The global landscape you describe,marked by technological acceleration, strategic competition, and evolving security domains, demands that like-minded nations act with both clarity and purpose. France is prepared to engage the United States in a spirit of honesty and pragmatism, recognizing that our alignment will not always be seamless, but must always be respectful of our mutual independence.

To this end, I propose we focus our initial efforts on three areas where our interests converge most clearly:

    France is committed to advancing secure, sovereign technological ecosystems, particularly in areas such as quantum computing, and cybersecurity. We propose establishing a Franco-American Working Group on Emerging Technologies to align our approaches, share best practices, and explore joint initiatives, without compromising the strategic autonomy of either nation.
  2. Economic Resilience and Supply Chain Security
    In an era of fragmented global supply chains, France and the United States have a shared interest in reducing vulnerabilities while maintaining open, rules-based trade. I suggest we task our economic ministries with identifying critical sectors (e.g., semiconductors, rare earth minerals, pharmaceuticals) where our cooperation can enhance resilience for both economies.
  3. Shared Security Responsibilities
    While France remains committed to its strategic autonomy, we recognize the value of coordinated action in addressing transnational threats, from terrorism to maritime security. A high-level defense and security dialogue focused on practical, non-binding cooperation could serve as a forum to explore areas of mutual benefit, such as counterterrorism intelligence-sharing, crisis response coordination, and maritime domain awareness.
France approaches this dialogue as a sovereign partner, eager to contribute to a stable international order but mindful of the need to preserve our respective strategic freedoms. I am confident that, with candor and mutual respect, we can chart a course that serves the interests of both our nations and the broader world.
