Deputy Secretary-General Shashi Tharoor brought down his gavel accompanied by the statement, "I hereby call this meeting to order."

"Honorable delegates, I am pleased to declare the second plenary meeting of the eleventh session of the Assembly officially open. Following the General Debate, this meeting provides the Assembly with the opportunity to address the adoption of its Rules of Procedure. Until the Assembly formally adopts these Rules, the Provisional Rules of Procedure of the Assembly will apply.

The agenda for this item includes a debate, during which delegations may submit amendments to the Chair, followed by a vote. Once this agenda item is concluded, the meeting will proceed with the debate on the draft resolution regarding the Declaration of International Labour Standards, as proposed by the Thai delegation. All relevant documentation has been distributed to the delegations in preparation for this meeting."

ASSEMBLY CHAMBER | STATEMENT BY THE SECRETARIAT

Deputy Secretary-General Shashi Tharoor turned to the Secretariat's seats and said, "I invite Acting Under-Secretary-General for Assembly and Conference Management, Ms. Zavala, to address the Assembly on behalf of the Secretary-General regarding the Rules of Procedure."

Marta Zavala approached the lectern, gazing across the seated delegations and cleared her throat. "Honorable representatives, I extend my gratitude to the President of the Assembly for the opportunity to address this esteemed body. The Department for Assembly and Conference Management is dedicated to providing the Assembly with the essential support required to fulfill its responsibilities. A crucial element in enabling the Assembly to function effectively is a robust foundation, embodied in its Rules of Procedure. The Provisional Rules of Procedure were drafted with a focus on efficiency. This document offers clear guidelines on the fundamental procedural aspects of this body, including the convening of sessions, the responsibilities of chairs, and the processes for making decisions and recommendations. Additionally, these Rules of Procedure introduce the establishment of committees to expand the deliberative capacity of the Assembly."

"I call this Assembly to thoughtfully review the Provisional Rules of Procedure, engage in critical debate on its content, and propose amendments as needed. In conclusion, I hope the Assembly views these Rules as an equitable foundation for its functioning and that it receives unanimous support. Thank you."

Kantathi Suphamongkhon, Thai Ambassador to the Global Assembly, would enter the sacred chamber to attend the second Plenary Session of the Eleventh Session. As always, he dressed in his usual formal black suit decorated by a golden hammer and sickle, the ceiling light reflecting on its silky surface. He took his seat and absorbed the words given by the elected leadership of the Global Assembly. When the Deputy Secretary-General opened the floor to debate, Kantathi expressed his desire to address the General Assembly on the adoption of Rules of Procedure on behalf of the Socialist Republic of Thailand.

“Deputy Secretary-General and Honorable Delegates, I have the honor to address this General Assembly on the adoption of the Rules of Procedure. Most importantly, on behalf of the Socialist Republic of Thailand, I extend our sincerest gratitude to the Global Assembly’s leadership and member staffs for preparing such a detailed and well-crafted foundational document. Our country has always supported egalitarianism and equality among nations, and we will scrutinize the Rules of Procedure through the lens of transparency and accountability.

Regarding the first chapter of Sessions, Thailand generally endorses and appreciates the language of the accompanying ten rules. However, we raise a slight concern, specifically Rule 2, which dictates the President of the Assembly unilaterally fixing a closing date. While Thailand comprehends the necessity of unambiguous and decisive timeframe, we urge the esteemed President to consider integrating a consultative process to ensure that all members have an appropriate time to voice their perspectives. On Rule 9, we also urge the President to objectively define and transparently assess what the President considers ‘credible threats to the maintenance of peace and security’ when convoking an emergency special section.

Regarding the second chapter of Agenda, Thailand unequivocally endorses the proposed language. We appreciate the ability of a session chair to draw up the provisional agenda, which we deem as an efficiency starting point. However, Thailand emphasizes the agenda’s provisional nature and member states can significantly shape the final agenda through supplementary items. We will oppose any reductive amendment to Rule 12, 14, and 16. These rules ensure the agenda is responsive to all members’ evolving needs and priorities, preventing agenda setting by a select few.

As for subsequent chapters, Thailand expresses no opposition to the proposed language and finds them adequate. The principal organs of the Global Assembly have made considerable efforts into the Rules of Procedure. We will be supporting the adoption of such the Rules of Procedure or any improvement by other esteemed delegations. Thank you.”
