​ [ASSEMBLY MEMBER]: Peter Ochanga​ [DATE]: 12/01/2014​ [SUBJECT]: Resolution of the Sovereignty of French Overseas Possessions​ ​ [DRAFT]: Given that the sovereignty of the citizens of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin has changed hands without their consent or consultation.​ ​ Given that the transfer of sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin has changed the status quo of global security.​ ​ Given that the transfer of sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin was a bilateral decision taken without the consultation of any elected body.​ ​ Given that the transfer of sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin has increased global tensions.​ ​ The Global Assembly Finds:​ ​ 1. The Sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin shall be immediately transferred over to the Global Assembly.​ ​ 2. The Global Assembly shall authorize the local governments to maintain normal activity upon the islands.​ ​ 3. The Office of the General Secretary of the General Assembly shall organize referendums in Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin so that the citizens their shall be given their right to self determination.​ 3a. The International Court of Justice shall provide oversight and aid to ensure that the referendums are free and fair.​

This is an Announcement made by the Secretary General, Mr. Figueroa

There will be an AMENDMENT to this Resolution that will include all Territories gained through Diplomatic means after 2001 —
This is to include GOTLAND, a Province in the Baltic Sea currently owned by the UK of Great Britain and Northern Ireland
And, RIO GRANDE DO SUL, SANTA CATARINA, PARANA (Etc) currently owned by the Republic of Argentina


The Nigerian Representative claims the French Islands changed hands without their consent or consultation. (1) Though, Historically the same can be argued against all Territorial claims by Argentina and Great Britain.
This Resolution has set the Precedence to decide on whether all Overseas Territory that were gained Diplomatically between the Period of 2001 to 2014 should also be transferred over to the Global Assembly.
That, to those means will include all Territories SOLD, TRADED or gained through BILATERAL means without the consultation of any elected body or explicit consent by the Population(s) of those States, Provinces and Regions.

Dutch Representative to the Global Assembly Stefanus van der Laar would enter the chambers with his delegation and take his seat, patiently waiting for other delegations to arrive.

The Formosan Ambassador to the G.A., Cheung Qiu, would sit down, awaiting the proceedings to continue.

The Australian Permanent Representative, Gillian Bird, would arrive in the chamber.

The Thai representative, Sumatra Ratana would arrive at the chamber and take his seat.

The argentine representative would attend the meeting, taking some private additional papers safely stored in his briefcase regarding the upcoming impeachment of the Secretary General of the GA.

The Nigerian delegate, Peter Ochanga would arrive, all smiles greeting his allies and taking his seat with his delegation. Clearly happy that his resolution had been accepted and even expanded by the Secretary General.

The Norwegian ambassador to the Global Assembly arrived to the chamber and took his seat among the other delegates. Before entering the chamber, he purchased a Coke and brought it in with him. He never saw anyone bring a drink into the chamber before, so he tried to casually hide it under his suit jacket as he walked in. Once he was at his seat, he took the Coke out, and occasionally sipped from it.

The Norwegian ambassador, after taking several sips of his Coca-Cola, stood up and put his hands in his pockets. He looked around and said, "The diplomatic transfer of territories by nations who are not under duress is recognized as an inalienable sovereign right by any nation, including Norway. Therefor, we cannot support this resolution," he said before he sat down.

The Chinese Ambassador would arrive and sit next to the Argentinians. Commenting on the weather.

Koro Bessho, Japanese representative for the GA would arrive to and take his seat.

"So, are we going to start discussing this resolution or is everyone in agreement to follow up with the voting. As China does not see any issue with this resolution so far."

"Neither Global Assembly and nor the CIS nations should decide the sovereignty of French overseas possessions. It is upto French Government and Dutch government's hand to make an formidable decision on what will happen to these territories and we already ratified the Treaty of Phillipsburg. As a result, the CIS nations have no business to deal with these overseas territories. We should decline the entire resolution. Again, French & Dutch government will decide the fate of these territories."

"It was not long ago that the GA was formalizing it self to give land to the province of Kosovo, which unilaterally succeeded from Serbia. I believed that this measures would follow your guidelines such as previously on the last resolution."

"Again that is none of China's or any land grabbing nations concern to bring up this matter. French will decide the fate of these territories."

"France already decided it? By giving them to the Netherlands, without even thinking of the repercussions it brings to the people living there? Also which nation are you referring to as a land grabber nation? Because, I do believe that's a very odd statement coming from a nation who ordered an attack akin to a terror strike on another nation, and the issue is, that it can't be even disproved, its been recorded and filmed..

If your state, is done dealing with this, then why not just put this up to a voting procedure?"

"Then why we vote in that matter. The Treaty has already been ratified. Both of the party, Dutch and French will decide the future of these territories. The land grabber is Argentina. We must stop their empire. I called them land grabber because they want to grab the land from weaker nation and bully them as powerful nations. I must rest my case."

"My government wishes to share it's gratitude with the Nigerian delegate for submitting this resolution. We see the involvement of the Global Assembly as a positive development on the road to peace. While we endorse the motive and aim of this resolution, I wish to share some concerns and hope that my Nigerian colleague and any other ambassadors are willing to work to a viable solution."

"This resolution has the same aim as the Treaty of Philipsburg, brining innocent civilians out of the war and guaranteeing their safety under a flag of neutrality. Transferring sovereignty from the Netherlands to the Global assembly gives those inhabitants an even greater chance of continuing their way of life. However, we wish to see certain articles added to the resolution to guarantee the freedom and security to the island, if any nation were to attack and invade those islands there is nothing that dictates whether that would lead the invaders being sanctioned or subject to a GA-led liberation force. How does my esteemed counterpart from Nigeria seek to prevent such action?"
