The letter would reach the office of Minister Gujral, however with him being in Australia it would be a week before he returned home and read the letter. He would then begin to write a reply to the letter.

Dear Minister Nguyễn Mạnh Cầm,

I am pleased to hear from you. The Republic of India would be honored to open an Embassy in Vietnam. First let me start off by approving your request for an Embassy in India, the 100 personnel, and 28 guards. We only allow semi-auto weapons to be granted access to the country and no weapons will be allowed to leave the Embassy unless incase of emergency or with the express written consent of the Indian Government.

Second the topic of trade. The Republic of India is attempting to acquire its own fleet of shipping vessels. Once either of our nations has completed this we can begin trade between our nations. India offers many goods such as: Rare Earth Elements, Petroleum & Petroleum Products, Diamonds, Pharmaceutical Products, and Coal. The Republic of India is interested in all of Vietnam's goods and would like to request all available exports when either nation has the shipping vessels.

The Third topic on the Parcel and Spratly Islands is a bit of a touchy subject. The Republic of India does not recognize any specific nations sovereignty over the Islands, however India does consider the Islands to be a security risk. Piracy seems to be a haven in that region of the globe due to the on going conflicts and disputes. The Republic of India has been in talks with other nations around the globe on securing that area from piracy, but at this present moment India does not recognize any particular sovereignty.

Dear Minister Nguyễn Mạnh Cầm, (HeadlessSeeker)

Your embassy will be located at 20, Kautilya Marg, Block C, Diplomatic Enclave, Chanakyapuri, New Delhi, Delhi 110021, India. We would like to send our Ambassador, Sue Karriapi, along with 50 staff/mission and 25 security detail. we will follow all Vietnam laws and regulations while there.

Once our merchant ships or yours are produced we can begin trade, the exports you requested have been approved.

India may be inclined to pick a side, however as you may know India is also disputing territories with Pakistan and China. Should Vietnam recognize the Jammu & Kashmir Region as well as the Ladakh Region as Indian Sovereign Territory, India would be happy to announce publicly the Sovereignty of the Paracel and Spratly Islands as Vietnamese. If Vietnam would also like to join in the Anti-Piracy campaign it would also strengthen our bond.

I apologies for this late letter. Things have been shifting in the government and I have been tied up. India will agree to support Vietnamese claims. As of yet China has yet to respond to anything.

This is welcoming to know that Vietnam will participate in Anti-Piracy measures. India's Navy is ever growing, and with Naval Personnel approaching their Graduation date; India will soon be sending ships into the Indian Ocean and South China Sea. We will of course be mindful of all territorial boundaries.

I look forward with meeting with you Ambassador. I will make arrangements to meet personally.

This works out great, I will prepare to meet you on the 25th. I have recently finished speaking with the Australians. If you don't mind me asking what is your take on them?

As far as the Communist. I am not a fan of Vinban Faheit, however I can not argue with his logic or actions. He has done much for India in his short time as a Congressman. As far as the insurgents we have one of our most decorated Generals in charge of an operation in Mumbai to weed them out and eliminate them. Their influence has been shrinking and the attacks have lessened. I am unsure if they are simply going underground or if we are actually winning against them. Regardless we are appearing to be winning against them. I must express I am concerned for the Democracy on which India has created. The Communist here do pose a threat to the freedoms on which India was built.

On a chartered flight from Hanoi Ambassador Phạm Sanh Châu with diplomatic staff would fly to Indira Gandhi International Airport in India. The Indian government would be given 24 hour notice prior to the departure so they would be ready to receive the Ambassador and is staff. It would be asked tat transport be arranged. The Ambassador and staff brought a week's worth of clothes, and some food for the trip itself. As well as all the necessary documents including travel papers.

The Ambassador would be met by members of the Home Guard and escorted to the Embassy in New Delhi. The next morning Minister Gujral would arrive at the Embassy. After going through the security he would proceed to the Ambassadors office. He would have some 2 plates of Mughlai cuisine a native dish that is served in New Delhi. He would place one of the dishes on the Ambassadors desk and reach out to shake his hand.

"Good day Mr. Phạm Sanh Châu, it is a pleasure to meet you. I've brought you some local food. Welcome to India. Shall we get started on our discussion?"

The Vietnamese Embassy in New Delhi was now fully staffed and fully operational by a week later. Staff and the Ambassador doing their job. When Minister Gujral would arrive Ambassador Phạm Sanh Châu was waiting for him. "Ah welcome. I was told you were coming. Thank you for bringing this wonderful looking dish as well." he would say as he would then get up, bow, and then shake hands. Sitting back down afterwards he smiled. "Thank you for the warm welcome. But yes, let us get started."

"What did you want to discuss first?"
