This is the response of the Secretary General, NOT of Norway.

The Serbian official would not be allowed into the chamber because he was not from the government recognized by the General Assembly. He would be informed that another nation could propose a resolution to recognize the new Serbian government as the legitimate one, but that has yet to happen.

"The French vote has been cast. There is no changing or withdraw of votes," the Secretary General said in response to the French. "Furthermore, a new Serbian official from what appears to be the coup attempt in Serbia has arrived and wants to vote on this measure. He will not be allowed in and will not be allowed to vote because he is not from the government the Global Assembly recognizes as legitimate. Another member may make a resolution to recognize this new government, but this vote will go on as planned and will not be extended beyond the original time period. I am taking this position because members have called for swift action. We will complete this vote."

"Mr. Secretary General, will this new government nullify the Argentinian proposal, considering that the Argentinian resolution pertains to the previous and currently defunct Serbian government?" Representative Mach would ask innocently. "We see numerous inconsistencies with their resolution and request a parliamentary inquiry into this."

"The General Assembly is composed by nations and it is COMPLETELLY illegal to prohibit the representatives of a full GA member.

Serbia is part of the GA, and we have no right to vote on wheter we allow them in or not. Secretary General, stop this biased madness and stop being functional to interests Of a concentrated group.

If the serbian Government sends a representative it has to be allowed inside."

"Mr. Representative," Lieutenant Nguyen would speak up towards the Argentinian. "If we do allow an unrecognized government into General Assembly Chambers, does this mean that the Republic of Kosovo will get a seat at this table as well?"

This is the response of the Secretary General, NOT of Norway.

"Ambassador, if my nephew came to the General Assembly and said that he was the new representative for Argentina, I would not permit him in. From what we can see, a military coup has just occurred in Serbia. This new representative is not from the government we have relations with. If he is to be admitted, we must first recognize this new government as legitimate," the Secretary General concluded.

"This Body has relations with the power in Belgrade. If that power dispatches a reprrsentative de have to respect it.

This is the first time I hear about this "rule" since the creation Of the GA, and we saw many, many coups. Why now?"

"Mr. Secretary General," Linh Mach would say, rising to her feet. "Would you be open to creating a closed-door and barring entry or exit of all participants in these chambers until the vote has concluded to prevent outside tampering?"

Meanwhile, she'd turn to the Argentinian Representative.

"It appears that Argentina currently has a trend of going against the General Assembly. First, by unrecognizing a country that the GA recognizes... then recognizing a country that the GA does not. One country does not get to decide the fate of the many... isn't that what you claimed, Mr. Representative?"

"Serbia is as sovereign country. Kosovo is not."

Heading back to the SG.

"I would like to know where it is written down that a nation cannot withdraw Its vote. Or is it your personal call?

With all due respect Mr. Secretary, I would like for you to act in an unbiased and neutral manner.

You cannot shut out not only a member of the GA, but also a direct involved Party...

I have the feeling you are only deciding in favor Of one side, instead Of being equitative with both sides."

"Yes, Mr. Ambassador, you cannot shut out a directly involved party. Kosovo is a directly involved party and just because you flipped on your recognition of the fact that they're sovereign, a fact that the General Assembly has re-stated time and time again, does not change that. Nor does it change the fact that this General Assembly does not recognize the new Serbian government... yet."

The Canadian Ambassador would speak.

"We've known for a long time that the General Assembly was horribly organised with a poor structure of debate, seemingly it was created to be a change from the UN but it's nothing but a repeat. We don't get anything done here. Again, Canada is offering its services to chair debates with a proper structure in a manner which will get things done. Canada is proposing that the nations of the world come together and agree to disband the GA and replace it with a new UN, a proper UN, one where debate is properly structured and we have multiple organs and organisations to be able to discuss and resolve matters. And put it back in New York City for christ sake, this London weather is absolute shite. Canada will help to create a full list of debate protocol and how to run a debate for the chair, which should, in our opinions, be rotated between nations of that assembly or council or body."

"Kosovo is not a recognized country. They do not get a vote. Serbia is a member of the GA. They get a vote. It is very simple.

