Kremlin Senate, Moscow, Russian Federation,

Informed by his chief foreign policy adviser that the Argentine President had phoned the Kremlin to speak with him, the ailing President of the Russian Federation, Boris Yeltsein picked up one of the secure /encrypted phones on his desk to speak to the Argentine President. President Yeltsein was then patched through to the waiting Argentine President waiting on the other end of the line by his secretary.

In a deep, strong voice, President Yeltsein's voice boomed into the telephone, saying "President Herrero! President Yeltsein here. To what do I owe the pleasure of your phone call?".

"President Yeltsin. Thank you for taking my call. First Of all, let me congratulate you on your rise to power. I sincerely hope the russian people can finally get the leader it deserves and they have been seeking for so long.

Argentina has now long seeked a stable russian counterpart that persists in time in order to establish fluent political relations. In the meantime, we made Of Russia a prime weapons provider for the argentine Armed Forces. We hope to keep this going with new local production contracts for russian hardware but also move forward on the political agenda.

So, could you please tell me where you want to position Russia within the international scene and a little about your foreign policy? This will help us find common ground to work ok."

"President Herrero the honor of speaking to you is all mine. The Argentine Republic is one of the Russian Federations oldest partners, so I look forward to this phone call with you and God willing we shall be able to meet in person very soon!

I certainly appreciate your congratulations, as it means much more coming from a colleague whose nation has a stake in the success of my administration and the Russian Federation as a whole. It has been years since Russians have been able to enjoy something resembling stability in their government, it seems Russia has been ruled by governments of every kind over the last four or five years, Tsarist's, Communists, Liberals, all have failed, leaving the Russian Federation a mess. The Russian people deserve a peaceful and dignified life, while the Russian Federation should be one of the worlds great powers, and it is my firm desire to ensure that both of these sublime goals are achieved.

I am very optimistic that together we can forge the sort of fluid political relationship between Buenos Aires and Moscow that Argentina has longed for and which Russia desperately needs. As the sale of arms and other forms of high-end technology are a cornerstone of the economic recovery plan my administration has crafted. Therefore the Russian Federation and Russian firms very much look forward negotiating contracts regarding the local production of Russian hardware and systems within Argentina, while also potentially working together to develop new hardware and systems for both of our nations armed forces. While I am quite certain that through our dialogue, our two nations can create a streamlined bilateral political agenda, which ensures that our two nations work towards the same goals internationally.

Broadly the current foreign policy of the Russian Federation seeks to establish the Russian Federation as the regional hegemon within Eastern Europe, Central Asia, and Northern Asia using a myriad of different methods. For example the Russian Federation is building a large fleet of merchant vessels and supporting icebreakers, to ensure that the Russian Federation establishes lucrative economic relationships with many of our colleagues across the world. While diplomatically the Russian Federation is establishing relations with as many nations as possible, in order to make the Russian Federation a relevant player and stakeholder in as many regions of the world as possible. The Russian Federation is also looking for foreign partners to sell arms and other forms of high-end technology, so that the profits can be used to build the Russian Federation into the great power that we have always been throughout our history once again. While the Russian Federation is also working to buildup our armed forces and security forces as quickly as we can in a fiscally responsible manner, in order to ensure that the Russian Federation has sufficient "Hard Power", should achieving our goals through "Soft Power" need additional muscle. Obviously our foreign policy is much more detailed, but I feel that I've given you a sufficient overview to be able to understand the basic goals of the Russian Federation in foreign policy.

What is current Argentine foreign policy? As the Russian Federation views the support of the Argentine Republic as critical to our diplomatic, economic, and political revival.".

We value and look for a multipolar world, with no hemenonic worldpower that tries to force their agenda on to others, but instead, different nations capable of generating a balance Of power. Obviously we understand that this concept has to leave space for special circumstances, for example the restitution Of territory lost through illegit means.

This multipolar scenario can be achieved through a solid south-south agenda and the consolidation Of a network Of likeminded nations cooperating to obtain mutual economic and geopolíticos benefits and to enable them to face today's challenges accordingly. The Russian Federation feels adamantly that a multipolar world order, which preserves a balance of power between the great powers, is not only absolutely vital for our two nations national interests, it's also vital for world peace. Should a single nation or group of nations feel that they can forge the entire destiny of the world at will, I have no doubt that this will lead to serious miscalculations and potential global war.

President Herraro it goes without saying that the Argentine Republic and the Russian Federation are of one mind when it comes to our broad foreign policy goals. I hope that our two nations can put talk to action as soon as possible and ensure that our two nations bilateral ties are strengthened, in order to ensure that our nations can help ensure the sort of multipolar world order envisaged and outlined within the respective foreign policy positions of our two nations.

"Well, we can say with certinty that out main allies and most loyal friends come from this south-south agenda: Brazil, Nigeria and the Philippines. Our neighbour, Brazil, is actually our closest supporter abroad and we stand by them. We have many bilateral projects currently going on with them.

Nigeria follows closely, being a key ally on the other side Of the Atlantic.

President Yeltsein was silent for a moment, as he seriously thought on the offer from the Argentine President to travel to Buenos Aires. The ailing Russian President had a laundry list of ailments and the thought of a flight from Moscow to Buenos Aires was extremely unappealing, however the Argentine Presidents offer was simply to important for President Yeltsein to decline.

Following the delay, President Yeltsein replied by saying "I would be honored to travel to Buenos Aires to meet with you on this most important of matters President Herraro. I'm prepared to travel to Buenos Aires as soon as you'll have me.

