Dear Minister Zagranicznych, I have become aware of reports in the Polish media about an undisclosed source stating that Thai forces were actively assisting the insurgent forces in New Caledonia by giving them the locations of their supply caches that were intended for law-abiding citizens. This is deeply concerning to us and we request a more full and extensive intelligence dossier on this matter. Whilst the Australian Government has struggled to discern the level of relationship that exists between Poland and Thailand, we expect that if there was cases of Thailand deliberately causing instability within the South Pacific region that you were aware of, that you would inform the leading powers within the region, that being Australia and New Zealand. We cannot tolerate the proliferation of arms in this region by powers outside of this region. Our government is struggling, diplomatically, to keep a lid on the security situation in the region, with multiple players from all corners of the globe now feeling like they can put their fingers in this pie and waltz into this region as they please. We do not want to see any further deterioration and instability with the security situation in the region and these actions by the Thai Government would be a grave violation of their presence within this region. Minister Rudd, Thank you for reaching out to my office in regards to the recent release in the Polish Press Agency regarding the document forwarded to one Dora Duda from an unidentified source. We are currently investigating the veracity of the document and where the document originates from, as such we are unable to release these activities to your government at this time. What we can tell you that the documentation was not released by the Polish government following interviews with applicable members of the Government. As you stated, should we feel there be a verifiable claim of a destabilizing force within the region that Australia and New Zealand operate out of, we would certainly inform you of such information alongside a complete intelligence dossier. In regards to the proliferation of arms, we cannot confirm the proliferation of arms but we currently believe the transcript released is referring to humanitarian aide being delivered to the New Caledonian population. We feel that the sudden influx of medical supplies and food was one of the primary reasons for the insurgent's ability to wage war within the territory of France. Thailand's own confirmation of the release as an intelligence operation to confirm the capabilities of KIM is concerning as we have attributed the release of supplies to the KIM insurgents is one of the chief contributors to the hostilities present on the Island. What we can currently offer the Australian government, taking into account our experience in dealing the K.I.M. is the opportunity to operate in a joint intelligence operation regarding the remaining members who may have released their declaration of war on the rest of the world who they feel have slighted them. We feel the K.I.M. is currently the chief destabilizing actor within the region and feel our assistance to the Australian and New Zealand intelligence agencies would be a boon for the investigation into the whereabouts of the remnants.

Dear Minister Zagranicznych, Certainly we can offer any assistance that you may require. As the Minister responsible for the Australian Secret Intelligence Service, Australia's primary foreign intelligence collection agency, I can authorise such a move. However I do need to make it known that ASIS operates under strict legislative guidelines and as such is not allowed to engage in paramilitary clandestine operations, however agents are allowed to be armed for self-defense in regions where it is deemed necessary and New Caledonia would be deemed necessary. ASIS also does not have powers of arrest or powers of investigation. Its sole purpose is foreign intelligence collection. The Australian Federal Police is the only Commonwealth agency besides the Australian Security Intelligence Organisation that posesses such powers in a broad sweeping ability, that is; it is not concentrated on one particular area such as the Australian Border Force. However ASIO is strictly prohibited from operating outside of Australia's territorial jurisdiction whereas the AFP is allowed to be deployed internationally. I can speak with my Home Affairs colleague to discuss options for allowing the AFP to be deployed to New Caledonia on an international mission to bring perpetrators to justice if that is something that Poland is interested in. Again we should reiterate that this is still French territory and ultimately the preferred option would be for the French Gendermarie to do this work, but that would be determined by their willingness and cooperation. Minister Rudd, With the rising tensions between the New Caledonia population and Australia being considered a regional power, I feel it would entirely reckless to have the Office of State Protection to run point on this operation. If it is agreeable with you, we shall have the ASIS run point on the intelligence mission to monitor splinter cells of the K.I.M. while the Office of State Protection acts as their right hand when it comes to direct action missions. This way ASIS is secure in their charter with not engaging in such missions while also showing the region that Poland supports Australia's regional influence within the region. If this is agreeable with your administration, I can have a group of special agents arrive at whatever airport you feel would be best. The previously discussed topic is to be considered top secret and dissemination of the information discussed above and information regarding the investigation will be considered a capital crime against the Polish Crown and the perpetrators will be subject to persecution to the full extent of Polish law. However, considered past actions by previous partners in intelligence missions, I cannot stress that this secrecy be mandated to all who participate in the investigation, including Polish personnel. If the following terms are agreeable I suggest we begin immediately.

