Resolution on the Economic Situation in Russia
THE GLOBAL ASSEMBLY

DRAFT RESOLUTION |


The Assembly,

ALARMED, by the exponential rise in Russian sovereign and government debt over the past two fiscal quarters;

FURTHER ALARMED, by the continuous decline in Russian government capacity to handle the looming economic crisis;

DRAWING ATTENTION, to rise in crime, unemployment, and low health standards posing an catastrophic risk to regional stability, internal stability, and increasing the risks of radicalization, civil unrest, and civil conflict over dilapidated government services;

CALLING FOR, global consensus to take steps to alleviate the current economic crisis gripping Russia;

RECOGNISING, the failures of the Russian Government to properly manage their internal financial resources in allocation and distribution of government services, resources, and taxes;

RECOGNISING, the current economic crisis rests solely in the hands of the Russian government in their failing to undertake necessary responsibility for fiscal & monetary policy;

DISAPPOINTED, in the current economic management of the Russian Federation, its Governments handling the crisis, and its lack of sharing of information over the extent the crisis poses to the Russian state, and the greater global community;

REQUESTING, the Secretary General to continue to monitor the financial situation of the Russian Federation, and the Secretariat to continue to update the Assembly on the situation,

Have agreed as follows:

CHAPTER I. IMPLEMENTATION

Requests, the Russian Federation and the Secretariat to within 14 days of ratification of this agreement, ensure the allocation of necessary financial resources, full implementation of the provisions of the resolution, ensuring accountability to be maintained by all parties involved in the transaction,

Requests, the Russian Federation and the Secretariat within 3 days of ratification of this agreement, nominate a member of the Assembly’s financially contributing nations, to act in an oversight capacity, on behest of all shareholders,

Requests, within 24 hours of ratification of this resolution, the Russian Federation send a delegation to the Assembly to set up an emergency finance task force consisting of the responsible Russian ministers, directors, and officials, a group of finance ministers from the contributing member states, and the Assembly’s financial agency,

Requests, that the Secretariat ensure the full implementation of all aspects of the regulations and rules, government spending, grant allocation, monitoring and oversight articles, and methods of evaluation provisions of this agreement, and reporting to the Assembly breaches of this document,


CHAPTER II. FINANCIAL CONTRIBUTION

Recalling the purpose and responsibilities of the Global Assembly under Articles 1 & 2 under Charter I, Article 9 of Chapter III, Article 13, sub-clauses 2, 3, & 4, under Chapter V, and Article 22, 23, 24 of Chapter IX;
Recognizing the grave economic peril the Russian financial crisis will become, and the negative impact on global security, prosperity, and development;

1) Concerned with the implications of a global recession caused by a currency crisis as a result of the depreciation of the ruble,
a) recognizing its effect on regional economic communities in Eastern Europe with a sizable trade relation with Russia, on the implications of a depreciated ruble and dollar on remittance of overseas Russians, ethnic Russians, and regional trade entities,
b) recognizing Russia’s default on its sovereign debt with outstanding investments made by Western European firms putting the whole of Europe’s economic stability in jeopardy due to the inability of the Russian government to pay back investors and guarantee its own firms ability to maintain a healthy spending budget,
c) recognizing Russia’s deficit spending will negatively implicate the global economy through the interactions of multiple global firms and entities in purchasing of toxic assets from the Russian Government, and calling for steps,
ii) that will ensure fiscal appropriate to guarantee Russian imports/exports, returns on government bonds and state assets, and private firms within Russia

2) The member states are under no obligation from the Global Assembly, but are urged under the moral imperative to address this economic disaster, are asked to contribute to an Economic Disaster Relief Fund for the Secretariat to best appropriate to assist in debt relief for the Russian Federation, conditional on implementation of the terms outlined by this resolution,
a) Urging member states to reaffirm their commitment to global stability and prosperity in addressing the financial situation, the economic crisis in Russia
b) Recognizing the political independence of the Global Bank and requesting on the basis of its mission statement, provide a special allocation of $3,000,000,000.00 and if willing, additionally, providing a higher sum as deemed appropriate by the Governing Board of the Bank, in grants, to the Emergency Disaster Relief Fund

CHAPTER III. ACTION

ARTICLE 1.
1. Having considered the reporting of the Republic of Korea on the current situation in the Russian Federation, the General Assembly calls upon the Russian Federation to undertake the following provisions of the resolution to alleviate, cushion, and mitigate the effect of the current government economic crisis.

