Greetings sir, it is with great joy and potential that I announce the return of stability to Congo, the end of the 2nd Congo War, and the return of Zaire and the Mobutu government. As we look towards the future of the Congo and Zaire, we must take steps to ensure stability, prosperity, and trade. To do this we must reach out to foreign nations and begin to process of opening up Zaire for business. Currently our largest need is foodstuffs, specifically bottled clean water.

We require 1,000,000,000 gallons delivered biweekly to meet our demands. Ukraine has a world renowned foodstuffs industry, part of this is your clean water industry. We would be willing to pay for the shipments of water as well as open trade and development discussions to allow Ukrainian companies to develop Congolese raw resources.

Unfortunately, Ukraine’s merchant fleet is lacking the ships necessary to meet your demands. Still, we can provide some aid. If we dedicate three container carriers to the task of bottled water delivery we are able to send about 68,024,555.26 gallons per month.

This first 68,024,555.26 million gallons is a gift. Ukraine has an acute understanding of famine and hunger—we fully grasp the tribulations of having to go without life’s necessities and therefore feel a sense of solicitude for the people of Zaire. We do not expect, require, or desire for any payment in return—monetary or otherwise.

With those first three shipments are being arranged for, we should discuss pricing for subsequent shipments. Does $500,000 per shipment (a total of $1,000,000 per month) sound reasonable? Is there any additional assistance we can provide?

We are elated to hear of your governments willingness to assist us in the alleviation of our water crisis, by our own calculations, if you possess three 14,000 TEU container ships you can ship 44,352,000 gallons of water per ship per shipment, this means you can ship 133,056,000 gallons per three ships at once, if we arrange for these shipments to be carried out weekly that would supply us with 532,224,000 gallons per month, this would greatly impact the demands of water on the ground here in Zaire.

We would be willing and we are able to pay substantially for these shipments, for weekly shipments we will pay you 2,000,000 per shipment, this would total a payment of 24,000,000.00 per month. These shipments would be received in the port of Matadi. We would also be interested in a small Ukrainian Peacekeeping Mission to help ensure the smooth distribution of these vital water resources to those most in need.

Thank you for correcting that miscalculation, this is good news! As of now, 133,056,000 gallons of bottled water aboard the CS Vsevolod, CS Vasyl Barka, and CS Mat Maria are on their way from the Port of Odessa to Matadi. Although we respect Zaire's independent fiscal power, we would ask that this first set of shipments remain a gift from us to you. We also insist the weekly shipments be lowered to $1,400,000 (this works out to $16,800,000 per month).

We recognize clean water as invaluable for sustaining human life. A right, not a luxury. We cannot justify profiteering, regardless of a purchaser's wealth. If you truly insist on higher value reimbursements, you can repay Ukraine by providing us with political support.

In terms of a peace keeping mission, could you elaborate further as to what you have in mind? Do you have any distribution plan in place currently, and how many personnel are needed according to your estimates?

We are honored and most grateful to accept your gift, we are also sincerely humbled by your honesty in this dealing and are very happy with the new rate, we are sure that a strong relationship is sure to grow between our two peoples. We are very happy to hear that the first shipment is on its way and with this shipment we will be able to end the immediate needs of our people when it comes to water consumption.

As for the plan for distribution as of now, the plan is for the distribution to be carried out alongside a national ID and further aid registration program, we are in communications with the Dutch, the British, and the Argentinians to host peacekeeping missions from their defense forces to also further protect and secure all of the aid and ID stations. Our plan is to establish 10 major supply and aid depots, as well as 25 subsidiary depots, the main depots will be staffed with 20-50 National Policemen, five members of the gendarme and five to ten members of the foreign peacekeeping missions. The subsidiary depots will be staffed with 10-30 National Policemen, three members of the gendarme and five to ten members of the foreign peacekeeping missions.

The transit lines will be secured by rotating convoys of gendarme, national police, and foreign peacekeepers, for transit patrol we would suggest at least 50 mechanized personnel from each contributing nation. A total peacekeeping commitment of 400 to 600 peacekeepers from Ukraine would be more than sufficient.

We would also like to have at least a squad or two of rapid response personnel that would be able to respond to any raid by bandits carried out in transit or on a depot.

It may be best if Zaire can secure the participation of the listed countries, as they have more experience with peace keeping missions. We would also suggest you get in contact with the Russian Federation. Given their deft response to the Black Tide in April of last year, and their offer to host Franco-Belgian peace talks, they would likely be able and willing to assist. Perhaps more willing and able than the Argentinians, British, and Dutch. You can provide a copy of this email and inform them we recommended you.

In alternative to military support, Ukraine is making inquiries to different manufacturers to obtain more ships. We would very much like to meet your 1,000,000,000 gallon biweekly goal. Is there any other foodstuffs you are in need of?

We are certainly in the process of securing peacekeeping forces from the aforementioned nations, however we believe that a multi national coalition, with members from all those foreign nations with a stake in Zaire helping to patrol and maintain peace until our own forces are capable of taking over is of vital necessity. We are certain that your government can understand this position, and we can assure you that your peacekeepers will be as safe as possible. A small deployment of 400 men from Ukraine, supported by locals and other members of the international community, will serve as a good live training exercise for your men, and will further show your commitment to Zaire. We are willing to pay for the operation and finance the stay of all the peacekeepers.

We are very happy to hear of your willingness to meet our water goal, and while we have signed several trade deals securing a supply of various foodstuffs, we are always looking to diversify and stock our local grocers. Ukrainian foodstuffs would be most welcome in this endeavor

I apologize for the delay in communication and thank you for your patience.

In terms of peace keeping support, Ukraine would be willing to provide it--however, our armed forces are still undergoing some restructuring. At this time, I cannot give you an accurate estimate of when they will be prepared to deploy to Zaire.

Regarding the diversification of foodstuffs, is there anything in particular Zaire is interested in? Ukraine is, as you know, best known for it's bread but we have a number of food-crops we could export.

It is of course no trouble. My ministry and government certainly understand the demands and strains of running the day to day operations of a bureaucracy and we can understand how communications occasionally get lost in the mix. Please pay it no mind.

We are pleased to hear of your interest in trade with Zaire. We are still in vital need of a stable clean water supply from foreign sources and we would of course welcome the staples of Ukrainian grain to be imported as well.

As for the peacekeepers please do let us know when a deployment is ready we understand that it may take some time for everything to be finalized and prepared.
