Minister of Defence Phạm Văn Trà sat in his office with a phone to his ear as he placed a call to the front end sales department of Rosoboronexport. He had a very important task in front of him, and given Vietnam's use of Russian military equipment there was no one better suited to help fulfill a newly emerged need then this company.

"Wonderful. For reconnaissance we can offer the following equipment:

Pchola-1T UAV: 3,600,000.00$/system; each system comes with 1 GAZ-66 Loader/Transporter Vehicle, 4 Pchela-1T UAVs, and 1 BTR-D (with GCS and Launch Rail).
Credo-M1 Man-Portable Radar: 186,266.11$/unit. With a range of up to 32km, this radar can offer your recon troops high levels of intelligence from moving targets.
BRM-3K Rys Armored Recon Vehicle: 5,052,400.00$/unit. A recon vehicle that is also capable of offering IFV-levels of protection and offense to recon troops.
BRDM-2M-96 Scout Car: 666,806.40$/unit. A modernization of the amphibious scout car, it is in service with over 50 countries worldwide, proving its capabilities.
Dnepr M-72 Motorcycle: 10,771.04$/unit. A motorcycle used in the Russian forces, offering high and fast mobility off-road and on-road.

"Hmm, I am thinking 100 of the Pchola-1T UAV systems. 300 of the Credo-M1 Man-Portable Radar, 200 BRM-3K Rys Armored Recon Vehicle, 200 BRDM-2 Scout Car, and 200 Dnepr M-72 Motorcycle. I would also like to discuss general transportation for this unit outside the dedicated BRDM-2 and the Rys. We would like to aquire around 2000 UAZ-469 with a majority of that number being backup incase of vehicle losses. We are also interested in armed variants of it.

As for helicopters, can you tell me more about the proposed one and how it may fit with what we are building here? As opposed to an Mil Mi-2, Mi-4, or a Mi-8 reconasance variant?"

"Of course, Minister, each UAZ-469 could be sold to Vietnam for a unit cost of 17,660.18$. As for variants, we do have the UAZ-3153 which is a long-wheelbase version with larger seats and cargo area that can carry up to 9 people. As for an armed variant, we have the UAZ-3132 Gusar, built to act as a fast attack vehicle. It can be armed with two 12.7mm heavy machine guns, a 7.62mm machine guns, or 40mm automatic grenade launchers.

Regarding the Ansat 2RC, I recommended it due to it having been developed for the specific role of reconnaissance. It is light, mobile, quick, and has superior range to many helicopters of its size. It is lighter than the Mi-2, 4, and 8 helicopters. It has a crew of only 2, with room for 2 additional passengers in the events of a search and rescue mission, and can offer air support if required - being able to enter anti-tank, anti-surface, and anti-air operations. But, of course, if you would prefer a recon variant of the Mi-2, Mi-4, or the Mi-8, then I can dig up a price for you, Minister."

"I think we will stick with the UAZ-469, for the time being that is. We will want the 2,000 of them, so we can add that up to the total price accumulated.

As for the helicopter. I am intrigued. Do you currently have any we can send a team to Russia in order to observe a demonstration of it?

Also, as a side note about helicopters. Currently our main attack helicopter is the aged Mi-24A. We would like it if you could upgrade their weapons systems and possibly avionics. We don't want to go through with a total refit of the forward fuselage so we would be interested in something simular to the Mi-24B which was used to test systems for the Mi-24D. Do you think that is something you can look into for us? We would also be willing to purchase any Mi-24A helicopters you may have sitting around off your hands. Outside of that we would be interested in purchasing more current variants in the future once we finish supplying out special forces."

"That works perfectly for us, and we can agree to that. Though, we still have the other special forces to go through. We will have to arrange this demonstration at the end of our call. Nexf on our list is the Border Defense speical force/Đặc nhiệm biên phòng of which we have trained 10,800. Aside from patrolling the border one of their tasks is to search for and intercept drug traffic entering the nation. As you may know a great deal of the terrain along our border is rough."

GAZ Tigr Infantry Mobility Vehicle: 395,280.00$ per vehicle. Can be offered either un-armored or armored. Offers great urban and off-road mobility with speeds of up to 140km/h.
UAZ-469 Light Utility Vehicle: 17,660.18$ per vehicle.
BPM-97 Patrol Vehicle: 459,600.00$ per vehicle. Serves as a light MRAP that can be equipped with man-portable radars to serve as a recon vehicle.

