Minister Forouk al-Sharaa would take time reading the letter. Everything the nation of Vietnam was asking for was perfectly reasonable for them to request. He thought it interesting that such a simple request would be made by letter, he didn't know if this was just Vietnams personal way of conducting diplomacy or if there was something else. What ever it was Syria would return the personal touch of the letters.

LETTER
Minister Nguyễn Mạnh Cầm,

First let me say that it is good to finally be able to speak with you. We of course share your desire to establish friendly relations between our Nations and look forward to starting that path.

On the matter of your request to establish embassies in each others capitals we gladly accept Vietnams request to establish an embassy with the requested personnel in Damascus and would request that similar arrangements be made for a 100 staff embassy as well as 15 Guards. As for locations we have plenty of open buildings or land for new construction around the Ar Rawda Square in which historically many embassies have been near.

On the matter of trade we would gladly look into receiving products from your Textiles and Clothing Sector but must request the return trip involve the export of Syrian Goods which include Animal and Vegetable Fats/Oils/Waxes, Fruits/Nuts, Coffee/Tea, Vegetables or Petroleum.

The embassy ground you speak of are available and the approval has been sent to your Foreign Ministry. We will happily accept the building offered by your government and will set up as soon as possible to further enhance our relations.

We would be happy to ship the resource mentioned to you for use in your Economy. I do agree that while these letters have been important in establishing communications initially that the finer details must be agreed upon in person. Your Ambassador is invited to our nation to solidify the discussions in this letter and any other issues he/she might bring up.

He can land at Damascus International and he can make his way to either the Embassy or the Foreign Ministry to begin talks. As for topics yes trade will be on the list as well as the Geopolitical environment in Asia. As for your claims on those islands we can discuss the situation but that fact remains Syria is a regional power at best and we have no way to flex power for or against you besides in the GA. We will welcome your pitch for your claims so we may use that knowledge in any future votes just understand that our reach is not as far as your closer neighbors will be.

Ambassador Nguyen Manh Hien would board a Bombardier Global Express 6000 which was staffed by Airforce pilots and carried a full load of diplomatic staff. So 13 people were seated in it in total to all assist the ambassador for this meeting he was to attend in Syria. The aircraft was given max fuel and had all the proper checks done. The Ambassador packed a week's worth of clothes and so did the diplomatic team he was taking with him. After taking off safely from Noi Bai International Airport and safely climbing to 41,000 ft and going at a cruise speed of 560 mph they would set course for Damascus International in Syria. Syria would be informed that the Ambassador was on his way and gave them the flight number an heading.
