Talia Manischewitz, the President of Israel was standing in her office at Beit HaNassi in the center of Jerusalem. She would pick up the phone that sat on her desk, twiddling the cord with her fingers in nervousness as she dialed the number of the Egyptian President's office, this of course, would be an encrypted call. The call would be transferred: it would be clear that the call was to discuss the current situations in America and Europe, following multiple terrorist acts and the situation related to the embassies in Iraq.

The private and encrypted call would be received at the Presidential Palace in Cairo and directly forwarded to President Mando Safar's office. Once everything was ready, aides and translators present and the communication encrypted, President Safar would pick up the phone.

"President Manischewitz, how are you? What a pleasure finally talking to you. I must thank you for the fine submarines you sold us. Minister Isa told me about the negotiations and how your Government reduced the overall price, it was a nice gesture we won't forget. We have much to talk, but I understand that the events unfolding around the world might be the first and most important issue on your agenda today..."

Being fluent in Standard Arabic, Talia would use the language to communicate with the Egyptian President, hopefully making their conversation more comfortable.

"Good evening, President Safar. The pleasure is all mine, Your Excellency. And you are quite welcome, we hope that the Dolphin-class submarines will serve your nation well, as well as they have served us. But yes, I have called you to discuss the current situations unfolding around us. I hope that no one but you can hear me, President Safar, for what I have to say should be for our ears only." She would wait for confirmation. "With the terrorist attacks in the United Kingdom and in the United States and with the Iraqis making moves against European and American embassies within their capital, I hope that you can see my view point that these two things can very much be connected... this would not prove good for peace and stability within the Middle East, something that will hit our nations hard.

Are we both on agreement with this, President Safar?"

Surprised at the fluent arabic and good accent, Safar would congratulate his israeli counterpart for that skill before continuing the conversation. At that point the President would ask his aides to vacate the room briefly, he was now alone in his private office.

"President Manischewitz, I am alone now, this is an encryptet conversation and we can keep its content redacted and off the record for the time. I couldn't agree more with this. We haven't had contact with Bagdad for years now, and I've received reports about military movements against foreign embassies. It is most likely that these vile attacks in the hearts of western culture are coordinated by Hussein. If so, the west will not hesitate in launching another "Desert Storm", which could topple the regional balance. They were close in 1991, and they might return to finish the job. Removing Saddam, or letting him get away with this and gaining influence, both ways can de-estabilize the region and force other major regional players like Iran and Saudi Arabia to move their pawns. Between all this, we also risk a more permanent presence of european or US forces in the area. Something we can agree neither of us would like..."

"I am glad to hear that we are in agreement.

No one but Middle Eastern nations must be in the Middle East, this is the only way that peace and our sovereignty will remain intact. That is why I am proposing something, that due to our two nations' past history, will be very controversial with our people: an alliance, at least until the situation has resolved itself. I offer for our militaries to work together, our ports and airports open to each other, and if a nation were to invade one of us, whether it be Western or Iraq itself, we come to each other's aid. If you are interested in something like this, there will be much to discuss... if you are not, then I ask only that you aid us in keeping the peace however you can."

"If you take our recent histories, controversial it is, indeed. But I was elected on a secular platform and I am here to put religion where it belongs. It is and will remain a basic component of my country's culture and society, but it has influenced far to long in Egypt's political agenda and biased geopolitical decisions. This is one of them, and I can present this, if needed, as a part of my political position, for which, again, I was voted and elected. It will also radiate an image of integration and coexistence for our region. The safeguard of a State's national interest should be above religion and local skirmishes.

"That's good to hear. We need to put our past and differences behind us for the betterment of all our people and the Middle East.

This alliance between our nations would be simple: our ports would be open to each other's navies, our airports to each other's airports, and in the events that one of our nation's be attacked by another, we aid each other - a pact of mutual defense, if you will. It should also be aimed at keeping Western powers and influence out of the Middle East without provoking them into war: deny their docking rights, refueling, storage for their arms and aircraft, nor aid their troops. But we should not antagonize them into thinking we are nothing more than two neutral nations of the region.

Have you anything to add or perhaps refine what I have already mentioned?"