I'm happy to learn that Argentina's south-south agenda has been so successful and it's my hope that the Russian Federation will enjoy excellent relations with the nations that form the core of your nations south-south agenda. Russia already enjoys an extremely good bilateral relationship with Brazil, in fact my Prime Minister is currently meeting with the Brazilian President on an official state visit, while Russia also enjoys an excellent relationship with Vietnam. It is my sincere hope that the Russian Federation will soon forge similarly strong relationships with the other pillars of the Argentine south-south agenda, Nigeria and the Philippines, as any friend of Argentina is a friend of Russia.".

The ailing President Yeltsein then said "Excellent then it is settled and I'll travel to Burnos Aires ASAP. I will be flying aboard a Rossiya Airlines Ilyushin Il-96-400 Wide-Body Airliner from Moscow to Buenos Aires and I look forward to my arrival in Buenos Aires very shortly, so that the two of us can get down to the essential business that will form a bedrock in the bilateral relationship between our two countries.".

A short while later President Yeltsein and his sizable entourage was airborne, headed to Buenos Aires, for what was sure to be eventual meetings with President Herraro.

After the last message, the President would begin preparing everything with his team.

In the meantime, everything would be prepared at Ezeiza International Airport. A red carpet would be laid out on remote position 18 with a ceremonial guard on both sides and a military band ready to play the russian anthem. A black VIP car would be waiting at the end of the carpet, escorted by police and support vehicles, waiting for the russian president.

The argentine minister of Foreign Affairs would be waiting to receive the president.

President Yeltsein said his Argentine counterpart "I appreciate your offer to refuel within Argentina. I do however think we are best served by flying from Sheremetyevo International Airport in Moscow, to Antonio Carlos Jobim International Airport in Rio de Janeiro, where we will take on a full load of fuel, before traveling on to our destination, Ezeiza International Airport in Buenos Aires. Once again thank you for the kind offer to refuel within Argentina and I look forward to meeting with you in person very soon.".

With that the President and his entourage gathered together at the Kremlin to begin what was sure to be a journey of great importance. It wasn't long before the Presidential Security Service of the Russian Federation ushered President Yeltsein and his entourage into awaiting luxury Marussia F2 SUV's, which quickly sped them from the Kremlin to Sheremetyevo International Airport, where an awaiting Rossiya Airlines Ilyushin Il-96-400 Wide-body Airliner was ready to carry the Russian President to Buenos Aires for an important bilateral dialogue with the Argentine President.

Less than an hour later and the large Rossiya Ilyushin Il-96-400 Wide-Body Airliner roared into the air, bound for a quick refueling stop in Rio, before if would head on to Buenos Aires, where the President of the Russian Federation and the President of the Argentine Republic would get down to business for the sake of both of their countries.

As the Ilyushin came to a stop at the tarmac of Ezeiza International Airport, the rear door opened and the passenger began to descend and board their vehicles. Lastly, with everyone on the ground ready, the front door would be opened and the military band would begin playing the russian anthem, while the guards on both sides of the red carpet would hold their bayonettes up for the russian president.

The argentine Minister would greet the russian leader and invite him to board the VIP SUV.

Once ready they would depart the airport with heavy police escort and head to the russian residence in order to let the leader rest before meeting President Herrero the next morning.

Ezeiza International Airport, Buenos Aires, Argentine Republic -

Once the Rossiya Ilyushin Il-96-400 Wide-Body Airliner came to a stop at the head of the tarmac, a frail look President Yeltsein emerged, waving to the assembled crowd and carefully making his way down the stairway, holding onto the railing, as he slowly walked down the stairway as the Russian anthem was proudly played by a band from the Argentine Armed Forces.

At the end of the stairway, President Yeltsein warmly greeted the Argentine Minister of Foreign Affairs, saying in his loud, jovial voice "Thank you for having me in Buenos Aires! This is truly a beautiful nation and a welcome reprieve from the current weather in Moscow.".

With that the President followed the Argentine Minister and the two men entered the Argentine Embassy, which was bound for the Russian residence, where President Yeltsein and the rest of the Russian entourage would have the night to rest, relax, and prepare for their extremely important meeting with the Argentine President thr following morning.

The next morning, everything would be ready and prepared at the Casa Rosada, the governmental palace, to receive the russian dignatary.

President Herrero would await in the main entrance hall of the big pink building escorted by Grenadiers from the honor guard. As the cars stoped and the russian president crossed the red carpet towards President Herrero, the argentine would extend his hand to his counterpart and warmly greet and welcome him to Buenos Aires, before inviting him to go up the stairs to the presidential office.

"Mr. President, thank you! Thank you for coming here and visiting my beautiful country. We were looking forward to this meeting for some time now."

Wearing a grey suit, President Yeltsein exited his car and walked towards President Herraro, a broad smile on his face as he extended his hand to shake his Argentine counterparts hand. Shaking President Herraro's hand, President Yeltsein said "Please the pleasure is all mine.". President Yeltsein slapped President Herraro on the back and said "I'm also quite sure my doctors would like to thank you, as they all seem quite pleased to have me out of the current winter weather in Moscow.".

The two men entering the Casa Rosada, President Yeltsein continued and said "Indeed this meeting between an Argentine and Russian President is a VERY long time coming. The elephant in the room of course being that such a visit wasn't possible because the Russian Federation has not had a stable government in years. Argentina is one of the Russian Federations greatest partners and I am sorry that the Argentine Republic was left without Russian support for so long and I hope my visit goes a long way to reassuring you that the Russian Federation is here to stay once again. This to me is more important than any agreements, deals, pacts, etc, which might come to during this visit. I want the Argentine Republic and the world to have confidence in the Russian Federation once again.".
