No news reports have been made, and the active foreign participant Sweden is also oblivious as of yet as to who killed the foreign minister and why. The only public news is the tweet made by the Governor-General. This President should have no clue about the event unfolding in South Africa.

His excellency, the King of Saudi Arabia, Fahd bin Abdulaziz Al Saud would make a flight with his minister of Foreign Affairs on a 747SP directly to Ankara. Knowing he was gravely late he would allow for a lighter security force of just 20 armed guards to escort him in a vehicle provided by Turkey to the other delegates to rush to the meeting. Once Entering he would smile and greet the others in Arabic and English.

I think that each one of us should respect each other’s national agendas, unless they are a detriment to another member state you need to just let it go and support it. Meanwhile the Chinese would be signaled that the Summit was about to start in the next half hour, they were encouraged to begin their journey from their hotel to the Justice Palace ASAP.

As the information was received by the chinese delegation, the VIPs and representative hurried themselves preparing for the summit, reviewing every topic at hand and hurried off to the Justice Palace, as they rushed through traffic they finally arrived and immediately entered the venue for the summit, the delegation and representatives then head towards the meeting room and find the it bustling with activity, they attempted to signal other representatives that they are here and waited for their responses

President Acho would take his drink looking squarely at the Turkish president. He has already spent more than enough time on the Congolese delegation. He reminds himself he is here for the nation and has wasted enough time on the Congolese. He raises the glass in the direction of the Turkish president and with a broad smile says, "Obliged, Mr. President."

President Acho would then open his Intel laptop and go over some notes, all of which are encrypted, on Saudi Arabia and on China.

The Emperor would settle down, smiling broadly, before standing back up and walking over to greet the newly arriving delegates.

"Hello, King Al Saud! What a pleasure it is to meet in person, I have heard great things of you from our mutual Turkish friend here," He gestured towards the Turkish President, "I do hope that we get off to a very good start indeed." With a handshake and a parting smile, he would move over to greet the awkwardly standing Chinese delegation.

"Greetings, greetings, welcome to the Summit! Apologies, our host has his hands full with another individual at the moment, so from the Congolese people, I welcome you wholeheartedly. I have heard little of China on the international stage recently, and I hope that is soon to change. I believe grreat things will come of this meeting of nations." The Emperor would go through the delegations, shaking each man's hand in turn, smiling and greeting them individually.

“greetings to you too your Majesty, we are honoured seeing you and many other representatives right here in this summit, we are very hopeful for a positive outcome for everyone here. We are not very active yet on the international stage but we will be trying our best to leave a wider footprint throughout the world. Excuse us your Majesty we will be heading towards our chairs now, because we are quite eager to settle in. Thank you.”

the Chinese delegation calmly sit on their assigned places and opened their notes and laptops, quietly chatting with each other and waiting for the other representatives to settle in.

”Welcome everyone to the summit, I thank you all for attending and for taking time out of your limited schedules to meet Here in the beautiful city of Istanbul where we have made sure that you all could have the best accommodations possible While engaging in diplomatic procedures.

As you can probably assume from my own government‘s statements in the Global Assembly a week ago, we are here on the basis that the current Global Assembly is not enough, instead it is run by westerners that seek to take advantage of their position in the Assembly for their own gain. Each one of our nations in history has been oppressed by a western power seeking to grow their own wealth, for instance Nigeria and Congo, you were oppressed for decades by British and Belgian colonial Rule and had no say in the governing of your own state. China, continually and repeatedly the west has taken advantage of your prosperity, from the British stealing Hong Kong for a century and forcing your people to be addicted to opium substances to the filthy American Government trying it’s hardest to destroy your up and coming economy. In Saudi Arabia, the west has more times than one can count tried to take advantage of the booming oil and gas economy that is set to bring your country to the forefront of the international stage.

The UN might of worked but clearly the GA does not, it cannot work, because those who have power sit in their fancy cities in Europe or North America. This cannot and will not stand. They push us around, try to influence our own policy and threaten war for the tiniest infraction constantly, this isn’t right and it’s time things change.

Why can’t China take Taiwan? The West is why.
Why can‘t Congo acquire it’s rightful coastal territories? The West.
Why can’t Nigeria eliminate Islamic northern terrorists? The West.
Why can’t Saudi Arabia control it’s rightful territorial waters and annex territory taken away during the colonial times? The West.
Why can’t Turkey, my own nation, control the influence and spread of Kurdish terrorists as well as eliminate the oppression faced by Palestinas and Turkish Cypriots? The West.

