With the authorization of Operation Trenton by the United Kingdom, and with the terms of deployment agreed to by the Government of Zaire, The Ministry of Interior would be placed in charge of the Zairian Side of the Mission, with a clear chain of command to Joseph Kabila. On the ground however communication and cooperation would be handled primarily by the Head of the Gendarme, Lt. Colonel Gedeon Banza.

At Goma Air Force Base, a secured room would be set up for all encrypted communications, radio lines, phone lines, and sat phone communication links would be prepared, internet lines would be encrypted, and the room would be manned by 20 members of the Air Force Logistics staff, to ensure that communication lines were always maintained and open.

Lt. Colonel Banza send an encrypted message to the British Defense Ministry informing them of the opening of the communication lines, and of the preparation of the Zairian Forces to meet the British Peacekeepers.

Following the opening of communications, Brigader Chris White of the 16th Infantry Brigade would join the call under an encrypted line whilst maintaining the full mandate in front of him authorized by the British Government.
Following him joining the call, he'd begin by introducing himself before re-affirming that British Troops have begun their arrivals and should be ready for operations in the coming days, adding;
"Whilst of course the Royal Air Force deployment of Puma Helicopters is under British Mandate, we are able to use them to support your own forces if needed.
However, just to verify that our mandate is limited to peacekeeping, but if you have any interest in broadening that to other areas, please let me know and I will do what I can."

Lt. Colonel Banza would take the encrypted call, received and routed by a logistics personnel member.

"We are of course eager to get underway, we believe that a general deployment and tour of the mines and transit routes in the area is in immediate order, as well as a deployment to the Rwandan border, so that a security plan for the border can be drawn up, currently millions of dollars in minerals currently go unregulated across the border and are essentially then stolen and sold on the global market the by government in Rwanda. Stopping this blackmarket trade is of the utmost importance."

"Certainly, with a combined effort of six-hundeed personnel, w ewill be able to distribute these accordingly to maximize efficiency within the area. We will have a company that is to be stationed at the Main Operating Base as on-site security for the time being. However, I am tempted to request additional assets in the form of the Royal Air Force Regiment who would be more apt for that role which would allow us to continue to operate with full personnel. Would you be happy for additional British Troops in the region if I could get that request granted? For the moment, I have assigned A Company to base security which will allow the other five companies, each containing one hundred personnel, deploy as needed. Based on your two suggestions, I would be eager to suggest three British companies deploy to the Rwandan border, this would allow British Forces to take that as a starting point for preventing goods been transported between yourselves and Rwanda. This would leave two remaining companies to maybe support your forces in the mines? If both of these tasks are where you'd like our forces to pick up?"

"We are very confident we will be able to secure the mining areas directly around Goma, and once a military presence is seen in the area, it will further establish the reliability in the government sponsored security forces, putting pressure on the last remaining warlords to take the amnesty offered by the government. We would be happy to receive additional support Units from Britain. We would welcome a detachment form the Royal Air Force for base security, so as to free up more personnel for peacekeeping a mineral asset security. We will deploy detachments of our Gendarme, or National Guard with all your companies, to support their operations and help with dealing with local populations and terrain. This is a solid starting action plan, my men will be eager to put it into place."

"That sounds ideal, to summarize, in that case. British Forces will distribute into two separate operations in the ground, this consists of: Operation Trenton II which is a deployment of three companies to the Rwandan Border to aid in a security plan and to ideally prevent the transportation of minerals crossing the border illegally. The remaining two companies will be part of Op Trenton III which is the deployment to the mining areas around Goma. We will have Snatch Land Rovers deployed in both areas which will be the main form of transport with Leyland DAF T45s on hand with supplies. If you are happy with this, we will begin both operations upon your command. We are also in the process of arranging the RAF Regiment to deploy to the region to assist with base security."

"We agree that this is the ideal arrangement, we will distribute orders to our own forces so that they are fully prepared to assist your troops on the ground with both the mission to secure the Border with Rwanda as well as the operations to secure the mines. We will of course keep this communication line open so that we can maintain operation communications online and coordinated at a command level. This will allow us to discuss expanding or changing operations on the fly as needed.
