Brazilians are not subject to Australian law. More to the point, it was a government spokesperson, not the President himself who made the crude statements. The spokesperson who made the remarks has since been fired. Although technically accurate, they should have not been made in public.

Perhaps prosecute your Minister Wong for the disparaging remarks regarding ISAF and CIS members? Either way, you will not be prosecuting any citizen of Brazil.
