RESOLUTION PROPOSAL FORM THE ASSEMBLY​

​ [AUTHOR]: Antonio Gaius Abano [DATE]: 12/1995 [TYPE OF RESOLUTION]: Binding [TOPIC OF DISCUSSION]: Declaration of the Rights of the Child [DRAFT RESOLUTION]: WHEREAS the peoples of the Global Assembly have, in the Charter, reaffirmed their faith in fundamental human rights and in the dignity and worth of the human person, and have determined to promote social progress and better standards of life in larger freedom, WHEREAS the Global Assembly has, in the Universal Declaration of Human Rights, proclaimed that everyone is entitled to all the rights and freedoms set forth therein, without distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status, WHEREAS the child, by reason of their physical and mental immaturity, needs special safeguards and care, including appropriate legal protection, before as well as after birth, WHEREAS the need for such special safeguards has been stated in the Geneva Declaration of the Rights of the Child of 1924, and recognized in the Universal Declaration of Human Rights and in the statutes of specialized agencies and international organizations concerned with the welfare of children, WHEREAS mankind owes to the child the best it has to give, The Global Assembly now, therefore, PROCLAIMS THIS DECLARATION OF THE RIGHTS OF THE CHILD to the end that they may have a happy childhood and enjoy for their own good and for the good of society the rights and freedoms herein set forth, and calls upon parents, upon men and women as individuals, and upon voluntary organizations, local authorities and national Governments to recognize these rights and strive for their observance by legislative and other measures progressively taken in accordance with the following principles: 1. The child shall enjoy all the rights set forth in this Declaration. Every child, without any exception whatsoever, shall be entitled to these rights, without distinction or discrimination on account of race, color, sex, language, religion, political or other opinions, national or social origin, property, birth or other status, whether of himself or of their family. 2. The child shall enjoy special protection, and shall be given opportunities and facilities, by law and by other means, to enable them to develop physically, mentally, morally, spiritually and socially in a healthy and normal manner and in conditions of freedom and dignity. In the enactment of laws for this purpose, the best interests of the child shall be the paramount consideration. 3. The child shall be entitled from their birth to a name and a nationality. 4. The child shall enjoy the benefits of social security. They shall be entitled to grow and develop in health; to this end, special care and protection shall be provided both to them and to their mother, including adequate pre-natal and post-natal care. The child shall have the right to adequate nutrition, housing, recreation and medical services. 5. The child who is physically, mentally or socially handicapped shall be given the special treatment, education, and care required by their particular condition. 6. The child, for the full and harmonious development of their personality, needs love and understanding. They shall, wherever possible, grow up in the care and under the responsibility of their parents, and, in any case, in an atmosphere of affection and of moral and material security; a child of tender years shall not, save in exceptional circumstances, be separated from their mother. Society and the public authorities shall have the duty to extend particular care to children without a family and to those without adequate means of support. Payment of State and other assistance towards the maintenance of children of large families is desirable. 7. The child is entitled to receive education, which shall be free and compulsory, at least in the elementary stages. They shall be given an education which will promote their general culture and enable them , on a basis of equal opportunity, to develop their abilities, their individual judgment, and their sense of moral and social responsibility, and to become a useful member of society. The best interests of the child shall be the guiding principle of those responsible for their education and guidance; that responsibility lies in the first place with their parents. The child shall have full opportunity for play and recreation, which should be directed to the same purposes as education; society and the public authorities shall endeavor to promote the enjoyment of this right. 8. The child shall in all circumstances be among the first to receive protection and relief. 9. The child shall be protected against all forms of neglect, cruelty and exploitation. They shall not be the subject of traffic, in any form. 10. The child shall not be admitted to employment before an appropriate minimum age; They shall in no case be caused or permitted to engage in any occupation or employment which would prejudice their health or education, or interfere with their physical, mental or moral development. 11. The child shall be protected from practices which may foster racial, religious and any other form of discrimination. They shall be brought up in a spirit of understanding, tolerance, friendship among peoples, peace and universal brotherhood, and in full consciousness that their energy and talents should be devoted to the service of their fellow people. ​

The Assembly is now in session in order to address Draft Resolution for the Rights of the Child.
Representatives are now welcome to enter the Assembly Chamber in order to participate in the debate and voting.

Kiyotaka Akasaka, Japanese representative to the Global Assembly, entered the building. He bowed to the chamber and took his seat. He opened his briefcase and withdrew files prepared in advance of this discussion. He felt after a first read that this resolution would be easy to pass after a few minor adjustments.