However, Brazil completely agrees with what the Canadian Representative has proposed. This GA has shown time and time again that is completely unable to handle any issue, whether in a dire situation to prevent a war, or even organize a relief mission after a disaster, natural or otherwise.

That being said, no way should the new assembly whatever its future name shall be, should be placed in New York. This Assembly, is already too Eurocentric, too Old World.

The majority of the world's population lives in Asia. A new assembly should represent the world that we live in currently, not the world as we knew it at the end of World War Two and onwards back to the Industrial Age.

I would nominate, Singapore or Shanghai, or even Tokyo. Some the world's biggest economies lie right there. They should have a seat at the table now.

The Serbian Representative, denied access to the Chambers, would state that since the GA did not recognize his government, it was only fair that Serbia reciprocates, and declared that Serbia is therefore not a Member to the GA, and in hawk to none of its authority. Furthermore, in response to this breach of decorum, no personnel of the Global Assembly, nor any force flying the Global Assembly's Flag, was to be allowed access to Serbia.

The Serbian "Delegation" would, therefore, depart from London, having nothing to do with the body. If any country's GA delegation wished to speak with a representative of Serbia's Government, they could visit the Embassy in London and chat with the Ambassador to the UK.

This is the response of the Secretary General, NOT of Norway.

As previously stated, the Dutch version of the resolution would now be voted on.

AMENDMENT ON THE RESOLUTION ON THE BALKAN CONFLICT BETWEEN THE REPUBLIC OF SERBIA AND THE TERRITORY OF KOSOVO

Article 1
The Republic of Serbia has to immediately recall all armed forces operating within the territory of Kosovo and refrain from pursuing any military action on said territory, with consequential economical and political sanctions. Further calls for a GA-peacekeeping force to be deployed to the Kosovo-Serbia border to prevent further incursions or retaliations.

Article 2
To call all third Parties, not part of a GA operation, to refrain from intervening, directly and/or indirectly, in this conflict. Should any of them violate the present Article, they will be made automatically subject to international sanctions, economic and political, in the form of embargoes and monetary fines to be paid to the General Assembly, among others.

Article 4
All further conflicts surreounding the Balkan region to be brought immediately to the General Assembly to be resolved through diplomacy. Calls for an independent GA review led by the International Court of Justice to look into the actions of this conflict and to persecute those on both sides which violated international law.

Article 5
The creation of a commission responsible for finding a diplomatic solution to the conflict, with an example being the negotiation of a two-state solution.

[VOTE]: APPROVE
[REASON]: Even though both the government of the Republic of Serbia and the military led coup of the Serbian Ascendancy it is still vital that the Global Assembly works towards a solution to the conflict to prevent a similar event from happening again in the future. The question of territorial integrity and the right of secession and self governance must be worked on in order to prevent conflict around the world. This amendment is a step in the right direction to return peace to the region as we work towards the foundations of a stable future.

[REASON]: There is no clear need for a peacekeeping force with the demise of the Serbian government and the relinquishing of all claim on Kosovo. Any force would be a waste of resources. The Republic of Vietnam looks forward to working independently with the Republic of Kosovo to repair infrastructure and damage to cities.

[ASSEMBLY MEMBER]: Juan Valdez
[DATE]: 01/2014
[VOTE]: DECLINE
[REASON]: Had the GA not wasted precious time listening to the Vietnamese representative droning on about political and philosophical history, the GA could have stood together and made history by agreeing to a peaceful solution to the problem weeks ago by the Argentines.

Instead of helping the Kosovars, many of you fought for their scrap of the pie.

But because the members of the GA sat on their hands whilst listening to Faux-Marxism from Vietnam until it was too late. Hence, the deaths of countless Kosovars and the representatives from the Norwegian diplomatic corps.

I believe some of the European elite questioned Argentina's and Brazil's intentions. "Why do they care about something so far away?"

But none of them objected to Vietnam's incessant speeches, and all of them voted in favor of, in some sort or another, of the Vietnamese plan that had no concrete plans, even though pressed by Brazil many times in the GA Chambers for an actual plan.

Not one of those countries mentioned that Vietnam is farther away from Europe than that of Brasilia or Buenos Aires.

Why not? It was just a land grab by the Europeans. Nothing more. Nothing less.
