Greetings,

It is my belief that the building of strong relations between Vietnam and India is the way forward for both of our nations. This is why I am contacting you today, for I believe there is much to be gained through mutual cooperation between our countries. I would like for us to discuss the establishment of an FTA between Vietnam and India, as well as the establishment of a trade route. Aside from trade and general relations I believe that we have much in common in terms of possible goals for Asia. However before moving into deeper talks about such matters such as military cooperation I would like to establish our relationship with trade.

Excellent, what date will this meeting be on? Also, what airport would you like for us to send our delegation? I am looking forward to making progress on this. I will also inform the Minister of National Defence to get into contact with Nirmala Sitharaman. I am sure we can communicate on both of those subjects simultaneously. As I believe there is much to gain on both ends, for a brighter future between India and Vietnam.

The Minister of Foreign Affairs Phạm Bình Minh would board a government owned Tupolev Tu-214 at Noi Bai International Airport. The aircraft would be fully fueled, and fully crewed with a pilot and co-pilot. Having his travel papers in a light suitcase as well as an overnight set of clothes just in case he would buckle into his seat. After a pre flight check had been performed the aircraft would taxi to the runway and then take off once the runway was clear and the airspace above was free of air traffic. Ascending to an altitude of 37,000 feet the aircraft would take a path of OL, NL, and ML. It's destination was Indira Gandhi International Airport, and the Indian government would be told that the Vietnamese airliner was on it's way.

A delegation would await the arrival of the Vietnamese Foreign Minister in order to usher him to the meeting location.

After receiving clearance to land after having contacted aircraft control the Tupolev Tu-214 would begin a controlled descent and land safely on the landing strip. Applying breaks it would come to a stop and would then taxi over to it's designated terminal. From there the aircraft would have it's systems checked by the crew and await for the ground crew outside to secure it. Once everything was ready Mr. Minh would disembark and meet with the delegation.

The delegation would meet with Mr. Minh, make some amount of small talk, before ushering him towards the secure vehicle and ultimately to the meeting.

Getting into the vehicle with the delegation he would look out the window as they were brought to the place of their meeting. Being brought inside the building he would take a seat adjusting his tie."Thank you for having me here. So our first order of business I believe is the establishment of an FTA. We have a standard one, but if you would like we can make one from the ground up."

The Minister would hand over the standard FTA for them to look over."I am glad you asked." he would say adjusting in his seat."Aside from trade I mean." he added before adjusting his tie."I would like for Vietnam and India to enter into military cooperation. I believe we can find futual ground against the People's Republic of China at this time. You see the PRC has territories that rightfully belong to Vietnam. Territories which they have stolen from us with no room for doubt. Territories such as the Paracel Islands which they took during our civil war. Or the Spratly islands with the Johnson Reef Skirmish being the highlight of their aggressive expansion. We have been working with the Philippines to settle South China Sea disputes in a peaceful manner. However it is without a doubt that China will not back down. However that brings me to how the PRC has territories that rightfully belong to India. Aksai Chin, Depsang Plains, Trans-Karakoram Tract, and a few others come to mind."

"And what do you believe India should do about it, that it has not already been doing with the Celestial Empire? We have been actively pursuing these disputes in a peaceful manner. What kind of military cooperation do you seek?"

"As said we have been also pursuing things in a peaceful manner, but make no mistake. China will not relent their claims, not even for a moment. Thus military cooperation should be in anticipation of the inevitable. So our military cooperation at the moment would be in the form of joint exercises, in which we in unison hold exercises. Say exercises where you simulate retaking your land that the PRC holds, while we at the same time hold exercises that simulate retaking islands that are rightfully ours. This is on the suggestion of the Minister of Defence of Vietnam. This would also show China that Vietnam, India, Taiwan, and the Philippines are united and may in the slightest chances cause them to reconsider their position."

"Interesting path, Minister. We do wish to get involved with more multilateral exercises in Asia, with Asian countries, to improve our regions unity. What if these exercises don't encourage the PRC to follow your demands?"

Mr. Verma's aide continued transcribing the conversation. Upon completion of the meeting, it would be sent to the Minister upon completion for review and further improvement in relations.

"If it does not encourage them to follow the reasonable path, then they will attack us. The PRC will be aggressive and will not stand for it, in which case our nations must be ready to defend ourselves and our rightful claims. It is at that point the GA would more then likely step in, through the possibility of the PRC listening to a GA dicission is unlikely. Simply put, with all of this in mind we expect the worse. Thus why I believe military cooperation is appropriate for both our countries. When we bring forward our legal claims to the GA I believe at the same time India should bring forward their's. This way the international community sees that the issue will not go away."

"We do not believe the GA to be an adequate method of achieving our goals. India won't run to an international body to condemn others. We will either take what we believe to be ours or we will build coalitions of support on our own and work a solution out, with the backing of like-minded allies. Does your nation operate similarly? If you're not ready for a fight, then why ask for military cooperation with India?"

"I think you misunderstand. Vietnam is completely willing to fight for what is ours. We are fully capable of doing so as well. However, it is important to move with caution and to 'try' going the diplomatic route first. If we were to act without having done so, gone to the GA to press our claims the ISAF or another similar coalition or alliance may decide to side with the PRC. The major players in the international community tend to be busy bodies, especially when it comes to conflict. Countless nations have fallen due to being too blunt. Our political and military maneuvering has gotten Vietnam to where it is today. I must also stress to make no mistake, conflict is inevitable. The notion of getting the PRC to back down is but a slim glimmer of hope. There is in my opinion no way they would back down even under our pressure or international pressure. Thus why we would want to cooperate militarily. So we can enforce our claims when it all crumbles down to it."

"So when you begin your inevitable war for the islands, who do you have for support alongside your nation? Where would you want India to assist?"

" Well if a war is to happen then it won't simply be for the Spratly islands, especially if India is involved. Aside from Paracel Islands and Spratly Islands as I mentioned there is land which rightfully belongs to India. So if a war was to happen I would very much think in that your efforts should be concentrated on taking back those lands. I am not the minister of defense so I am not an expert on such matters. I believe talks of strategy should be left up for when or if we enter into a military partnership. Tou speaking of which I would like to hear further on how you would tackle this issue. As it sounds like you would want to do the first strike? Or at te very least make a move first? It is my belief based on experience that a situation should not be rushed into, as not all the pieces are obvious at this time. Even if certain tins are clear, others may be hidden behind those. While I can certainly appreciate your eagerness, we are obviously approaching this from two different angles at this time."