A government Bombardier jet would take off from Warsaw, Poland carrying fifteen agents from the Office of State Protection. They had been assigned to assist the Australian investigation into the Kanak Independence Movement. The agents would have several sets of firearms and body armor on board including HK416D10RS rifles, Glock 19 pistols, and the newest Polish body armor system the KWM-02 ballistic vest in black. There would be enough ammunition and magazines on board the aircraft to allow them to maintain a firefight from within for several hours. There were also one SR-25 marksman rifle and one Sako TRG-21 sniper rifle. All the weapons would be in secured and hardened cases and the ammunition would be in ammunition cans. Body armor, uniforms, and other basic personal equipment would be inside of duffel bags. Each bag and case would have the diplomatic sticker denoting these were property of the Polish Embassy in Australia and were exempt from search or seizure. Logistics from OSP had already establishing lodging for them within the Embassy while they worked with the Australians to secure housing for them outside of the embassy. This was the easiest way to insure they had the required weapons for direct action missions while also ensuring the Embassy had enough firepower to deal with any attempted terrorist attack.

Once the plane was in the air and en route to Australia, a diplomatic cable would be sent to the Ministry of Foreign Affairs detailing that fifteen agents would be arriving at Canberra Airport alongside diplomatic parcels for the Embassy located within.

Canberra ATC would clear the aircraft for landing. As it landed at Canberra Airport it would be instructed to taxi to the RAAF Base Fairbairn side of the airport. They would park next to the 5 Royal Australian Air Force VIP aircraft currently in service. They would be escorted by RAAF personnel from the aircraft across the tarmac to the Fairbairn terminal building, which was a small RAAF terminal designed for VIP use. Inside there would be some Australian Border Force officers who would process the fiften agents, sighting their diplomatic or official passports and granting them Special Purpose Visas. The Border Force officers were unaware why they had been given those visas or the purpose of their visit as they were issued at the Minister for Immigration, Citizenship and Multicultural Affairs' discretion and done so in high confidentiality.

The agents from the OSP would be lodged at the Australian Federal Police College in the suburb of Barton. The Polish Embassy would be well protected by the Australian Federal Police's Protection Operations as it was in the vicinity of many prominent embassies such as Israel (across the road), the United States, Germany, Thailand and Sweden. The suburb of Yarralumla which it's in is considered the embassy district and is heavily guarded by the AFP.

The agents would be asked to meet the Director-General of the Australian Secret Intelligence Service, David Irvine, at the R.G. Casey Building in Barton (3 blocks down from the AFP College on the same road, Brisbane Avenue). There they would meet with the Director-General, the ASIS Agents who will be joining them on their mission and members from the Australian Federal Police such as Assistant Commissioner Nigel Ryan of the International and Specialist Capabilties' Asia-Pacific Command, Commanders Phillippa Connell of the Pacific-Regional Branch and Maria Simoncini of the Pacific-Bilateral Branch from the Australian Embassy in Suva, Fiji and Assistant Commissioner Hans Koenderink of the International and Specialist Capabilities' International Deployment Group (IDG) as well members of the IDG's Operational Response Group (a tactical unit) who may be required to assist with matters in New Caledonia.

The OSP agents would be congenial towards the Border Patrol officers during their inspection, going so far as to offer smiles and small talk as the fifteen Polish agents were inspected and passports stamped. Once they were through the security checkpoint and in possession of their Special Purpose Visas, they would follow the Australians to where they were being put up in lodgings. Being not far from the Ministry of Foreign Affairs and Trade while also being in a secure building of the Federal Police College was a boon for the Polish agents who were there to work in conjunction with the Australians. Once their supplies were dropped off in their room, still sporting the diplomatic tags, the Agents would inform their escorts they were ready to head to the meeting. Each Agent would be wearing basic suits of varying shades of black and grey. Their OSP badges would be attached to their belts but no firearms would be present until they received permission from their host nation to openly carry them. They were not there to throw their weight around but to actively work with the Australians in an effort to counter possible terrorist attacks carried out by the Kanak Independence Movement.

