President Victor Romero laughs as he slaps the table with the palm of his hand. Then turns to Prime Minister Putin and sticks his hand out, "Vladimr, we have a deal."

President Romero whips out a Parker Pen from inside his jacket and affixes his name deal made by the Russian Government. He hands the pen to PM Putin, "Please, dear friend. Use mine," he says. He then hands the pen to Putin.

"Vladimir, let us have a drink in my personal office, it is just off the den."

He then leads the Russian Prime Minister to his office, with his right hand on Putins back as if they were old friends hitting another pub before stumbling home.

Just behind them a waiter comes into the office with a tray that has the half imbibed bottle of Vodka from earlier in the meeting and a tray of ice and two glasses.

And now for the surprise, Vladimir.

Right behind him are two more waiters, the first is carrying a large waitress tray with a large plate of Pelmeni, a favoured Russian dish, for the two leaders to share.

The next waiter behind them has a tray full of Kotley, Russian meatballs.

The Brazilian President assures Prime Minister Putin, the room has been cleared, as always, so they talk privately. He then pours a glass for his friend. And the two clink glasses together.

"I want to offer you rights to an island base we are building off the state of Amapa. It has facilities, for 50 aircraft and 20 ships and up to 1000 Marines to defend it. We would like to offer you a place to have 10 ships, a squadron of aircraft of your choosing, say 12 to 20, and up to a battalion of Marines, say 300 or so.

It would give you a footprint into the South Atlantic, almost close enough to Caribbean. If all goes well with this base, as it should, we can discuss further deployment of Russian forces in Brazil.