 

[Kuroko]

Jean-Pierre Ntsoni, Congolese representative to the Global Assembly, walked into the room wearing a black suit and an orange beret on his shaved head. His green eyes shimmered, catching and varying his dark demeanor. He took his seat quietly, opening his small briefcase and grunting noncommittally.

"And for those committed countries who cannot afford these pleasantries?" He wondered aloud, accent thick. "I recall once we were robbed and never repaid. Can we expect a second pillaging, a condemnation for our inability to teach our children for free, when we cannot feed them?"

With so few members having arrived as of yet, the question seemed rhetorical. Probably.

Fernando Paulo de Noronha, the young Brazilian representative in his early 30s, would enter the Chamber, shaking his head as he read the resolution, mumbling to himself in Portuguese.

"Another unnecessary resolution.."

He raised his head up, nodding a hello to the other representatives. "Good day Gentlemen, are you all ready for another session of politics?" He chuckled, carrying his dark green folder with a golden Imperial crest on it and sitting down on his assigned seat, a cup of coffee on his other hand, he placed a small scale flag on his desk, resting his coffee on it as well, he sat back on his seat as he patiently waited for the arrival of the other representatives

 

[Connor]

Marc Kvet, Ambassador for Sweden to the Global Assembly, would again mince into the chamber in a flamboyant style. He holds only a black conference folder with the Swedish coat of arms emblazoned on the front.

Upon taking his seat he pays his necessary respect to those within the chamber before displaying the national flag on the desk infront of him:

"Friends, can I not have five minutes to get a pedicure before the next resolution?"​

He made the comment in jest, the Ambassador being somewhat unconventional and a new style to international politics for Sweden.

José María Aznar enters the chamber and heads towards the Swedish Ambassador and takes a seat next to him and mumbles then sighs.

"Oh shit, here we go again...."

 

[Flying Damascas]

The Belgian Ambassador to The Global Assembly, Eduard Reims would enter the room to take his seat extending a warm greeting to his Japanese and Congolese counterparts as a gesture of friendship.

"groeten, heren." He said to the two of them in Dutch.

 

[Dutchy]

The Dutch Representative to the Global Assembly Bart Spijker entered the chamber and took his seat, greeting his colleagues on the way.

Ambassador Ostap Antonovych Ilchuk entered the chamber wearing a slightly crooked tie. Blue and yellow for Ukraine. He offered a small smile to anyone who seemed to be looking his way, hoping that was appropriate.

In the rush of morning he’d misplaced his glasses, but it was too late to do anything about it now. Using the boisterous Swedish Ambassador as a sort of landmark and counting over several chairs, he took what he presumed to be his proper seat and drew the day’s proposal from his folder. He had already illuminated it with highlighter and ink of various colors.

​ [ASSEMBLY MEMBER]: Jean-Pierre Ntsoni [DATE]: 05/1996 [VOTE]: DECLINE [REASON]: For developing countries that do not have the power to feed their children due to foreign imperialism, the history of colonialism, and a lack of any substantial international aid, applying these acts would be impossible. The Global Assembly would damn these nations for violating international code, further declining their economies and preventing the industrialization necessary to comply. To accept this new act for no proper reason would be an act of neo-colonialism whereupon those member nations with the economies to do so would willingly create a worldwide scenario where developing countries stagnate, or a form of 'aid' is given to occupy and raid the lands instead. Any government should see to fulfilling these promises themselves. ​

​ [ASSEMBLY MEMBER]: Ostap Antonovych Ilchuk (The Republic of Ukraine)​ [DATE]: 05/1996​ ​ ​ [VOTE]: APPROVE​ [REASON]: States do the most good for their citizens and the world when they invest in the future: children. Formal recognition of the preexisting and inalienable rights of children by the Global Assembly would encourage the protection of a vulnerable class. Encouraging states to protect individuals’ preexisting and inalienable rights does not infringe on state sovereignty. Elementary education, familial love, and security for children are universal values, ergo the proposal would not impose the culture of one nation onto another. In summary, the proposal has the potential to positively impact individuals and the world as a collective without infringing on the rights of states.​ ​ ​

The Portuguese Representative, running late due to his personal discussions with personnel within the Assembly, would rush to the Assembly hall before taking a seat. He would then read up on the presented material, along with the transcripts. He would then pass forward his vote.

Japan feels that this legislation is important, however, we do not feel that this should be binding because of the difficulty of implementation by impoverished nations. This legislation should be aspirational and/or opt-in for those nations which feel capable of upholding these standards. ​

The Norwegian ambassador showed up, sneaked inside, and took his seat as if he was inside the room the entire time. He sat next to the Swedish ambassador and looked at his notes to see what the hell was going on.
