Given that Portugal, if accepted to speak, had done so before the Turkish request in line with the provisional rules to add supplemental items to the agenda, which the Netherlands had done, and was well within the Turkish representative's rights to ask for a vote on the question at hand. The Representative would, yet again, if the Portuguese representative was allowed to speak, ask that a vote on which draft text to use for the remainder of the debate before any further speeches were allowed.
