The Ministry of Defense of the Federal Republic of Germany extends its invitation for qualified and experienced defense contractors to submit tenders for the procurement of various defense equipment to enhance the capabilities of the German Armed Forces. This competitive process aims to address specific requirements outlined below:

  1. Fourth Generation Stop-Gap Aircraft: The German Armed Forces seek proposals for a robust fourth-generation stop-gap aircraft capable of serving as a principal air-to-air and multi-role platform. Bidders are encouraged to provide comprehensive details regarding the aircraft's specifications, performance capabilities, and support infrastructure.
  2. 40mm Auto Cannons: We invite bids from reputable suppliers capable of providing 40mm auto cannons. The selected cannons should meet the stringent standards set by the German Armed Forces in terms of reliability, firepower, and adaptability to various operational scenarios.
  3. Heavy Lift Helicopter, Medium Lift Helicopter, and Troop Transport Airplane: Germany is actively seeking suppliers for the procurement of a heavy lift helicopter, medium lift helicopter, and troop transport airplane. Interested parties are requested to submit proposals detailing the technical specifications, maintenance requirements, and overall performance capabilities of the proposed platforms.
    • Please note that bids need not be for all three types and may be sufficient to qualify for one of the platforms.
  4. Other Potential Platforms: The German Ministry of Defense is open to considering inquiries into additional defense platforms based on the instigation of potential bidders. Interested parties are encouraged to present innovative solutions and proposals that align with the evolving needs of the German Armed Forces.

Per your tender I hereby wish to extent a formal bid for the requested fourth generation air-to-air and multi-role platform. The Mitsubishi F-2A is an extremely advanced and capable 4.5th generation fighter based on the proven F-16 platform. It features a reduced RCS airframe and was one of the first aircraft in the world to be equipped with an AESA radar of Japanese design. In the air to air role it comes equipped with the Mitsubishi AAM-5 and AAM-4 air to air missiles as well as a 20mm cannon. The AAM-5 can fly at mach 3 with an operational range of 35km. At this time it is the most advanced short range air to air missile in the world. The AAM-4 is a medium-range active radar homing air-to-air missile. Additionally, by purchasing this platform you will be eligible to use the AAM-4B within the next two years which adds an AESA radar seeker. It comes with an 100km range at mach 5, this will be upgraded to 120km in the AAM-4B version.

In the air to ground role it supports the Mitsubishi ASM-1 and ASM-2 anti-ship and land attack missiles, various free-fall bombs with GCS-1 IIR seeker heads, and JDAM. It also can be equipped with a JLAU-3/A Rocket Pod.

This combination of advanced technology on the fighter itself, and compatibility with world leading weapons, makes it the most advanced multi-role fourth generation fighter in existence. The unit price listed below includes all applicable fees and taxes.

To the Ministry of Defense of the Federal Republic of Germany,

The Republic of Thailand’s Ministry of Defense has recognized the open tender of the German Armed Forces in which they are expressing their interests in importing defense equipment from aboard. In discussion with the RTAF Sales Authority, we are hereby extending the German Defense Ministry to consider whether they are interested in the purchasing of our product. Please be aware that this is a form for your expression of interest and any authorization of sales must be support by a super majority in the National Assembly of Thailand.

The RTAF Sales Authority, as represented by the Ministry of Defense of Thailand, is offering the German Armed Forces the First Win Mine-Resistant Ambush Protected (MRAP). The First Win is a state-of-the-art MRAP capable of serving as both infantry mobility vehicle, armored personnel carrier, and infantry fighting vehicle. First Win itself is with an all-welded steel monocoque V-hull that provides high level protection against a variety of battlefield threats, including mines and improvised explosive devices.

The First Win need at least one driver to operate the vehicle and it can carrier up to additional 9 personnel within its interior, and its exterior is armed with Ballistic: STANAG lv. 2 (optional to lv. 3), mine protection: STANAG lv. 3. The RTAF Sales Authority acknowledges that the German Armed Forces is looking for a 40mm Auto Cannons, which we believe that Thailand has a perfect solution to your tender. Not only that the First Win’s weapon system can be operated remotely by its control system, mounting 7.62 mm MG or 0.5 cal HMG, it can also be outfitted with STK 40 AGL.

The STK 40 AGL is a 40 mm automatic grenade launcher, developed in the late 1980s and produced by the Singaporean defence firm Chartered Industries of Singapore. Even though that the Republic of Thailand and the Republic of Singapore shares a strong defense cooperation, the RTAF Sales Authority is not authorized to equipped the First Win with its refined variant, the Mk 2. However, the Singaporean Armed Forces and its Government is willing to permit the use of the STK 40 AGL original system that entered service in the Thai and Singaporean Armed Forces in 1991.

Weighing 33 kilograms of mass, the system can be mounted on a M3 tripod, a lightweight tripod, a lock/fire mount, softmount, ringmount or on a RWS. It uses 40x53mm grenade with Blowback operation as its Action. The system could fire at the rate of 350 – 500 rounds per minutes, where its cartridge that travels at 242 meters per second could land at a precise target at 2,200 meters.

Because of the additional cost associated within the collaboration with the Singaporean Armed Forces and Malaysian company to ensure the quality of the defense equipment delivering, we will charge a higher price than the production cost, which the product will fall within the export law of Thailand. To ensure that the sales of this equipment does not inflict any harm to the defense capability of the Southeast Asian-based product, the Defense Ministry could only offer 1,000 First Win at the price of $655,021.83. This is to ensure that not only the assembly of Thailand, Malaysia, and Singapore would agree to this sales, but that the additional funds from exports could stimulate the investment in the defense and infrastructure sectors of Thailand, Malaysia, and Singpaore.

We, as a representative of the Thai, Singaporean, and Malaysian Ministries of Defense, thank you for considering this offer. Thailand is optimistic that we are in a position to supply the German Armed Forces.
