Dear Minister Akhmetov,

To combat global emerging threats, I believe that collaboration between Russia and India is crucial for Indian security, especially so with the large quantaties of Russian equipment the Indian Armed Forces operate. As such, I wish to propose that we, acting as representatives of the Gandhi Empire and the Russian Federation, discuss defence relations, either in-person or on the phone.

Futhermore, the Gandhi Empire wishes to purchase, from the Russian Federation, a number of military systems. These include a 20-aircraft squadron of Tu-22M3 maritime strike bombers. Furthermore, we wish to get Russian approval for the use of the S-300FM (SA-N-20) missile system aboard a new class of Indian air defence destroyers, based on the Delhi-class destroyer. I believe that a discussion outlined above should also mention this requested purchase.

DH Fernandes would co-ordinate with the Gandhi Indian Air and Space Force to organise a Boeing 737 BBJ aircraft to transport himself plus an entourage composed of a External Affairs Department advisor, an adivsor (rank of Colonel/Group Captain/Captain for Army, Navy and Air and Space Force respectively) from each service arm plus a Coast Guard Assistant Commandant and a 7-man CPP team. The aircraft's flight plan would be sent to the relevant international and Russian agencies, with Minister Akhmetov included in the document's receivers.

They would lift off from Palam AFS in Delhi at 7:30am on the 14th. The aircraft would follow all international standards, rules and regulations for air travel. Avoiding the Himalayas, the aircraft would head for Moscow's A.S. Pushkin International Airport (ML->MM->MN->LN->LO->KO). Once entering Russian airspace, the aircraft would follow all procedures and directions ordered by ATC.

As the aircraft crossed into Russian airspace, the control towers of Moscow monitored every move, while Russian radar operators adjusted their focus, tracking the Indian delegation’s flight path. The sleek Boeing 737 BBJ descended through the low-hanging clouds over Moscow. Below, the vast expanse of the Russian countryside gave way to the urban sprawl that was the heart of Russia’s capital.

On the ground at Pushkin International, the Russian Ministry of Defense had assembled a group to welcome the distinguished Indian delegation. The armored vehicles stood ready, lined up and waiting. Within the group, the atmosphere was normal, but far from relaxed, internal developments were still being processed in Moscow. The Russian Ministry of Defense staff, composed of seasoned military personnel and officers. Embedded among them was a lone figure, his presence subtle—a GRU officer, operating as if he were just another ministry staffer.

When the Honorable General landed, he would be greeted by the welcome committee. His delegation and personal belongings were handled with care and put into follow up vehicles as the Honorable General was guided to his vehicle. The motorcade sped through the city as it headedto the Ministry building.

Inside the Minister's armored vehicle which drove to the Ministry as well, Minister Akhmetov leaned back against the plush seat, his mind not on the long drive ahead, but on the discussions to come. He had just received a briefing on the Indian delegation's flight, confirming all protocols had been followed.

As the convoy wound through the streets, Akhmetov turned to his aide, "Sasha," Akhmetov began, his voice low, barely audible above the hum of the vehicle's engine. "Tell me again, what is your take on Kozlova's appointment."

Sash, hesitated only for a moment. "Minister, I believe Kozlova's appointment could bring complications," he said cautiously. "There are whispers within the Ministry—some doubt her ability to handle the global situation we face. Granted. The SVR has proven itself inept and corrupt. To be honest...it may do us some good to let her clean up shop whilst the GRU takes more prominence in foreign intellience."

Akhmetov let out a slow breath, his eyes narrowing slightly. "I am not blind to the opposition either Sasha. The criticism is excessive. It is unbalanced, and the motives behind it are unclear. I do not think Kozlova is the right fit. But to have former generals write letters of dissent is not a good sign."

As Akhmetov stepped out of the armored vehicle and into the warm autumn air, he made his way quickly to the entrance where, after a few moments, the Indian delegation arrived. There was always something more when it came to the Indians—their rise on the world stage had been as swift as it had been silent, periods of sparks and then inaction, and now they were here.

The door opened, and General George Fernandes entered the room. Akhmetov walked forward and offered a firm handshake. His gaze locked onto Fernandes's as he said "Honorable General Fernandes," Akhmetov began, his voice smooth. "It is an honor to welcome you to Moscow. We are pleased to host you and your esteemed delegation. I trust your journey was uneventful?"