ARTICLE 2.
1. The Russian Federation, on the conditions stipulated by this resolution, shall be entitled to the funding of the ‘Economic Disaster Relief Fund’, to implement the provisions of this resolution, and where not in contradiction, and approved by the Secretary General, actions suggested by the Russian government.
a. The Russian Federation between the fiscal years 1998-1999 shall provide a full reporting of its government spending to the Secretariat.​
i. The Russian Federation shall freeze all current infrastructure projects and suspend discussions on future project proposals until the crisis is over.​
ii. The Russian Federation shall balance its budget by a margin of 5% +/- its current yearly tax rate, and shall prioritize debt repayment in its budget.​
a. The Russian Federation shall report its budget prior to domestic approval, to the Secretariat for approval on the spending allocations.​
iii. The Russian Federation is strongly urged, to reduce its defensive spending allocation to reallocate finances towards government services and debt-repayment, but reaffirming this resolution shall not place any restrictions or imply, the hindrance, limitation, or restriction on matters of the national defence.​
a. Requesting the Russian Federation, provided secrecy and protected from espionage by any member state, report its national security allocations to the Secretary General, to provide an accountable and effective oversight mechanism for its expenditure.​
iv. The Russian Federation will increase its current reserve ratio through its Central Bank to #######​
v. Improving transparency in management, improving governance structure, including the introduction of outside directors and audit committees, strengthening accounting and disclosure systems, strengthening independent anonymous reporting mechanism of malpractice.​
vi. Implementation of principles such as improving management governance in the secondary financial sector, blocking cross-shareholdings and unfair internal transactions within Russia, and prohibiting irregular inheritance and gifts of wealth by Russian national(s).​
vii. Expanding the social stability network and supporting small and medium enterprises and venture businesses, Preparation of 'comprehensive unemployment measures including benefits and services, establishing a social safety net, including the implementation of a national basic living system'.​
viii. Focusing efforts on fostering small and medium enterprises and expanding support by the government in the areas of promising return through support for revitalizing venture businesses to create jobs and revitalize the economy.​
ix. Capital liberalization through opening of the short-term financial market, including opening to foreigners, not limited too corporate/commercial/trade notes, bank transferable deposit certificates and short-term government bonds.​
a. allow foreigners to invest in domestic financial companies, foreign banks and securities firms to set up subsidiaries, abolish the total limit on a foreign stock investment, and allow foreigners to acquire domestic stocks freely, increases the proportion of foreign investment by domestic companies.​
x. Promoting foreign exchange liberalization, while taking steps to harden the Ruble through increasing government foreign reserves, selling of government gold and hard currency to ease the pressure on the Russian Ruble, allowing the Ruble to float against the Dollar, while measures to protect the Ruble being eased over stages.​

ARTICLE 3.
1. Ensuring the repayment by the Global Assembly, of all financially contributing nations to the Emergency Disaster Relief Fund, through the Russian Federation repayment scheme, to include the amount provided without interest, and holding Russia accountable by allowing financially contributing member states to seize, reallocate, and distribute seized assets, to recoup their contributions to the relief fund.

ARTICLE 4.
1. Maintaining conditionality of a continued supply of finances to the Russian Government on the implementation of the provisions of the resolution, and shall be required to all its provisions if it ratifies the resolution.

ARTICLE 5.
1. The Russian Federation shall allocate funding towards immediately repaying aspects of its sovereign debt held by foreign governments first, to its foreign shareholders second, to domestic debt holders third, and to domestic shareholders last.
a. The Russian Government shall ensure its full transparency in the process of allocating the relief funds appropriated resources.
b. The Russian Government shall in good faith, take steps to domestically address its governance and political institutions to ensure a repeat of the current economic crisis is avoided.

ARTICLE 6.
1. Calling for global support to take steps to assist the Russian Federation during these pressing times, and to set aside differences for the greater good of the global society, and the suffering of the Russian people.

CHAPTER IV. HUMANITARIAN CONCERN

ARTICLE 7.
1. Having considered the publicly available information on the status of crime, unemployment, and healthcare in the Russian Federation, the main submitter of this resolution asks the case and timeline for approving the resolution be expedited to account for the implications of delay in processing and implementation of this resolution.