"Mhh I think you expressed the general guidelines of the proposal clearly. We have to keep foreign powers off the Middle East, if they want to flex their muscles and go on a revenge-narrative filled crusade, let them have it, but not using our area of influence as a stepping point. Like the yankees say: "It is our hood."

I think we can agree on the matter that if either Egypt or Israel are victim of an unprovoked act of aggresion, we will coordinate efforts to supress it jointly, as well as coordinate all meassures destined at keeping extra regional powers off our sphere of influence.

As for shared ports, I could discuss with my Minister of Defence the possibility of clearing and preparing an area in El Arish, in the Sinai peninsula to station joint forces. This would be a good location for joint operations, and the city even has its own international airport."

Talia would laugh a little. "Yes, our hood indeed. An area in El Arish would be a perfect location, or perhaps we could even build a new Port alongside the coast of the peninsula. Of course, Israel would fund half of the project if we were to go down this route. Using El Arish's airport would also be good in providing use with maritime information and if it were to come to it; maritime strikes.

Israeli's main force of naval destroyers is the Kongo-class and we also possess multiple Sa'ar 5-class corvettes, making room at the El Arish port would need to provide enough space for at least one type of these ships, or if we were to construct a new port."

"If we plan to station large-hull vessels we would need to do some preparation and expansion work in order to be able to properly supply all units located there. Given the current circumstances and the consequent requirement of a swift response, I would suggest we allocate as many reosurces as possible into setting up this expanded port as soon as possible. I'm not only talking of money, which is the less of our concerns, but logistical means: workers, construction materials, machinery and supply. If we manage this efficiently we could have an layout to supply operations of at least 12 to 16 large sized vessels plus a larger number of smaller vessels.

We could go 50/50 on the costs, materials and workers. I guess a total investment of $300,000,000.00 should be enough to expand the facilities."

"I could authorize for the Israeli Armed Forces to send some workers to help with construction. I can also contract various Israeli companies to aid with construction materials, machinery and supplies, they wouldn't charge too much. Once we have the proper documentation and plans in place, I can contact my Minister of Finance to transfer our share of the total cost of the project. Is that suitable?"

"That seems fine. If you agree, we could now finish this call and let our specialists prepare the corresponding paperwork for both the Mutual Defense Agreement and the joint port facilities, and reassume this talk with everything ready to be subscribed.

Secondly, I wanted to talk to you regarding a call we received at the Ministry of Foreign Affairs. The norwegian ambassador called us on behalf of the Nordic Council, basically asking for permission to cross the Suez with a military with, as part of operations in Iraq. Our Deputy Minister of Foreign Affairs, which was the one who picked up the call, informed the ambassador that the decisions needs time.

Our first approach is to reject the request on the basis on neutrality. We don't want to be dragged into the conflict by facilitating operations of one of the belligerents, regardless if we agree with them or not. Whats your opinion on the matter?

Finally, I'm about to fax you a draft of the MDP between Egypt and Israel."

As for Norway and its 'Nordic Council'... I do believe that we had decided on keeping our two nations neutral and out of the conflict, including assuring that we prevented Western nations having influence in the Middle East. If we are to keep with this stance, which I think we should, denying them passage would be the best course of action. If they wish to cross and bring instability in the region, then I say they not drag other nations into their mess. And if, God forbid, they decided to violate your neutrality then due to our mutual defense pact, Israel would not hesitate to come to Egypt's defense. Does this sound reasonable for you, President Safar?

Establish that:

1. In case of an unprovoked act of aggresion against either of the Parties, the affected Party is entitled to invoke the present Mutual Defense Pact and the other Party must attend in its defense and/or support.

2. The Parties will establish a permanent and direct line of communication between the corresponding authorities to monitor the regional and global situation and take preemtive meassures to be prepared in case any of the Parties is victim of an unprovoked act of aggresion.

3. The Parties will take the corresponding meassuress to ensure logistic and military responses are coordinated and efficient, such as the establishment of join bases and units, as well as the execution of training exercises to increase joint operational capabilities.

4. The present Mutual Defense Pact shall remain secret between the Parties, in order to guarantee national security.
