umbrella. Despite Winter having arrived in the Southern hemisphere, Hanoi was abnormally hot at 77 degrees, with the humidity only making it seem that much hotter. It would only work in the favor of the Ministry of State Security Inspectors assigned to the operation.

With the Serbian Ambassador to Vietnam having arrived in his car and just entered the building to speak with the Minister under a maskirova, a young, pretty waitress wearing a traditional Vietnamese ao dai would approach the driver who was left in his car. She would be holding onto a platter and a napkin in her hand, with a lone, small glass of nuoc mia, or sugar cane juice, in her hand. A local Vietnamese drink that was constantly enjoyed by youth and adults alike. The driver of the car would know not realize that the small glass of nuoc mia was slightly tampered with. Ministry of State Security Forces had added Midazolam to it, a liquid prescription drug that was used by doctors for anesthesia, sedation, and sleep troubles. The dose was enough to last for an hour. Given the hot weather, the presence of an ice-cold beverage, the giggling and lightly flirting waitress, it wouldn't take much for the driver to consume the beverage. The fact that it was only a small glass and that required at most two gulps only expounded on the effectiveness of the Midazolam.

The driver would be fast asleep in minutes, unable to fight the effects of one of the fastest working sleep-inducing drugs in the world.

The Ministry of State Security would immediately go into action. Opening the car door, an inspector would place a set of off-the-counter sleeping earmuffs over the driver's ears so he would be unable to hear and have his sleep prematurely ended. Once the Inspector was sure that the earmuffs were on and stable, the operation would continue with the Inspector's partner climbing into the backseat of the car and going to the center armrest by the back passenger. Using an electric screwdriver to speed up the process, the Inspector would disassemble the armrest quickly to access the interior. Once this process was done, the Inspector would immediately place a bug inside of the interior of the armrest, courtesy of the General Intelligence Directorate. The bug would be a small, sensitive microphone that would be able to pick up conversations taking place in the car, whether it be the Ambassador going home from work, going to work, out to lunch, or wherever he may go with himself, his aides, or his family. It was expected to pick up a lot of information. Of course, not all of it would be useful, but it was expected to be enough.

After checking that the bug worked, the Inspector would reassemble the armrest and place it back into the car. The Inspector would check to see that it was entirely intact and not at all damaged from his work. There would be no creases showing, or any defect that could be further investigated by security. The bug, along with its high-sensitivity microphone, was safely hidden away. Satisfied with his work, the Inspector would exit the car, gently close the door, remove the ear muffs from the driver, and return to his post along with his partner. The operation only took 7 minutes and 43 seconds.

After another eight minutes of silence, while the Ambassador was finishing up inside, the same pretty, young waitress would come back to the car and tap the driver gently on the shoulder to wake him up from his impromptu nap.

"You fell asleep," She'd simper sympathetically, taking the glass away from the driver and leaving no physical trace at all.

The Vietnam Airlines Cargo flight would finally land in Skopje and disembark. Local drivers would be paid in American dollars to ferry the precious cargo into Serbia. Due to the deployment of the Serbian military to placate North Kosovo first, the drivers would find that the borders were unmanned (due to the removal of the Kosovar Security Forces and the combined lack of the Serbian military in the E-851 major roadways). As a result, these local drivers in their trucks numbering in the tens would split in different directions once entering Kosovo, heading towards Prizen, Gjakova, Peja, and Gjilan.

Upon arrival, these trucks would be unloaded by Kosovar nationals as humanitarian aid and their arms would be secretly stashed in houses for use in the armed uprisings currently taking place around Kosovo. The truck drivers would depart back for Skopje after unloading their cargo. After ensuring all the drivers are accounted for, the Vietnamese General Intelligence Directorate team would remain in Skopje and await further orders to trek and cross the border into Kosovo. Meanwhile, the flight would depart back to Hanoi.

The Republic of Vietnam would finally announce Operation: Kosovar Freedom, with hopes to restore infrastructure and utilities that was since denied to the people of Kosovo ever since Serbia launched a devastating military campaign that culminated in an assault on the capital. Utilizing 20 Republic of Vietnam Air Force C-160s, the forward units would be deployed to Kosovo on a peacekeeping operation.

The C-160s would fly a direct route towards the capital of Pristina, taking stops to refuel along the way in friendly neutral countries.

Finally arriving over Pristina, the Vietnamese Airborne would make their first ever combat jump in 50 years ever since the Republic of Vietnam was absconded by the North. They would drop, along with all their equipment, into a field north of the City. Acting independently as pathfinders, General Intelligence Directorate Inspectors would meet the airborne on the ground and direct the flight of planes to the South, towards Gjakova Airport, an airport that has since been relatively untouched by the Serbian scorched earth policy. After gathering their equipment and men, the Airborne Support Units would begin to move south towards Pristina to restore basic infrastructure such as electricity and provide medical assistance to any Kosovars or Serbians in the area.

Following the establishment of basic utilities and infrastructure in Kosovo, the Republic of Vietnam would increase it's military deployment in Kosovo to prevent another Serbian attack in the indeterminant future. The 200th "The Angels" Airborne Infantry Regiment, totalling 4,100 ARVN Airborne Infantry, would be ferried by the C-160s at Gjakova Airport to Kosovo. The 200th Airborne Infantry Regiment would only be deployed for strict humanitarian reasons to work alongside the engineers and medical workers already deployed in advance. Meanwhile, the Republic of Vietnam Navy would further ferry over 30 Dassault-Breguet Super Étendards to further deter any Serbian assault.

These aircraft would take refuel stops along the way in friendly, neutral countries.

With the threat of Serbia now considered passed, the Vietnamese military contingent would prepare for a "de-surge", or a steady withdrawal from the region. Non-essential military personnel, mainly the airborne troopers, would be returned back to Vietnam onboard the C-160s after completing the first peacekeeping operation in the history of the Republic of Vietnam. The engineers and medical workers would continue to stay in Kosovo, continuing to repair basic infrastructure and restoring electricity and running water to the country for the first time in two months. The Vietnamese Airborne would work alongside the newly formed Kosovo Defense Force to disarm the Kosovo Liberation Army and tally up the weapons, sending them to armories in the country or scrapping them completely.

Meanwhile, they would oversee the first democratic elections in the country since the Kosovar leaders were abducted on the eve of Operation: Balkan Fury.