The Polish agents would arrive at the building with an air of friendship and cooperation about them as they readied themselves for the meeting with top members of the Australian intelligence and police community. While none of the Agents held a position higher than Special Agent, several of them had key experience in direct action missions during the Ukrainian Coup some years ago, their boss had even been in charge with extracting the Prime Minister's family from the Polish-Ukrainian Border utilizing elements of GROM. Several of the members had acted as security for the family during their long stay within Poland.

"It's a pleasure of mine to welcome you here to the beating heart of Australian diplomacy. This is where everything happens. It's also the headquarters for my agency, the Australian Secret Intelligence Service. No we're not like the CIA. We have very stringent protocols, we are governed by an act of parliament, we have oversight by the Inspector-General of Intelligence Security as well a parliamentary committee. We don't engage in paramilitary operations and we only carry arms in self-defence. We are however... permitted to engage in the planning of paramilitary operations with other foreign agencies. That is why you are here today.

If you will, come with me..."

He would direct them to follow him through the halls of the building to the meeting room where high ranking members of the AFP were along with his agents.

The fifteen Polish agents would follow the Director-General through the halls to the conference room that had been set up for their meeting. The Agents would offer each high ranking member they were introduced to with a smile and a nod of the head.

"It is a pleasure to be here working this problem with your Agency, Director-General. Let me introduce myself and my agents to you. I am Special Agent In Charge Walery Wieczorek from Department I of the Office of State Protection.

This," he would motion to the blonde woman wearing her hair in a tight pony-tail, "Is Special Agent Julita Czarnecka from Department II."

He would name three of the other agents who held the title of Agent before he would get to a muscular man sporting a dark beard and a crew cut underneath a black baseball cap.

"This is Commander Borys Kowalczyk. He will be the head of our tactical team." Wieczorek would introduce the remaining members, each with the title of Agent, and state they were apart of the tactical team. They were all dressed similarly to Commander Kowalczyk with nondescript baseball caps.

"Let me give you a brief overview of the Office of State Protection. We are an intelligence agency within Poland that is broken down into a few departments. Department I, where I work, is the Foreign Intelligence division. We work with foreign nations to capture and imprison criminals who have operated within Poland or have harmed Polish citizens outside of Poland. Department II, where my 2-IC is works, is the Internal Affairs Department. They work closely with local Policja units to capture and imprison criminals working within Poland but also work with Department I when the situation occurs." He would deliberately skip over the Commander and where he was from. "We have a sizeable team operating within Poland that will assist with data and cryptographic analysis. Of course, we will share whatever information we find with your teams, and we hope that you will do so as well. As you stated, we will handle the tactical responses as required during the investigation and as such, we would like to gain permission to at least carry our sidearms with us while operating on Australian soil. I'm sure you were informed we had quite the state of luggage with us. We understand if you wish to restrict our usage of automatic firearms and long guns while within Australia and will comply with whatever rules and regulations you apply to our stay here. I apologize for taking over the meeting but before we begin the briefing I was hoping to have a few questions answered before we delve into the heart of the matter.

First, is there is staging area we are going to be utilizing here to get our equipment in order and proper maintenance taken care of?

Second, should we request vehicles from the Embassy to ferry us around or will you be providing those to us during our tenure here?

Third, I would at least like myself and my 2-IC to have access to the electronic and physical storage systems for any evidence we collect over the course of the education.

"The Majura Police Complex on the outskirts of Canberra is where the bulk of our pre-deployment training and operations will take place. This is where the AFP's International Training Complex is where they do their pre-deployment training. So you can use this complex as your staging area to get your equipment in order and properly maintained. This is where you will be permitted to use your firearms freely on the range. However, I can't permit you, under ACT Law, to open carry firearms in public. You can, however, be in possession of them and use them in designated private premises such as the AFP's, ASIS' or ADF's premises.

COMCAR is a Commonwealth Government car leasing agency that can lease vehicles to you. They have a depot in the suburb of Fyshwick. As parliament is currently not sitting over this summer period they will certainly have a surplus of vehicles available to you. That brings me to another point..... all the politicians are leaving Canberra now to go back to their homes for Christmas. We won't be able to have much contact with the relevant Ministers. Ideally my agents and I would also be able to go home for Christmas but when work calls....

I'm sure the AFP can allow you to have access to storage facilities, both electronic and physical. They do maintain large archives here in Canberra at the Edmund Barton Building, their headquarters."