2S12 Nani 120mm Mortar: 65,797.92$ per mortar. A light 120mm mortar that can be towed by the Ural-4320 or a lighter truck such as the GAZ-66.
Mil Mi-8 Utility Helicopter: 11,731,200.00$ per helicopter.
Antonov An-2 Utility Aircraft: 36,000.00$ per aircraft. A very light utility plane that can be used for recon, patrol, and airborne operations.

"I am really liking this line up. Though I will need to ask some clarifying questions before giving numbers on how much we want to buy of each. I would like to make some changes as well as negotiate a proposition. Instead of the listed truck I would like for us to purchase the KamAZ-43253 instead. I would also like to negotiate the building of a KamAZ factory in Vietnam with lucrative tax incentives. This way we can build for Russia and for ourselves (with payment to Russia) the KamAZ-43253, KamAZ-43118, and KamAZ 65224. The factory would be fully owned by you, but you would have access to a Vietnamese work force which frankly at this time has a lower standard of living and lower rate of pay. Which is something we hope to fix as time goes on, but that won't be for awhile. We ourselves are trying to diversify our economey with a strengthened industrial sector so that we no longer have 60% of our workforce in agriculture.

Regardless, what version of the BTR-80 are you selling us? What are the advantages over our current stockpile of BTR-60PB? Also, what radar does the BPM-97 Patrol Vehicle use? Aside from that this is what I am thinking so far:

Unfortunately, I am only the leader of a government-owned company. I cannot confirm or deny the building of factories or production rights without first contacting the Ministry of Defense and Foreign Affairs. However, one question that would likely arise from this conversation with them would be the current situation going on in Indochina. It is from our knowledge that there is currently some type of skirmish happening near Laos, yes? I expect there will be concerns from the Russian government about whether or not this may escalate into instability in the region.

As for the BTR-80, we have either the original variant which is an APC or the BTR-80A with a larger turret that can be used as an IFV. Either variant has the same unit price. Regarding the radar of the BPM-97, they are not built with a radar, instead they have the ability to have a radar attached. As for which, it's really any man-portable radar; the Credo-M1 for example. This gives scouts the ability to scan surrounding areas without having to disembark the safety and mobility of their vehicles."

"I see... that's something I'd have to discuss with the Ministry of Defense as Rosoboronexport does not have access to Russian carriers. Please give me a moment." For the next few minutes, the man would discuss the selling of a carrier to the Vietnamese. When the Ministry had finally decided on something, the man would return to the call. "Thank you for holding, Minister. Sadly we do not have any used carriers laying around, most were scrapped after the dissolution of the Union or are still in use by the navy. However, if you wish, we could sell you the Moskva-class helicopter carrier that was built during the war against Turkey. The armed forces no longer require this carrier and as such are willing to transfer it to Vietnam. However, this is purely a helicopter carrier so if you wish for a dedicated carrier we could build your nation a Kyiv-class carrier from scratch for a price of 2,772,612,330.00$. We could also sell you its aircraft, the Yakovlev Yak-38M "Forger-A" VTOL fighter for 27,084,000.00$ per unit, the Kamov Ka-27PL anti-submarine helicopter for 19,920,000.00$, the Kamov Ka-27PS search and rescue helicopter for 17,400,000.00$, and the Kamov Ka-31 airborne early warning radar helicopter for 34,800,000.00$."

"Hmm, helicopter carrier? I do see that could be of use. Especially since our navy has some ways to go before we can support larger ships. While I would love to go for the fighter option, I do believe landing on a helicopter carrier with something like that fighter could be some trouble for our pilots. I was thinking maybe a helicopter gunship of some sort would be able to fill an aspect of the role we would need from that."

The Mil Mi-24 is far too large to fit on the Moskva-class, however, I believe you would be able to fit 4-5 Kamov Ka-50 attack helicopters, with a combination of 6 Kamov Ka-27s, and perhaps 2-3 Mil Mi-8 transport helicopters. We would be willing to sell the Ka-50 for 14,976,000.00$ per unit, the Kamov Ka-27 for 19,920,000.00$ per unit, and the Mil Mi-8TV for 11,731,200.00$ per unit."

"This sounds all very good, but one more thing before we go any further. We do not have the experience your navy no doubt has with protecting and using larger ships such as these. How many ships and of what type do you recommend for screening operations? It would be a wasted investment if we cannot handle her protection yes?"
