All discussions held under the sphere of the Political Board of the CIS are of private and secret nature, unless otherwise specified. Only Core Partners and Supporting Partners are aware of them.




Charter of the Confederation of Independent States
The present Document is to serve as foundational document to regulate the general pourposes, guidelines and activities of the Confederation of Independent States (CIS).

1. The main principle and guideline of the CIS is to coordinate the efforts of independent nations to achieve a balanced and fair world, with equal opportunities and responsabilities towards the challenges of the 21st Century. The equal development and support to emerging nations constitutes a pilar of the CIS policies.

2. The CIS shall be constituted by three separate and autarchic bodies, each with separate functions and objectives.

3. The Political Board shall be tasked with coordinating all political actions and activities in order to find consensus and to reinforce the CIS's Members position among the rest of the international community. It is to be composed by representatives from all Core Partners and may include representatives from the Supporting Partners. A permanent representative has to be appointed in order to guarantee quick responses and actions. A coordinated foreign service corps and structure shall be established to represent the interest of the CIS.

4. The Commercial and Economic Center shall be tasked with promoting commercial and financial interaction between all Core and Supporting Partners, with the objective to increase the Members GDP's and support a sustainable and long-term growth. General economically orientated programs with the same objective will also be incorporated as one of the Center's responsabilities. It is to be composed by representatives from all Core Partner and from the Supporting Partners.

5. The Defence Council shall be tasked with discussing and coordinating all military related affairs, including the further integration of each Core Partner's Armed Forces with the ultimate goal of achieving a full interoperational capability around the globe. This will include the planification of joint exercises, study of logistical programs and coordinated responses to new threats to the Core Members, among other defence-related tasks. A permanent representative has to be appointed in order to guarantee quick responses and actions.

6. Regardless of the present Charter, all three CIS bodies will have their own operational agreement to guideline their actions.

7. The Members of the CIS will be divided into two categories, Core Partners and Supporting Partners.

8. The Core Partners include the founding Members of the CIS, as well as all those nations who have been approved by all pre-existing Core Partners unanimously. In order to be accepted as a Core Partner, the interested party has to be first accepted as a Supporting Partner. In both cases, a Core Member has to sponsor the interested nation by making a presentation to the Political Board on his behalf. The Political board will then analyze the convenience and suitability of the candidate.

9. Core Partners have access to all Meetings of the CIS with voice and vote. The Core Members have the obligation to assist other Core Partners in case so required and in case of aggresion, military and intelligence wise, or in case the Council calls for.

10. Supporting Partners are not binded to the Defence Council decisions, but may be asked to do so. Supporting Partners are entitled to request military protection in case of being object of a foreign military aggresion, from the Core Partners.

11. Supporting Partners have limited access to the Political Board and Defence Council and full access to the Commercial and Economic Center. Supporting Partners can be called to assist Meetings from the Political Board and Defence Council.

12. Core Partners have to contribute to the CIS treasury with 4% of their monthly income. Supporting Partners have to contribute to the CIS treasury with 2% of their monthly income.

Nigeria would privately be invited to appoint a Chairman and an Permanent Representative, considering they have been detemrined to hold the seat of the Political Board.

China would privately be invited to designate a Permanent Representative.

With the confirmation of the appointment of the Nigerian Chairman of the Political Board of the Confederation of Independent States, and the appointment of their permanent representative, the final details surrounding the CIS Political Board Building would be drawn out.

The appointment of the chinese representative was still pending though. @Fairhold

In the meantime, the centrla building where all meetings and discussions wioll be held would be secured and everything discussed there (OOC: in this thread). Will be of secret and private nature.

At the Chase Executive Offices buildings in Abuja, the entire building would be put under lease by the Nigerian Department of Defense, Federal Capitol Police would be issued to secure the perimeter and guard the building at all times. Secure encrypted phone lines, fax lines, and computers would all be hooked up and operational. In this central building all meetings of the Political Board of the CIS would take place. Everything discussed inside the building would be secret and private.

China would appoint Dai Jianhong as the Chinese Representative to the CIS and it would be very happy for the appointment of of the Nigerian Chairman of the Political Board of the Confederation of Independent States

Amb. Federico Rodriguez would ask for the floor in the first weekly CIS Political Board Meeting at the hase Executive Offices buildings in Abuja.

"Ambassadors Usman and Jianhong, congratulations on your appointments, with the approval of Chairman Jonathan I would loke to commence this meeting by stating how happy Argentina is with the creation of the CIS, and how optimistic we are with the potential of this union.

We would also like to inform that the argentine Minsitry of Foreign affairs is currently in talks with potential new Supporting Partners for the CIS, Russia, Japan and South Korea. It is also only logical that in time Brazil will formally express its interest to become a Party too."

"Gentlemen, I would like to present a new expression of interest of a nation to join the CIS: Japan.

They have recently submitted the documents . According to the Charter, the Argentine Republic will act as sponsor. Our intention, considering our mature and good relation with Tokyo, and their good international positioning, is to obviously support the introduction of Japan as a Supporting Partner to the CIS."