We will inquire to the embassy about acquiring additional transportation to save the Kingdom some money from the leasing."

Special Agent Czarnecka would nod her approval and step out of the room to make the phone calls necessary to arrange the cars, preferably SUVs with enough space for the Agents to transport themselves and their gear between locations.

"It's understandable for you and your agents wishing to go home for Christmas. As a catholic I am well aware of the need for such an occasion and time spent with family. I am not against the idea of beginning the full force of the investigation after the Christmas holidays have ended. It would allow my own agents a chance for some R&R before whatever is going to happen happens. I highly doubt in the coming months there will be time for relaxing once the investigation begins turning over promising leads. If you wish it, me and my agents will start a preliminary investigation with what information we already have regarding the captured leadership, which will be forwarded to you. If you can arrange our access to the AFP storage facilities, we will begin the investigation forthwith.

There is something of a sensitive matter we need to discuss regarding interrogations. Some of our agents have been granted permission for the use of enhanced interrogation tactics previously in life or death scenarios and they have worked well. In particular the attempted assassination of the Queen of Poland. We were able to acquire information regarding the plot to assault her hospital in time to prevent it. I can provide a full list of approved techniques and a list of techniques that are not condoned by the Office of State Protection if you wish. I would like to state for a matter of record for those here, that Poland does not officially condone the use of enhanced interrogation and it is entirely at the prerogative of the officer in charge as to whether or not they believe it will be effective." He said this with a hand splayed out in front of him and a patting motion to show the sincerity in the statement. He, himself, had been present for the enhanced interrogation techniques of the man named Dmitry who would not be found in any cemetery.

Your agents will be able to freely roam and explore the ACT and southern New South Wales, including the Alpine National Park and the South Coast of NSW. All within driving distance of your accomodation here. Interrogations are permissible under the ASIS Act but torture is not. So we are able to participate in those so long as they don't go too far. Your access shall be granted and you will all be given visitors passes and swipe cards for all AFP facilities."

The Director-General and the AFP Commissioners would arrive back in Canberra on domestic flights from their hometowns after going back home for the Christmas and New Years break. They would return to the DFAT Headquarters to continue their planning mission. He would ring the AFP College reception desk.

Someone from reception would visit the dorms of the Polish agents to tell them that the Director-General is waiting for them at the R.G. Casey Building.

The Agents would have enjoyed their holiday break via training, doing initial analysis of information already garnered by the OSP and the ASIS, as well as enjoying the night life of the city. They would have rented four Toyota Land Cruiser SUVs from the rental company to ferry them and their equipment around when needed. They would be careful to not open themselves up for any kind of litigation or any events that would damage their ability to work within Australia during these outings.

Upon receiving word from the Director-General, the Agents would put on their civilian attire and plain baseball caps before they would depart in the Land Cruisers.

Upon arriving back at the R.G. Casey building, the OSP agents would head towards the desired location to meet the rest of the team.

“Let’s start my explaining the current situation within Nee Caledonia. Polish forces are primarily based around the largest, and most populous prior to the Thai evacuations. The forces on the ground routinely patrol outside of the city but go no further than a few miles to allow them to return to the safety of Forward Operating Base Sokoly.”

The lead Agent from the OSP would pull a laptop computer out of a bag and request a television screen or a projector hookup to allow a more detailed viewing of the areas referred to.

“Polish forces are continually harassed by remnant groups of KIM still active in the region but our biggest worry is if KIM cells get outside of New Caledonia. Once the refugees get out of New Caledonia, it will be incredibly difficult to keep track of them. Especially if they were to get to mainland Asia or Europe where they could travel overland to different countries to disappear.

Right now, our goal is to gather HUMINT and SIGINT to identify key leadership that could possibly identify these potential cells before they go aground. With our major infrastructure being half a world away, Australia is the next best choice to monitor, analyze, and act as a base of operations for our operations within New Caledonia. Of course, officially your agencies are taking the lead in the investigations into KIM forces and New Caledonia. We are here to act as the spear to bring that information back.

It is my belief that our first order of business would be to obtain HUMINT sources amongst the local population. KIM are strict anti-colonial and anti-European so white Poles and Australians would have a hard time infiltrating or gaining a foothold within the region but seeing as your agencies are forbidden from acting on foreign soil, the utilization of local aboriginal forces to infiltrate is a none starter. That would leave us to turn the locals into sources the old fashioned way. Money, bribery, and blackmail.”

