As our nation embarks upon a new chapter of economic development following the historic unification of the Korean Peninsula, the Imperial Government is actively seeking to forge robust, future-oriented trade partnerships with key global economies. In this respect, the United States of America, long a leader in innovation, commerce, and international leadership, stands as a foremost partner of interest.
The Korean Empire envisions a dynamic economic relationship with the United States that reflects both our shared values and our complementary strengths. Accordingly, we propose the opening of preliminary bilateral discussions with the aim of exploring a possible Korea–U.S. Trade Framework Agreement, which may, in time, lay the foundation for a comprehensive Free Trade Agreement.
We believe such an engagement could encompass:
- Bilateral tariff and quota reduction for strategic goods and services;
- Investment protections and regulatory alignment;
- High-standard provisions on intellectual property, technology transfer, and innovation;
- Transparent dispute settlement mechanisms;
- Cooperation in advanced manufacturing, semiconductors, energy, and bio-pharma sectors.
We would be honored to dispatch a preliminary delegation to Washington, D.C. or to host representatives from your office in Seoul, at your earliest convenience. We are confident that through open dialogue and mutual respect, our two nations can develop a framework that promotes prosperity and regional stability.