I’m sure you get my point here, the west stops all of the ambitions and claims that we ought to have. So that is why we have created the Global Community of Independent States. We stand for collective defense of the interest of every member. We don’t look at each-other through the lens of ideology or religon, but through respect of the interests of each Other and the goal to prosper economically, culturally, and militarily. With the creation of the GCIS we can work together in order to ensure that foreign interference will not and cannot occur, but if it does we strike back with a force ten times greater than that of our opposition. No barriers, no Problems. Complete domestic production privileges to all members for all military and civilian equipment, increased trade connections, defensive pacts, bilateral support, joint expeditionary exercises, the list goes on. We will grow together and can become the greatest powers the world will ever see.“

The president would take a sip of water and continue.

”This is just the beginning friends, we can do so much more together than what the west can and all you need to do is join.”

With that, Minister Hulusi Akar, in full ceremonial military clothing, would come to the table and pass around draft founding articles of the GCIS, these would include predominantly defense articles and further articles could be added following the signatures of all present. The president would sit back down and wait for the responses of the members present.
Article 1
The Parties undertake, to settle any international dispute in a peaceful manner unless the need arises to engage in a hostile manner if National Interests of a Member are put into jeopardy.

Article 2
The Parties will contribute toward the further development of peaceful and friendly international relations by supporting member governments no matter the ideology of the member and teaching their constituents on the importance of which these institutions are founded, and by promoting conditions of stability and well-being between member states. They will seek to eliminate conflict in their international economic policies with friendly observers and members and will encourage economic collaboration between any or all of them.

Article 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous le and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack and maintain an offensive expeditionary force.

Article 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 5
The Parties agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the former United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of member states and surrounding regions.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Military Board. Such measures shall be terminated when the Military Board has taken the measures necessary to restore and maintain international peace and security or achieve the goals of an offensive operation.

Article 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

  • on the territory of any of the Parties in or on the Islands under the jurisdiction of any of the Parties.
  • on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force.

Article 7

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 8
The Parties hereby establish a Board, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Board shall be so organised as to be able to meet promptly at any time. The Board shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article 9
The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the members to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the Republic of Turkey. The Government of the Republic of Turkey will inform each of the Parties of the deposit of each such instrument of accession.

Article 10
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Republic of Turkey, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories.

Article 11
After the Treaty has been in force for two years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in member states.

Article 12
After the Treaty has been in force for four years, any Party may cease to be a Party six months after its notice of denunciation has been given to the Government of the Republic of Turkey, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

Article 13
This Treaty, of which the English and foreign language texts are equally authentic, shall be deposited in the archives of the Government of the Republic of Turkey. Duly certified copies will be transmitted by that Government to the Governments of other signatories.

Article 14
Member states are obliged to conduct themselves in a way that ensures the prosperity of all member states, this includes granting a zero tariff policy to all members when organizing international trade. Tourist visas will also be issued to all member state citizens to encourage international tourism between members.

Article 15
All member states shall be given equal rights under voting rules in the Independent Assembly, a single vote for a single member. There will be no veto and in case of ties votes will restart until one side gains a majority. The Independent Assembly Speak will have no power beyond start and ending sessions, counting vote tallies, and maintaining order within the Assembly. Power will be given to all representatives to speak their opinion without interruption and propose new treaties, alliance, economic policy, and other legislation. Member states may Vote Yes, No, or Abstain during these sessions. Observing members may not vote but are allowed into the chamber which will be located in Istanbul within the Justice Palace of Istanbul until the new GCIS headquarters building can be established. After this all GCIS activities will occur within this structure.

"I have just one concern, and that is with article XI. Does this mean that no new articles can be added, or existing articles amended, until that date? Because I feel this significantly restricting. I believe new articles should be able to be written and amended immediately following the ratification of the treaty. Another concern I have is with Article XIV, restricting the GCIS' function to a single location. I believe that instead, the founding parties should each have their own locale for GCIS activities, all of which are legitimate and can be used interchangeably. This ensures not only that one nation does not become dominant by utilizing force at one location, in which case that locale can become inoperable and meetings continue in a separate location, but also that no nation becomes dominant simply by controlling the center of the organization. It also will account for potential man-made and natural disasters putting a location out of operation."

After speaking for a while to one of his assistants, typing away at a computer, he produced a new paper.

Article I

After this, all GCIS activities will occur within these structures.

As the draft was passed around, the Chinese VIP's and representatives carefully read what was written, they looked at each other and discussed how can this benefit China, a lot were satisfied, but some were skeptical, furthermore, there was also a second draft made by the the Empire of Congo which they favor more than the original draft, because some articles in the original draft were one-sided, and it all points towards the republic of Turkey, having a single and only location of centralized power is utterly dangerous but also impractical, like for example, what will happen if Istanbul and the whole of Turkey is being invaded by a foreign power(s) and not to mention natural disasters, the representatives agreed perhaps a change is needed to make it fair and practical for all parties involved.