The lead agent would point to several places on the map and identify them.

“FOB Sokoly is located in the old cruise ship terminal here. We have also regained control of the Noumea Magenta Airport here and is the main staging ground for bribing equipment, personnel, and supplies into Nee Caledonia. Now the furthest Polish Land Forces have established medical clinics is here,” he pointed to Plum, “and here.” He pointed to Port-Laguerre. “Thai forces are holding their evacuations here and have turned the beach into a refugee camp. We believe the crime, disease, and housing situation will only further incentivize KIM recruitment.”

The Agent would pause to allow the attending Australians to ask questions or add their own input.

"I think there's been some misunderstanding. ASIS, as an agency, ONLY operates on foreign soil. We do not operate inside Australia, that is the job of ASIO. However, we are not allowed to engage in paramilitary operations.... anywhere. We are only allowed to carry weapons in self-defence. We collect foreign intelligence only from operating in foreign countries but we do not engage in activites similar to that of the CIA's Special Activities Division, if that makes sense.

If required, ASIS does have agents of Melanesian descent, primarily from Papua New Guinea but also some from Vanuatu too. Australia has a large Pacific Islander community and we do engage a lot with them to recruit from those communities, as we do for Australian citizens of a diverse range of cultural, ethnic and linguistic backgrounds, which we have the liberty of having in a multicultural society like Australia's.

The Australian Signals Directorate operates a network of listening stations across Australia which are able to intercept communications from across the South Pacific, South East Asia and the Indian Ocean. I will invite their Director-General Rachel Noble to this meeting to hopefully coordinate an operation which intercepts SIGINT from New Caledonia. I'm also going to invite Director Maria Fernandez of the Australian Geospatial-Intelligence Organisation to hopefully get some detailed mapping done of New Caledonia."

An assistant will ring Director-General Noble and Director Fernandez to ask them to come to the R.G. Casey Building.

"I appreciate the clarification on the modus operandi of ASIS. While we understand the capabilities of the OSP and its ability to conduct operations on foreign soil of various types, it would seem there was a miscalculation as to what ASIS considers paramilitary operations. This is a sanctioned criminal investigation of a terrorist organization that will be sanctioned by the de-facto controller of the territory of New Caledonia, under French authorization.

As for the use of use of agents of Melanesian descent, we would like to official request the use of these agents for undercover work once the time has arrived for such an operation. Unlike popular misconception, Poland itself has various ethnic, cultural, and linguistic backgrounds within the fatherland. From Tartar Muslims and Ashkenazi Jews to Romani and Lemkos. Poland has been a haven for everyone for hundreds of years. The King recently formed the Royal Tartar Guard in celebration of Tartar contributions to Poland's history.

We would like also like to official request the use of these listening posts to be focused on New Caledonia and nations suspected of providing aide to the KIM. Currently that list extends to Thailand and Russia currently. The arms recovered from KIM insurgents bear Russian markings and we must investigate the possibility of their supply being from Russian origins. Thailand has officially stated that provided aide to KIM during their own illegal NIA operation on the island.

We have received permission from OSP and the commander on the ground in New Caledonia to operate out of the Noumea Majenta Airport for all of our operations within the island territory. Currently operations extend solely to the main island but I feel we shall extend operations to the Loyalty Islands Province eventually. While our goal is the peaceful resolution to the conflict it is not currently our belief this is possible due to the radicalism indicated by the remaining members of KIM who continue their attacks on Polish soldiers stationed there. It may come to the point that members of the previously talked about ethnic origins may be required to infiltrate the groups, we are not currently satisfied with the level of information on hand to propose such an operation unless you are willing to sign off on it.

"If there are Russian arms being sent to New Caledonia, then I think a blockade needs to be put in place? Was this not something Poland was already doing? I thought it was.

It is my personal belief that the KIM in New Caledonia is only as strong as its leadership. This isn't a grassroots movement, these are people joining along for the ride because they're disillusioned with the current state of affairs on the island but without strong leaders they are probably nothing. If we can nab their leaders, I feel like the movement will fall apart. But then comes the question of the day after..... French security returns? That's a laugh riot.