ARTICLE 8.
1. Calling for all member states to donate medical equipment, pool medical expertise, and if required, provide medical support to the Russian Federation to alleviate the pressure on Russia's medical infrastructure and systems, while calling for Russia to take proactive steps to address its crime problems and provide a safe environment for citizens to prosper and thrive.
a. Recognizing as long as the economic crisis continues to persist, the rise in crime and health issues will continue to expand.​

CHAPTER V. PREVENTION

ARTICLE 9.
1. Calling for the creation of a global financial body to monitor the global economic situation and release reports and recommendations to member states on their economic activities, and providing a mechanism for global oversight on the economic situation, allowing for warnings and preventative measures to be taken.

ARTICLE 10.
1. Calling for the creation of the Global Economic Council made up of all equivalent finance ministers of all member states, to participate when deemed appropriate by the Global Assembly, Secretary General, and relevant global bodies, to address future economic crisis, issues, and designated questions.​

The assembly is now in session to address the economic situation in Russia. Representatives are welcome to enter the chambers in order to participate in the debate. We duly remind the esteemed ambassadors of the seating arrangement, which remains alphabetical. It's important to recall the need to support countries, by joining forces to address common development challenges in the economic arena. We should step up our commitment to multilateralism and to upholding the purposes and principles of the charter by securing financing for the Russian Federation which has become essential to sustain them. We will open the session with a statement from the South Korean Ambassador, Oh Joon.

Marc Kvet, Ambassador for Sweden to the Global Assembly, would stroll into the chamber, his pink sequin suitcase in tow and a warm Starbucks keeping his spare hand nice and warm whilst his elbow pinches a black conference folder beneath his armpit. As he enters he minces directly over to the seat beside Norway, swapping the nametags as he passes the Swedish seat before unbuttoning his blazer and taking his new self-appointed seat. As per the Swedish tradition in the Global Assembly he would place a small Swedish flag on the table and return to filing paperwork amongst his conference folder as he awaiting the remainder of the delegation.

Tono Eitel, Ambassador for Germany to the Global Assembly had been informed earlier that morning of the Global Assembly's Resolution on the Russian Economic collapse. He had personally received a call from Chancellor Helmut Kohl about the importance of the situation. He had been instructed to confer with Marc Kvet before moving forward as this could have huge implications for the Nordic Council with a power vacuum now hovered over Moscow. He entered the chamber wearing a black business suit along with his now essentially trademarked red and black stripped tie. He carried his black leather suit case in his right hand and held up the strap of his backpack with the other. The back pack was filled with snacks to get him through what was sure to be a long day of debate in the assembly chambers. He quickly scanned the room searching for the Swedish ambassador. Once he saw Marc Kvet, Ambassador Eitel headed for the nearest seat. He placed his things down at the desk and shook hands with the Swedish ambassador. After they exchanged pleasantries, he would lean in close and utter softly, "So Ambassador Kvet, What do you make of all this mess?"

The Korean Delegation had been assembling in the Ambassadors' office, as they began to iron out the resolution and other details...realizing their own translation errors, and discrepancies between the discussed resolution and presented resolution. An aide was sulking in the background head down as he felt personally responsible for accidentally submitting a different edition without checking with his superior. As the Ambassador waited, a lady in a dark navy blue jacket and skirt entered his chambers, the Ambassador stood up and respectfully bowed to the lady as she sat down in his office...Given the nature of these discussions, and the great peril, Seoul would not take the debate lightly. Sending their higher officials to the General Assembly to observe and report, but also intervene when required. Mrs. Cho Jiwon, a graduate of economics from University of Amsterdam and Seoul National University. Second Vice Minister Cho handed over recent news on the extent of the Russian Crisis...and how Europe was no longer isolated. As they discussed, another aide informed them that the session had started and the Ambassadors were going in. Ambassador Oh straightened his grey tie as he left for the session. The Korean Delegation followed the Ambassador, sitting at the designated seat as they awaited the remainder of the ambassadors.

Russian Ambassador to the GA Sergey Lavrov would enter the chamber and walk towards his seat. Upon finding it he would take a seat and place a suitcase next to himself. He was aware that he was currently in a room filled with sharks. The current situation left Russia open to attack from multiple sides. So, it was up to him to navigate these dangerous waters and ensure a good deal for Russia. He had also been handed a terrible position. It truly was unenviable. But, for the moment only two other Ambassadors had arrived, though they were probably the ones he had to keep an eye on the most. Given recent relations. But then again, there had been a thaw which could be useful.