The Chinese representative made himself known and talked in Mandarin, his interpreter then said: "This draft so far is very informative and detailed, I believe Turkey truly wants the best interest of all parties, but, I could say, that me and my staff are quite confused how everything is centered around the republic of Turkey, surely it is perhaps impractical to centralize all power here, we understand that Turkey want the Headquarters to center around them but what happens if a foreign power decides to blockade the country or decide to patrol Turkeys airspace and no one can go in or out, metaphorically speaking it will be a disaster for the snakes head to be cut off easily if such unfortunate situation happens, not to mention natural disasters, we support it but we just want to know your opinion regarding this and want some assurance, we are also worried that this may encourage aggressive foreign policies for member nations, we do support nations who have a major casus belli towards another country or territory but should not be done casually. Lastly, We also would like to point out that we are open to corrections from all of you if think my party have misunderstood some parts of the draft. Thank you."

The Chinese representative then leans away from the mic then silently discussed again with his staff regarding the two drafts made my both the Republic of Turkey and the Empire of Congo. They all waited patiently for the concerns or responses of other representatives.

There would be much nodding and scribbling of notes listening to the English translation of Mandarin. President Acho of Nigeria would speak into the microphone next. "First I would it is an honor being here and I thank the Government of Turkey for the invitation. I would also like to extend of warmest greetings to King Saud and his nation as well as the Chinese as our own governments have not yet opened lines of communication. He would then nod towards the Congolese delegation, "And our friends from the Continent who we've been able to meet once.

"The first bullet point of the agenda was to discuss the effectiveness of the GA, Now I feel we have a very clear idea of what the Turkish government thinks. Before the Nigerian government can even conceive a joining a far-ranging alliance that spans three continents, different cultures and histories, we sit down and ask ourselves, collectively why we are here? How do our aspirations for our countries align? What do we think of the effectiveness of the GA?

Since my government took power, the South African issue, seems more like an issue of inaction, or an inability of some nations, as opposed to any conspiracy of Western nations. I will say this now, if it were 2003 and my government was fully in place, Sweden would have never even attempted to do what they did.

We are here because we are dissatisfied with the GA, but collectively what are your complaints? Or, how can we make it work to our advantage?"

After the Nigerian delegation spoke, the Chinese side looked at each other and nodded, then signaled their own representative to also speak up, Translated to English from Mandarin he said: "To answer the question from the Nigerian representative, from our perspective we are here to commit to build a new chapter of a global community, wherein members can rely on each other to achieve prosperity and confidence, as well as action instead of idleness. As a nation, I am here to spread influence and culture of my countrymen, in order for us to showcase what we can offer in terms of soft power and hard power. The issues we have whether from the west or from our region is also one of the major reasons why China is here, as this is the beginning of a new global community, if it comes to such arrangement we hereby support a bloc of east versus west, east which starts from the country of Turkey towards the edge of New Zealand, and this has nothing to do with race just geographic location. We believe a global rivalry can spur nations into action and enough motivation, giving the world population something to look forward to, while others may perceive it positively or negatively, it might not matter in the end as one cannot exist without the other, just like business, if there is too much of one thing then the market will grow into stagnation, let us be the force that pushes the world to its limits, ultimately, the only thing we can do to achieve our goals and ambitions is to move forward collectively as partners. In our opinion, less bureaucracy, more action towards philanthropy and a bit of hard power can overturn global economy and image towards our favor. Thank you."

The Chinese representative then leans back from the mic, looks back to his staff, and saw them giving him a thumbs up then waited patiently for a response from other representatives.

“I like the idea of this global alliance but I concur with the other members on Article IX. In order for us to truly differentiate and become different from the UN and GA things need to be more independent, But I do understand where you are coming from president. I think that having a central location for voting and other duties is needed but at the same time I think that we should have local offices in each capital to conduct affairs as well. I would be willing to sign the revised Congolese Draft if you agree to it President.”

The Nigerian President would speak up. "I would like to thank each one of your for your answers, but no one as actually articulated why they dislike the GA. I have mentioned the ongoing crisis in Sweden. Turkey has brought up the Palestinian issue several times, although I still would like to be shown proof that the Palestinians are being terrorized. Gaza and the West Bank, for sure are separated and the Palestinian's live in misery, as do many around the world. There are many in my country, which is why i have been trying to build infrastructure projects and schools to help my poorer people.

Also, are everyone one of you willing to commit to a defense pact with someone you only spoken to for an hour? What if one these nations commits an egregious international incident that has nothing to do either of us, and that we do not agree with? We are still bound to war? And as far as regional offices for an alliance, aren't that what embassies are for? I was really hoping to hear more about what unites other than we think the GA stinks. I would like to thank the Chinese delegation for stating they would like to spread their culture. But does anyone else have anything to add?

The Emperor stood once more. "As clearly shown by the Swedish occupation of Africa, the GA can easily be caught up in bureaucratic tangles even on what should be the simplest of decisions. The single proposal made has already been shot down and rejected, and there seems to be no action from the organization to halt Sweden's colonial and imperialistic pursuits.
