"Is good to know that i got your attention, Mr. Karsten. Before we get into the why, Mr. Karsten. I would like you to ease your worries, it may not look like it but our country is pretty big, and it has some areas that no one but us had ever set foot on. A military detachment, even a mild-sized one, could go unnoticed in the Atacama Desert. Especially on the mountain regions. This also would offer your troops very unique training locations that i'm sure are hard to come by in Germany, while also helping our troops in mutual-trainings, of course if Germany is willing on the first place. Now, as for the why, Mr. Karsten. Because we are not stupid. Brazil offered us support but we are not stupid enought to ever take that offer, their actions speak for themselves. If we are to have relations with a country it has to be a level-headed and strong one, after all we'll offer the same thing to Britain." Seleznyov took a short sip of the glass of water to calm his increasingly-sore throat before speaking again.
"Besides, who says that the Brazilians and Argentinians have to know about this deal? Some turistic cruisers and cargo ships docking in Arica are not suspiscious to me, if you catch my drift."

Since this convo takes place before Brazil's declaration of attack against France, note that anything regarding Brazil's attempted annexations of French Guinea do not count yet.

Karsten thought hard on this...the offer was tempting, but, unfortunately, he had to decline. It was a hard decision, one that could tip the tide into German favor...but conflict had just narrowly been avoided, and Karsten did not want to re-escalate tensions with South America.

"While I am...quite tempted to take you up on your offer, I must unfortunately decline. After all, even if Brazil and Argentina don't know about it, they would eventually find out. I would rather this topic be brought up at a time when tensions on South America have gone down further, and other countries begin to reopen diplomacy on the continent. That being said, I will still agree to the non-aggression pact, and to reopening the Embassy in Santiago."

Seleznyov sighed. That was to be expected. "Very well, Mr. Karsten. I can't say that i'm not disappointed but i understand your position. Though if possible, we would like some kind of military attaché in your diplomatic mission. My country armed forces are... Subpar, at best, and we cannot hope to get in our feet without external aid.

"That is a standard for all German diplomatic missions. Typically from the Ministry of Defence." Karsten cleared his throat, before turning to hear a knock at his door: a secretary holding a manila folder marked with the seal of the Reich Chancellor stood in front of the window. Karsten held up a single finger as he prepared to end the call.

"Look, while it was nice to speak with you Seleznyov, I will be sending an ambassador with a non-aggression pact for you to sign soon. I have several pressing matters that require my attendance, but it was...good to get a feel for what your country is going to be like, Mr. Seleznyov. Have a good evening." After waiting for the response, Karsten hung up the call, heading to the door to let the secretary in so he could see what the Reich Chancellor wanted from him.
