Dear Your Exellency,

As you are aware, the Russian economy has been facing significant challenges due to a combination of external factors, global market fluctuations, and internal adjustments. This has created the need for us to take urgent measures to stabilize our financial position and ensure the long-term viability through a visibility of our solvency. As part of these efforts, we are reaching out to our valued partners, including India, to discuss mutually beneficial solutions to address outstanding debts.

The Russian Federation, in light of the current global economic challenges, wishes to offer a resolution to the outstanding debt owed by the Republic of India to Russia. In exchange, Russia proposes the sale of the following assets to India, as outlined below, in an effort to clear the debt. This would in essence be a buy-back scheme.

Russia is willing to completely forgive the current outstanding debt, roughly $5 billion, owed by India to the Russian Federation. In return, Russia proposes to buying back the following assets from India using the $5 billion credit.


Russia has always regarded India as a key partner in the region, and we continue to fully support India’s aspirations for economic growth and global influence. This offer is not merely a financial arrangement but also an opportunity to enhance our strong economic, political, and military ties. We are confident that this will open new avenues for cooperation and create further opportunities for the growth of our strategic partnership.

We are hopeful that this proposal will be viewed favorably by your Government, and we are eager to engage in discussions regarding the details of this offer. Our team is available for further dialogue on the matter and would welcome the opportunity to meet at your earliest convenience to formalize the agreement.
