[TR][TD]

OFFICE OF
THE EXECUTIVE DIRECTOR

ENCRYPTED MESSAGE
[TR][TD]

TO: Ms. Tanu Singh, Indian Trade Director to The World Trade Forum Drivindeath
FROM: Jay Stevens, Executive Director of The World Trade Forum

Miss Singh,

I would like to welcome you and India to the World Trade Forum. At this time, myself and the rest of the team at the WTF are starting to get comfortable at our offices at the World Trade Center in New York. I look forward to meeting you there sometime this year. However, before we meet for The World Trade Forum 1997, there is some general information about international commerce which we would like to inform you about, and there is some information that the Forum needs to gather about your delegation's goals and policies.

1. Firstly, I want to help you understand what our mission is, and how it will be such a significant benefit to your nation. The following are the major exports of our members (with the overlapping resources being shown in quantities greater than "x1"):

x1 Machinery
x1 Cars
x1 Precious Metals
x1 Pharmaceuticals
x1 Organic Chemicals
x1 Crude Oil
x1 Natural Gas
x1 Refined Gasoline
x1 Seafood
x1 Raw Aluminum
(We also have the potential membership of Australia being considered)

As you can see, this is a significant list of valuable and diverse resources - and yours will increase this even further. If all of these products, other than the ones you already have, are imported into your country, it will benefit your people significantly. While we do want to export your nation's products as much as possible, our primary objective is to ensure that all of these resources are imported into your country for the benefit of your people. We will ensure that you get trade routes for all of these products, since you are a member of the WTF.

2. In order to ensure that your country is able to import all of these products, and export as many of yours as possible, we ask that your country suspends all normal commercial tariffs and fees on other members of the WTF. This would essentially mean that the WTF will act as a large free trade organization. While this is not mandatory, it's likely that it will significantly diminish the possibility that your country will be successful in trading with the other members of the WTF. Will you agree to suspend commercial tariffs and fees with other members of the WTF?

3. Does your nation prefer sea trade, air trade, or trade by rail (for nations which border you), or does this detail not matter?

4. What ports of entry are open for trade vessels to be sent to your country? (Specific, ports, airports, train stations)

We are presently gathering this information from other members of the WTF. After we gather all of this information, we will formulate a complicated network of trade routes to ensure everyone benefits as much as possible, and receives all possible products from other members. When we do that, we will get back to you and other members, and make our proposal. I look forward to hearing your response. Please let me know if you have any questions or concerns.

Jay Stevens
Executive Director of The World Trade Forum

Mr. Stevens,

Thank you for your kind words and welcome to the World Trade Forum. India is extremely happy to be part of such a prestigious organisation.

1. India is more than happy to contribute it's resources to the World Trade Forum, with one exception. India only deals in private trade for the resource: Rare Earth Elements. This is due to the limited amount of the resource available. By only trading this resource privately, India can manage how much of the resource is being used globally and to help preserve this precocious resource.
The resources that we are willing to trade through the World Trade Forum are:
1) Petroleum & Petroleum Products- $2,800,000
2) Diamonds- $2,500,000
3) Pharmaceutical Products- $2,000,000
4) Coal- $1,500,000
India is the worlds 4th largest supplier of Coal and as such can be sold cheap around the world.

2. We will suspend all tariffs with members of the World Trade Forum and trade freely for resources with the members of the Forum.

3. India prefers sea trades over any other form of trade, however air and rail is fine as well.

4. Our list of ports, airports and rails available for trade are:

1. Kandla Port
2. Mumbai Port
3. Chennai Port
4. Port Blair Port
5. Kolkata Port
6. Tuticorin Port
7. Cochin Port
8. Ennore Port
9. Panambur Port

10. Vizag Port
1. Indira Gandhi International Airport (Delhi)
2. Chhatapati Shivaji International Airport (Mumbai)
3. Chennai International Airport (Chennai)
4. Kempegowda International Airport (Banglaore)
5. Netaji Subhas Chandra Bose International Airport (Bangalore)
6. Rajiv Gandhi International Airport (Hyperabad)
7. Cochin International Airport (Chochin)
8. Sardar Vallabhbhai Patel International Airport (Cochin)
9. Pune International Airport (Pune)
10. Trivandrum Kozhikode International Airport (Calicut)
1.New Delhi Railyard
2.Mumbai Railyard
5. India does not have any form of commercial transportation as of yet but we plan on making a shipping fleet and purchasing aircraft and trains for trade in mid 1998.