Marc Kvet darts his eyes over to the German Ambassador and embraces him with a smile and a handshake "To say the very least, Ambassador, Sweden has gone from having around 70bil invested in European stock which continued to grow to now being in a 27bil in the negative. I'm not impressed. I'm sure the international community isn't impressed. Let's see if the Russians can redeem themselves." he places his pen on the desk, darting his eyes over to the Russia Ambassador across the room. The blatent tension between the two Ambassadors was apparent yet confusing to Marc, especially given the successful conversations that had occurred between the two states only a couple of months prior. Marc simply presumed that Russia had once again been brainwashed and made a quick note to that effect in his notepad - it was clear that no matter what bilateral relationship was in place between Russia and Sweden the tension would continue, with the aid of Argentina propaganda.

As the South Korean representation walked in Ambassador Kvet would briefly stand and offer a quick nod in respect - after all it was their proposed resolution and the first time their country was to be represented in the Global Assembly.

T. S. Tirumurti Ambassador to the GA for India would walk into the chamber wearing a custom tailored blue suit that appeared to be made of silk. He would be carrying a brief case in his right hand and a coffee in his left. tucked under his right arm was a binder filled with documents. He would look around the room and notice 4 Ambassadors. He would nod to them all as he walked by them. He would then place his items down by his chair and start shuffing through the paper in his briefcase as he pulled out 3 folders, one red, one yellow, and one black. T.S. would then make his way over to the Russian Ambassador and spoke in a low tone so that the other Ambassadors could not hear.

"India stands with you, however we are deeply concerned for the welfare of Russia, India will do everything in it's power to support Russia during these difficult times." He would then give the Ambassador of Russia a pat on the back. T.S. would then return to his seat.

The Korean Ambassador would nod as well to the Swedish Ambassador as they took their seats, the Korean aides sitting behind the Ambassador handed him different papers, notifying him on news such as Russia's decision to print more rubles. The Ambassador merely shook his head as he sat down, and waited for the other delegation to be seated. The Korean delegation put the relevant papers and folders in front of the Ambassador...beginning the waiting game. As the Indian Ambassador walked in giving a nod, the Ambassador reciprocated.

For the first time in his tenure as Ukrainian Ambassador to the GA, Ostap Antonovych Ilchuk was on time, prepared, and calm. As had become a habit, he entered the chamber with three cups of coffee--one for himself, one for the Polish delegation just in case they did arrive, and one for Lavrov. He would place the to-go cup labeled 'black' on the Russian's desk as he walked by. There would be no note in it this time. Ostap would then take a seat, patiently sipping his mocha as he waited for the session to begin.

Luke Adams, the American Ambassador to the Global Assembly, walked in and looked around the chamber. He noticed the Russian ambassador who was presently sitting alone. He walked past some of the other representatives and sat next to his Russian counterpart before setting his black briefcase on his desk.

“Hello, I’m Luke Adams,” he said as he extended his hand to the Russian Ambassador. He removed a small American flag from his briefcase and put it in the holder on the desk in order to indicate his nationality.

After the small greeting, Luke would lean in and say in a hushed voice that only the Russian Ambassador could clearly hear, “A lot of vipers in the room today... I’m not one of them,” he noted, and then sat back. He had also brought a cup of coffee with him, which he took a sip from as he leaned back in his chair.

Armando Salazar would arrive to the chamber, and notice the other representatives there, he would survey the chamber, looking for friendly faces. As he moved into the Spanish Seat, he would nod, greet the other ambassadors. He would put his belonging in his seat and then move towards the South Korean Ambassador and their delegation, he would bow as a cultural gesture towads the South Koreans. "I believe we haven't meet yet. I'm Armando Salazar for Spain, I'm looking forwards to discussing this resolution put forwards by South Korea, its very good that finally someone is looking at the problem that this debt is causing. And I believe that the international comunity can help Russia." He would smile and wait for the South Korean to answer.

