The Minister of Industry and Trade of Vietnam Hoàng Trung Hải would upon being instructed to would place a call to the United States department of commerce. Specifically towards one of the executives of the agency. In front of him was a list of items to discuss in terms of trade. Starting trade with the United States was towards the top of the priority list. So having the Minister himself conduct this was the best move to make.
