Greetings,

I would like to officially open relations between Vietnam and Germany now that we have established a new and permanent government. To do so I would like for us to create a trade route between our two nations. Vietnam can provide Electrical machinery, Footwear, Computers, Textiles, and Furniture at this time. I would very much like to hear back from you on what Germany can provide for trade. Also on top of that as Germany is known for it's arms industry I believe it best to let you know that our military has started a equipment acquirement program. We are looking for equipment to outfit a airborne and naval infantry division.

On another note I would like to extend and offer of friendship in that should the need arise Vietnam can provide aid to Germany should the winter in Europe become too much.

As much as I am inclined to agree with your requests, in particular the idea of opening trade in the east, the Federal Government has, for the time-being, decided against such a risky endeavor. With a newly-formed government such as yours, and without a proper military body, His Imperial & Royal Majesty does not see it fit as of yet to open up a trade agreement, let alone start the production of arms and equipment to foreign companies.

That being said, I do appreciate that your government finds that the current situation regarding weather in Europe is most prudent. The German Reich would be more than happy to accept any assistance should we need it. Whether that is enforcing martial law, or if it is sending electricians and other qualified individuals to repair and refurbish any damaged equipment or infrastructure. Note, however, that those you send would be working with other foreign powers. Furthermore, when the time comes, I will, on behalf of the federal government of the Fifth German Reich, return any offers we may have towards other companies in regards to equipment that can be sold.

I believe you will find our government to be most stable as it consists of many people from before the formation of the SPDRI. Also our military is well established so I do not know where you got that information from. But it is understandable that you would not wish take part in our military program. So I will let that rest as that is more something the ministry of defense would take care of.

It is completely understandable that in such an event we would work alongside others in providing aid.

Herr Phạm,

I think that you have misunderstood what I said regarding a well-established military body. In regards to that, I was talking about the German nation specifically. If you have been keeping up to date with any news coming from Germany, I am certain it would be obvious that the federal government is in no position to trade any military equipment until it reestablishes a military body to replace the Bundeswehr.