The Koreans were talking amongst themselves as they observed the different delegations moving together, jolting down small bits of information such as the Indians and Americans speaking with the Russians and the Swedes and Germans speaking amongst themselves. Noting the Ukrainians giving the Russians some coffee, and the Spanish who had just entered...the Ambassador spoke with the Vice Minister explaining the reality of the debate would become a political battle...not a substance one...as they discussed how they would attempt to appeal to the growing rifts amongst member states, an aide interrupted informing them that the Spanish Ambassador was coming forward. The Ambassador got up, closing his suit as he reciprocated with the boy that the Spanish Ambassador had instigated. The "Hello Ambassador Salazar, it is a pleasure to meet you. Thank you, I hope we can work together and bring a fix to this situation...unfortunately...he said as he the American representative sat down next to the Russians, "We may have to deal with the politics of handling the crisis before we can handle the crisis itself. I look forward to Spain's constructive criticism where we disagree and for Spain's support when were we agree. Hopefully, we can advert a global economic recession."

Russian Ambassador to the GA Sergey Lavrov eyed over the coffee that the Ukrainian Ambassador to the GA had placed in front of him. He gave it a once over, and looked under it for a note only to find none. What was the message behind this maneuver? The coffee was black. Maybe the label meant something? Black. That did not bode well. Perhaps it meant that their relations ad darkened? He had not been made aware of anything that had happened between their two nations.

Before he could give it any further thought Luke Adams arrived. "Ah, yes. Luke Adams. A pleasure to make your acquaintance. I'm Sergey Lavrov." he would say accepting the handshake. Speaking in a more hushed tone now."I have been informed that there are efforts being made for closer relations between our nations. This is a good sign. I have my suspicions about the Swedes, but they have not made any hostile moves in some time." he would say before glancing around. "We are considering selling off navy vessels to alleviate our debt. This will hurt our force projection, but will satisfy the Global Bank. If that isn't enough our airforce is next on the list." he said in his hushed tone.

"Oh you don't have to worry about our support, I'll read again the resolution your delegation has proposed, but I can say that you almost certainly have our support on this" He would say quietly only for them to hear. He would look around the chamber and also seeing the Americans and Russia. "Maybe you will also have the support of America, but its hard to tell."

Ambassador Adams listened closely to the Russian ambassador and made a few notes, in Latin, in his notebook.
“It’s encouraging to hear that your government is taking serious measures to fix this crisis,” he responded in an equally hushed voice.

“You don’t need to worry about us doing some silly posturing with our own Navy. What do you think of this resolution?” he asked quite directly. The ambassador wanted to know whether the Russians wanted the resolution to pass, fail, or be changed.

"We have some issues, but we cannot fully decline it as that would reflect badly. We will have to compromise. Our issues with this resolution will be with some of the wording, terms, and conditions. For example:

The lines

'RECOGNISING, the failures of the Russian Government to properly manage their internal financial resources in allocation and distribution of government services, resources, and taxes;

RECOGNISING, the current economic crisis rests solely in the hands of the Russian government in their failing to undertake necessary responsibility for fiscal & monetary policy;

DISAPPOINTED, in the current economic management of the Russian Federation, its Governments handling the crisis, and its lack of sharing of information over the extent the crisis poses to the Russian state, and the greater global community;'

Which I think are being completely unfair to the Russian Federation. We want the wording toned down in the final version. Wording like this is dangerous. You know why? Look at the incidents in 1993 and 1995. The Communists still have enough influence that they could whip the people up over this. If it is made to look like the Russian Federation is incompetent then they might try another take over with popular support this time. I have been warned by FSB Director Vladmir Putin that Communist nostalgia is starting to kick off.

Secondly in CHAPTER I. IMPLEMENTATION it states

'Requests, the Russian Federation and the Secretariat to within 14 days of ratification of this agreement, ensure the allocation of necessary financial resources, full implementation of the provisions of the resolution, ensuring accountability to be maintained by all parties involved in the transaction,'

Which is somewhat vague. It says allocation of necessary financial resources. How much is necessary? This leaves things open for goalpost moving. We dont want to allocate and then have the appointed body say it wasn't enough and then penalize us. So we need everything to be concrete to avoid this.

