Subject: A New Chapter in Franco-American Dialogue

Dear President Sinclair,

Allow me to extend my respectful greetings at the outset of my mandate.

France and the United States share a history that predates most modern alliances, a relationship forged not only in treaties, but in moments when both our nations chose principle over convenience. That shared instinct for independence has always been the foundation of our mutual respect. The global environment today is evolving at a pace that challenges traditional institutions and assumptions alike. Technological acceleration, strategic competition, and emerging security domains require clarity between partners who value sovereignty as much as cooperation.

It is my intention that France engage the United States with honesty and confidence, aligned where our interests converge, candid where they diverge, and constructive in shaping a stable international order. I would welcome an early opportunity for direct dialogue between us, whether in Washington, Paris, or through a secure bilateral channel, to outline areas where our governments can strengthen coordination, particularly in strategic technology, economic resilience, and shared security responsibilities.

France approaches this new chapter as a steady friend prepared to contribute meaningfully to global equilibrium.

I look forward to our exchange.

Respectfully,

Jean-Luc Moreau
President of the French Republic