"It is known that currently my.. country is going through a bit of a kerfuffle, however, I did receive word that, both factions still support the CIS and wish to continue China role in it. In the meantime.. China does have a great relationship with Japan, and we would be elated to have them join the CIS as a supporting partner, we are in agreement that they should be accepted. Russia is also a great asset to have, and China is moving forwards into creating a strong relationship with them."

"It is a relief to here that both factions remain committed to our alliance. We are happy to be here at this opening meeting and we are excited that fruitful expansion discussions are already underway on many fronts. While we have only recently made official diplomatic overtures towards Japan we believe they are a strong stable nation very much worthy of our consideration. We would differ to China of course on such a decision as Japan is much more within their sphere of knowledge.

As for Russia we are very pleased with the idea of them joining the CIS. With a strong and stable government they will make a vital partner and we whole heartily support their bid for supporting partnership.partnership."

"Argentina has now mantained a stable and frequent relaiton with the current Government of Japan. During the last debate at the GA regarding the International Financial Regulations proposal we had a strong support in Tokyo, thing that kicked off a lasting bilateral political dialogue. I think the japanese have much to offer the to the CIS in terma so expanding our commerce and gaining political support on the international level.

As for the Russian request, the new Government has surely stepped in with force and has commited themselve to end once and for all this idea of weak, irregular and unstable russian governments we saw for at least a decade. We are also currently negotiating an important arms deal and the potential of having such a major glboal and strategic player in the CIS is almost a guarantee of progress."

May I also comment the the admission office has also jsut received the expression of itnerest from the Federative Republic of Brazil. Once we settle the cases of Japan and Russia, I invite all the present to open the debate about Brazil."

"The voting on Japan and Russia is unanimous in the affirmative. It is recommended by the Chairman that Argentina, being the primary sponsor of both nations, also inform both nations of their acceptance.

The Council may now move on to the debate on Brazil"

"I will inform the russian and japanese about this decision and invite them to beign the procedures to be incorporated to the different institutions of the CIS, according to their current category of Supporting Partners.

As for Brazil, being Argentina again its sponsor, and perhaps the nation present here with the closest ties to them, I would like to begin.

The Federative Republic of Brazil, under the presidency of Mr. Victor Romero, has shown a great capacity in expanding its geopolitical grasp and military power. They managed to set back a huge nation like Brazil on the path of stability bye being capable of bringing political continuity and continuous representativity on international levels. Something that previous Governments strugged with. It is also a major financial power in today's standards, with a great market for CIS products and a still growing economy.

However, it is also true, and we must acknowledge the fact that the brazilian leadership has a very direct and fervorous diplomacy, that led to more than one stand off with other nations. Due to this same behaviour, Brazil has been targeted in the recent past by groups of nations and used as scapegoat for some of their own problems.

We have to evaluate both sides before we take a final decision, but it is Argentina's position that if we proceed with caution and assist Brazil into acclimating into the CIS, the benefits of having such an influencial nation in the CIS outbids any of the detriments it could bring."

"I will be open and honest about my government's opinion of President Victor Romero and the government of Brazil, we have found them to be open, honest, and extremely helpful in all affairs. We will admit they have a tendency for rashness in certain situations, and President Romero is particularly aggressive in response to personal attacks and racist insults on his people, as My own government certainly understands. We have found that their rashness has made them an easy scapegoat, and while we opposed their occupation of French lands in South America, one must wonder why France has lands in South America, no? Although perhaps a discussion for another day that is.

We believe we should act carefully when it comes to adopting Brazil, but we would support their admission as a supporting member, we could then better watch and manage their government, and their government will surely see the benefits of working alongside the constraints of our political board, as they have already begun working alongside Nigeria to combat the Boko Haram Insurgency, and they are a clear and known ally of Argentina. They are an operator of Chinese military hardware, and they are a strong and capable military force both on land, air and sea. We see all these benefits and we agree with our Argentine colleague that they outweigh any negatives."

"So will I be honest, we view Brazil as a nation which will be extremely beneficial to have in the CIS, however we all know their tendency to be brunt and rash in international disputes, if President Romero can control... for a lack of a better word... his impulses to defend his people from insult and offense. Then China would gladly open its arms and accept them into the CIS family.

Brazil as been a long time economic partner of China, and it in economic terms, having another nation the size and economic capability of Brazil to CIS will only improve it. However, we would gladly accept their membership into the CIS, the benefits outweigh the negatives is a sure and true statement. And hopefully with the CIS guidance their attitude towards other nations may change over time."

"Well, I think we can agree on accepting Brazil's request on the basis of having a permanent dialogue with President Romero and aiding him sometimes in cases of international discrepancies, to avoid repeating mistakes of the past. I do however think he has learned much in the last months...

"Gentlemen, a concerning issues has come up. I have information of terrorist threats posted on the internet by an anonimous users who created thousands of similar accounts on different websites. My sources indicate that this is possible the doing of an organized large sized group. All these accounts are called "Eimaj", with numbers at the end.

Thet threats are destined at disbanding the Confederation of Independent States... Of course, we do not negotiate or yield to terrorist threats. However, it would be wise to adapt to modern circunstances and perhaps de-centralize this organization by making this more flexible. We could start by reducing the effective inclusion or "larger sized" nations. What would be the opinion on this?"
