Your Excellency,

The Federation of Free Communes of Ukraine has taken note of the United States' continued dedication to revitalising Detroit, a city of great historical and economic significance. In the spirit of collaboration and mutual progress, the communes wish to extend an ambitious investment plan in Detroit, aligning with the US' own efforts to restore the city's prosperity.

As part of this initiative, Ukraine is prepared to invest heavily in Detroit's economy and social services through the following projects:

Expansion of Ukrainian Orthodox Churches

Ukraine is ready to fund large-scale renovations of St. Mary the Protectress and Saint Andrew Ukrainian Orthodox churches, turning them into community outreach centres to serve vulnerable populations. These facilities will provide:
  • Housing and food support for the homeless, elderly, and those struggling with addiction.
  • Free counselling and support groups for those suffering from addiction, grief, and mental health issues.
  • Tutoring, after-school programs, and youth clubs to support children, teenagers, and young adults.
  • Food and clothing assistance, including food banks, soup kitchens, and clothing drives.
  • A free walk-in clinic to provide medical assistance to those in need.
  • Emergency relief services for those affected by disasters or crises.

Establishment of Our Blessed Virgin Medical Centre

Ukraine intends to construct and operate a hospital in Detroit, named Our Blessed Virgin Medical Centre, which will provide:
  • Standard medical care alongside a low-cast pharmacy.
  • Health education and wellness programs to promote long-term wellbeing.
  • Charity care and financial assistance to ensure treatment accessibility.
  • Mobile medical services for underserved communities.
  • Support groups for mental health, addiction, and chronic illnesses.

Opening of Two Advanced Manufacturing Facilities

Ukraine seeks to establish two major facilities in the Detroit metropolitan area, specialising in the production of armoured vehicles and aircraft. These factories will:
  • Employ American workers, offering competitive wages starting at $22 per hour for entry-level workers and exceeding $40 per hour for specialised positions.
  • Utilise modern American tools and technology alongside Ukrainian engineering to manufacture advanced defence systems.
  • Produce equipment including:
    • T-84 Oplot-M main battle tanks
    • BTR-4 infantry fighting vehicles
    • Varta, Kozak, and Bozor-B infantry mobility vehicles
    • KrAZ Spartan MRAPs
    • Bukovel-AD counter-UAV systems
    • Bogdan-2351 light utility vehicles
    • Bayraktar TB2 unmanned combat aerial vehicles
    • Antonov An-70 transport aircraft

Commitment to U.S. National Security

We understand that the production of advanced military equipment on American soil raises concerns regarding national security. To eliminate any risks, Ukraine is willing to sign a legally binding agreement stating that none of the above mentioned equipment will be exported to any foreign nation. This ensures that all manufactured assets remain out of the hands of nations the U.S. might see as hostile.