'Requests, that the Secretariat ensure the full implementation of all aspects of the regulations and rules, government spending, grant allocation, monitoring and oversight articles, and methods of evaluation provisions of this agreement, and reporting to the Assembly breaches of this document,'

We want less power to whoever is appointed. As in, if we want to have the ability to veto and implement our own fix or plan if we feel that the suggest made is not to our best interests. A lot of this document involves having us need to seek approval for things and or needing to implement what ever the presiding body deems fit. We are a nation, and deserve to be able to have control and final say. If we do not then we will look weak and that give the soviet hardliners more ammunition.

In Chapter II Section B it states

' b) recognizing Russia’s default on its sovereign debt with outstanding investments made by Western European firms putting the whole of Europe’s economic stability in jeopardy due to the inability of the Russian government to pay back investors and guarantee its own firms ability to maintain a healthy spending budget, '

We dont like the language here. Given time we could and can repay our debt. However outside pressures are making it to where we cannot. We want this reality reflected in the language. We believe given 10 tax periods we can be back on our feet, no problem. But the looming threat of a economic crash for the markets has forced action to be taken.

Under CHAPTER III. ACTION

'i. The Russian Federation shall freeze all current infrastructure projects and suspend discussions on future project proposals until the crisis is over. '

We want to be able to complete all current projects and orders. Otherwise, this will take even more jobs away. We need to keep people employed. During a similar economic downturn it was important to keep people working through national projects. If we do not keep people working the result will be increased homelessness and also more sympathizers for the communist hardliners.

'iii. The Russian Federation is strongly urged, to reduce its defensive spending allocation to reallocate finances towards government services and debt-repayment, but reaffirming this resolution shall not place any restrictions or imply, the hindrance, limitation, or restriction on matters of the national defence.

In the interest of national security we want to be able to keep our defense spending at it's current percentage. We need to be able tp pay our soldiers afterall. Not only that but we are unsure we want to report key details like that to the Secretary. We are willing to offer something in exchange. Cooperation with the GA Peace Keeping task force with a donation of men and equipment.

We want to avoid some of this as certain practices have proven unpopular in Russia. For instance, privatisation some are saying is disasters as prior to them insiders took advantage as Kleptocrats. We would actually prefer some controls be put back in the hand of the government. We do like however that seemingly some aspects of these target oligarchs and kleptocrats. The increased crime rate is making things easier for them however. We want additional funding to combat these people.

We want to be able to also control what gets sold to foreign investors and what they are able to get in control of. The sale of Russian shares as already been controversial.

ARTICLE 3.
'1. Ensuring the repayment by the Global Assembly, of all financially contributing nations to the Emergency Disaster Relief Fund, through the Russian Federation repayment scheme, to include the amount provided without interest, and holding Russia accountable by allowing financially contributing member states to seize, reallocate, and distribute seized assets, to recoup their contributions to the relief fund.'

Under no circumstances do we wish for contributing members to be able to seize equipment that could harm us in the long run. If they do we want a clause stating that assets will be demilitarized first and then the seizer will have to militarize it themselves.

Those I think are our main concerns. I am sure I will notice more as we go. But we have to make sure above all else we do not under any circumstances give the communists ammunition more then they have."

The Ambassador also looking at the varying blocs before responding to the Spanish, "It will be tough to convince everyone, some will want stricter measures and others will want lenient ones...then the friends will back each other, and the negotiations will halt. I believe this time however, the Europeans will be forced to compromise to end the crisis, and the Russians will be forced to compromise to get the cashflow they need...Thank you for your support. Sylvi Listhaug outside the chamber with a look of confusion as clutches onto her briefcase, she had arrived straight from the airport as it was a brand new posting to become the representative to the Global Assembly for her. She offers an awkward smile as she moves past everyone before bringing herself down into an empty chair as she smiles towards the Swedish Ambassador sat next to her. She offers a smile to her counterpart as she opens her notebook to take notes whilst she pulls a bottle of coke from the confines of her bag and takes a sip on the drink as she attempts to catch up after not making the best first impression as she was late to the session.

Benjamin Cave, the Global Assembly Ambassador for the United Kingdom sauntered into the chamber. Donning a black trench coat, a brief case hoisted in one hand and a McMuffin he had invested into as the call came in of a resolution. Albeit late, Mr Cave made his entrance and greeted each delegate on the way to his seat. Almost coming to a halt at the sight of the Russian Representative; recollecting the homeless person he had just passed who possessed similar features. He continued to his allocated seat and made himself comfortable before whispering to his American colleague when in distance "No Canada again? Slightly concerning."
