SECURITY CLASSIFICATION: PROTECTED (Encrypted)

Ryutaro Hashimoto
Prime Minister of Japan

Dear Mr. Hashimoto,

It is with great pleasure that I reach out to you and your government. In the post-war era our nations have grown a relationship that many in the Asia-Pacific revere. A relationship built on friendship, trust and cooperation that ensures that our interests and values are secure in a region sometimes fraught with instability. Being the only two governments in the Asia-Pacific to be actively involved on the world stage I reach out to you so that our governments may form a lasting friendship. I hope to be able to visit Japan and meet with you and other ministers to discuss matters of trade, defence and broader cooperation particularly relating to issues of Iraq. I hope to hear from you soon.

Yours Sincerely,
Dr. Carmen Lawrence.

Dear Mr. Hashimoto,

The Prime Minister will himself be replacing myself and I will stay in Australia as Acting Prime Minister. He isn't expecting a Belgium delegation anymore so he is now free.

Yours Sincerely,
Dr. Carmen Lawrence.

With that the Prime Minister would pack his bags and get ready. The Prime Minister's Limousine would take him to RAAF Base Fairbairn, a precinct inside Canberra International Airport for RAAF VIP Flights. A Dassault Falcon 900 from No. 34 Squadron would be prepared for him. Onboard would be two pilots, Flight Lieutenant Carla Hughes as Captain and Flying Officer Ed Murray as First Officer. There would be two flight attendants, Flight Sergeant Kelly Holmes as Cabin Manager and Leading Aircraftwoman Jane Weaver. The Prime Minister's wife, Annita, would join him along with an APS protective officer and two assistants. They would take off from Canberra and head almost direct north towards Tokyo-Haneda International Airport. It would take about 12 hours to get to Tokyo with a stopover in Guam for fuel and the plane would fly overday as the Prime Minister particularly hated sleeping on planes.

With the Australian delegation arriving at the newly expanded international travel terminal at Haneda, proper security measures were taken to ensure the safety of their landing. An escort of 40 soldiers was used to cordon-off the runway and patrol the approaches. When the plane touched down, the Prime Minister himself waited for the Australians on the tarmac. As the Australians would deplane, the Japanese greeting them would give the Australians a formal bow. Four SUVs were on the Tarmac. All identical. The Australian PM and his wife were offered seats in the same SUV as the Japanese PM.

The Prime Minister would walk off the plane, it would be nighttime by the time they got to Tokyo. Flight Sergeant Kelly Holmes would get out of the aircraft and stand at the bottom the stairwell. She would bring up a salute. The Prime Minister would walk down the small stairwell with his wife behind. He would walk across to the Prime Minister and shake his hand.

"Hajimemashite, Mr. Prime Minister. It's an honour to meet you. This is my wife Annita." She would go in for the hand shake. "Pleasure to meet you, sir." He would also shake the hands of the Australian Ambassador, Dr. Ashton Calvert.

"I think it's time we got some rest." He would say to the Ambassador hopping into the car. It would take the Prime Minister to the Hotel New Otani in Chiyoda which has been used by many official state guests to Japan. He would of course get the Presidential suite.

Upon arriving his one security detail would stand out front of the door, with assumingly, Japanese security personnel. He would take off his jacket and droop it over a chair. He would grab a glass and have a glass of fine Japanese whiskey.

"I hope you're ready for what I like to call the...Tokyo Tornado." He would wink at his wife before heading into bed.

The Prime Minister and his wife would wake up to start their busy day. They would head down stairs to breakfast and grab a meal. A plains clothed Protective Security officer would be standing at the door to the restaurant. The Prime Minister would look down at his meal.

"What the fuck is this..."

It was a traditional Japanese breakfast, something completely bizarre to westerners.

He would take a bite of the salmon.

"I don't know about oily fish in the morning... I mean, except for yours, my dear." He would wink at his wife.

They would finish breakfast and head out to the car which would take them to the Japanese Prime Minister's residence. They would get out upon arriving and walk up to the Japanese Prime Minister.

"Konnichiwa, Mr. Hashimoto, we meet again. Always a pleasure. Please tell your people to cook normal breakfasts." He would let out a cheeky chuckle and then ferociously pat the Prime Minister on the back with a firm Australian smack.

The Japanese Prime Minister and assembled staff bowed to the approaching Australian guests. In English the Prime Minister welcomed them, "We hope your night was restful as we wish to have a very productive day today." The Prime Minister was somewhat taken aback by the Australian's request and even more so by the smack. Diplomatic as ever, Prime Minister Hashimoto simply smiled and nodded. "My apologies. We will have food you are more accustomed to prepared for you in the future. Please follow me inside and let us begin." With that the Prime Minister and his assembled staff guided the Australian team into the building. Security was naturally tight all around the building and 4 soldiers dressed in plain clothes accompanied the group closely. The group was led to a large conference room where the seats had been marked with name tags. The Prime Ministers were seated next to each other as a symbol of camaraderie. The Japanese delegation had various papers on economics, military, research, and political considerations for both nations. Prime Minister Hashimoto turned to the Australians and said, "We offer you the floor to begin the discussion."

The Prime Minister would take his seat and begin talking. "Well it's always a pleasure to be here in Tokyo. Since the end of World War II, our two countries have grown a formidable and prosperous relationship which I hope can continue. We share similar values of economic and personal freedom and we have shared interests across the Asia-Pacific. Australia's future is in Asia and we intend to pivot our foreign policy that way, away from traditional allies in Europe. The "alliance" between Australia, Japan and the United States is one which is the cornerstone of peace and prosperity in the Asia-Pacific. We are, in my opinion, the most peaceful area in the globe right now between geopolitical tensions in Europe and the Americas, conflict in the Middle East and Africa, we stand strong and peaceful and indeed the envy of the world.

We would welcome increased security and economic cooperation between us, ideally finalised in a Free Trade Agreement and joint military exercises. We should also look at intelligence sharing and gathering and to discuss positionings of global hegemonys in the Asia-Pacific, namely the United States and Russia."
