Greetings, it is with great hope for future relations that I write you this message, as Zaire looks to advance towards and age of prosperity and peace for the people of the Congo we are looking to expand our international relations and trade with the world. As such we are very interested in the opening of an Embassy in Dublin from Zaire, as well as the opening of the counterpart Embassy from Ireland here in Kinshasa, if this in order I will begin the search for a suitable site for an embassy for you in Kinshasa, as well as a suitable appointment for Ambassador for Zaire to Ireland.

As part of this conversation I would be remiss if I did not seek to further our trade relations, while Zaire does not possess its own trade fleet, we are capable of using the trade fleet of friends with negotiation and we are certain we can arrange for the transport of Irish goods to Matadi, we are especially interested in acquiring pharmaceuticals for our people, as well as Irish meat and especially a large supply of potatoes and other food crops that are produced in Ireland.

We are happy to hear of your eagerness to establish working relations with the people of Zaire. We have found a suitable location for an Irish Embassy in Kinshasa, Zaire, at 3642 Boulevard Du 30 Juin, Kinshasa, Zaire. This building has served as an embassy in the past and is now vacant. We are certain that it will serve your nation and staff well.

We are currently negotiating the lease of several commercial transit vessels, once the contracts are finalized we can begin shipping of trade goods between our nations immediately. We are extremely grateful of your gesture of good will.

As for the discussion of visas and movement of travel, we would like to include a specialized student visa, to allow Students from Zaire the ability to study at the University level within Ireland with little worry of their travel being restricted.

Thank you for the Embassy, we are quite pleased with it. We have found you a building here in Dublin at 93 Baggot Street Lower, Saint Peter's, Dublin, D02 Y588, Ireland. We are still in the process of acquiring vessels for trade as well. smaller shipments may be made by air, at a designated airport of your choosing, until the ships can be procured. As for the Visa, Ireland is able to provide a special student Visa however there is a tax for such Visa. Our standard and free Visa includes showing Passport at custom which will grant a 30 day free travel of the country. An additional 30 days may be procured for free through your embassy and through our Department of Foreign Affairs. While in Ireland anyone on Visa must comply with all local law, if any law is broken then the Visa holder will be brought directly to their respective embassy for deportation at the expense of their home nation. If a Visa expires the Visa holder will be deported, again at the expense of their home nation. If this is something we can agree to I will update our Visa registry to include the United State of Zaire.

We shall certify and send a staff to our new embassy with haste and we celebrate the official opening of embassy relations between our two nations. We will happily agree with these Visa and travel requirements and we will extend the exact same requirements on Irish citizens traveling inside Zaire.

As for the matter of Student Visas we are proposing the following fairly unique agreement between our two governments. We are interested in sending 2,500 students at the university level to Ireland divided into the following four universities as a pilot program:

1. Trinity College Dublin-700 Students
2. Royal College of Surgeons In Ireland- 300 Students
3. University College Dublin- 1,000 Students
4. National University of Ireland, Galway- 500 Students

On top of this we would like to open a high school exchange program by the way of sending 10,000 Zairian High School Students to live in Ireland during the school year for all four years of High School and returning to Zaire during their time off from School.

The Government of Zaire realizes what a privilege this agreement would be and we are willing to pay for this privilege, we would offer to pay 350,000,000.00 per year to the government of Ireland for the visas and an additional 350,000,000.00 to the Universities and Host Families of the students from Zaire, to be divided by the Irish government.

We will inform you when we have leased the necessary cargo shipping and can being trade.

We have now officially leased several commercial vessels which we can use for bilateral trade, we propose the following agreement:

Zaire will pay 50% tariffs and provide commercial transports

This Agreement is for a biweekly trade agreement

Greetings, been some time since we last talked. I would like to assure The United State of Zaire that their students are doing well. All Zairian students are currently in Dublin and Cork which are are two safest cities. Our police forces are working day and night to ensure the safety of all citizens and foreign nationals here in Ireland. The reports in our local news however is true and the Irish government is doing al it can to be rid of these extremist terrorist groups. From what we know, they tend to target those of British ethnicity and government officials. President Barrett has activated the army and put them on standby in the event that they are needed, however we remain hopeful that we can handle the situation with Police and keep the violence to a minimum. I assure you the protection of your citizens in Ireland will be protected and kept safe. As of right now schools are not being shut down and students are still attending classes as they would normally. The violence has been centered around Killarney and hasn't appeared to move more than 20km from the city. If you wish to know more please ask. We will of course let you know if anything does change.
