I write you today in the hope that this letter finds you well. I am the former Secretary General of the Democratic Party of Vietnam and have recently been released from Prison following me being charged with " "abusing democratic freedoms, violating the interests of the State, the organization. society and citizenship ". This being for me criticizing the government of the Socialist Republic of Vietnam and being considered a revisionist. My party was dissolved in 1988 far too early considering all I have discovered about the current state of affairs in Vietnam.

Vietnam needs real change, and so long as they go unchallenged and are able to keep up the façade of democracy in a one party state there will be no change. The people of Vietnam will not have true freedom of press or freedom of speech. They will be stuck wit a system where in voting they are unable to affect any real change. While it is true that change can occur, and that there are many different schools of thought within the communist party, one will find that if they separate themselves from the party, or criticize the government that they are outcaste. Intimidation and corruption are the norm when it comes to elections in terms of keeping people in line.

There are many things wrong with the current system that is in place that can be changed for the better with some pressures. That is why I am writing to you. Please pressure the United States government into pressuring the Vietnamese government into allowing more then one party. In the past the Socialist Republic of Vietnam had three parties. This is the perfect time because the government is reaching out all over the world and doing business. I know based on the attempt to purchase Hamilton class cutters which is public knowledge that the nation is seeking foreign suppliers for the military. Encourage the United States government to not make exceptions, and to not relax their rules on sales. To bring Vietnam to the table.

If we can do this then we will be one step close to plural politics and the opening of the political sphere.

Thank you for your informative message. We have long supported the idea of a Vietnam with multiple parties, one of which would be a democratic party. Democracy in Vietnam would allow it to become a nation of the twenty-first century, and would also allow it to be a shining beacon of freedom in South East Asia as our revolutionary forefathers fought for it to be originally. It is regrettable that our country does not have this today.

All we do is pressure the government into encouraging democratic movements in Vietnam, however we are normally not successful. We do have a representative in the United States Congress, from Houston, Texas, who is sympathetic to our cause and is working with us on Capitol Hill. We will contact him and show him the message that you have given us, and pass on your words to him. Plurality in Vietnam would be a wonderful thing for the Vietnamese people.

I must thank you greatly for the joint message you have sent me. If we are able to get multiple parties allowed under or perhaps even beyond Vietnamese Fatherland Front I will be pursuing the reformation of the party I was a part of prior to 1988. The reformation of the
Democratic Party of Vietnam would allow for a foothold for democracy into Vietnam.

This will be a party of the upcoming 21st century. Once we have this foothold this will over time allow for the growth and nurturing of democratic ideals. The party upon reactivation would be follow the ideology of Democratic Socialism. This will make it easier for the Communist party to accept. In the long run it will allow for other democratic leaning parties to be built here. Not to mention reformist parties.

I have also heard tentative on the matter of duel citizenship. Nothing serious at the moment, but this could be exploited in the future for giving a democratic lifeline to America.

Let me know how talks with the representative in Texas go.

I have little doubt that the Treaty of Jeju 1999 an it's following ratification is the result of your efforts in ensuring that the United States did not look the other way when Vietnam approached them. While I never learned of how the discussions with that representative from Texas went I can only imagine that your contact with him set this all in motion. But even with this major victory there is much to do. I have gone from prison to being placed at the head of this recreated Democratic Party.

I believe that in order to ensure that the reforms promised in the Treaty of Jeju that we should work together to draft legislation and reforms as well as campaign for social changes. The Việt Tân or Vietnam Reform Revolutionary Party as I am aware of have members within Vietnam. Members who I believe should join my official party so they can get state resources. So if you can reach out to these members and assure them that they no longer need to hide out we can get started making use of their fiery passion.

I believe we should arrange a meeting so we can discuss in what order and how to tackle each objective within that treaty. Without a doubt hard line communist party members will try to slow progress and water down measures as much as possible. I would also like to bring in other groups in the US to work with us on this.

A secure response was sent from Le Phat Minh to Secretary General Hoang Minh Chinh in regards to the message he had sent earlier in the week. Le noted that there were a number of members of his party that would potentially be interested in returning to Vietnam and possibly joining forces with the Democratic Party to make much-needed reforms in Vietnam. He specified that what was accomplished with the Vietnamese government was a massive step in the right direction. He made sure to note that everything that is done from this point forth should be within the letter of the law so that they wouldn't squander the progress that had been made so far. If the Democratic Party and other parties would actually be allowed into the Vietnamese legislature, and the people could actually choose their representatives, then there was a very real possibility that Vietnam could become an open society and reinvigorate its culture. Le said that he had a lot of friends in the United States and that he was hopeful they could make a lot of progress together.

Thank you for the quick response and I hope that this message finds you well. While we may get a seat here and there as things settle following ratification, the real challenge will be getting seats in elections. As you said, we need to act within the letter of the law, and thus those who are willing to come to Vietnam, or even return will need to keep in mind that they will likely have to go through the system. Those returning will likely have an "easier" time of it. I am planning on helping introduce a bill which relies on the concept of jus sanguinis (right of blood) citizenship. That way we can bring people in to help more easily as well as in the future encourage Vietnamese who are skilled or of the like to return. This idea would be a limited duel-citizenship so that way if anything were to happen, they would be able to return.

If possible, I would like to establish a meeting so that we can discuss our strategy going forward in more detail. Getting the ball rolling early is key if we want to make change.
