Greetings, It is with joy that I announce the return of relative calm and stability to Zaire, the defeat the of the communist and socialist rebels, and the return of a stable government under Nzanga Mobutu, and myself, Laurent Kabila, as the worlds most populous Francophone nation, it is only natural that we would seek out mutual relations of respect and prosperity with your government and your people.
Historically France has taken a leading role in the development of the French speaking world, and we would be keen to take part in this process. Zaire requires much investment, but underneath that lies a great potential of wealth and strength. To reach our potential we will require the aid of many nations in the realms of technology, technical experts, infrastructure development, and educational aid. Our armed forces are also currently undergoing a large scale reformation and that will also require the aid of outside sources.
We are hoping that France will become a leading partner in such endeavors, and as such, I am reaching out to you to arrange a face to face meeting between our Ambassador to France in Paris, and yourself to firmly establish relations between our two nations.
