The Korean Empire envisions a dynamic economic relationship with the United States that reflects both our shared values and our complementary strengths. Accordingly, we propose the opening of preliminary bilateral discussions with the aim of exploring a possible Korea–U.S. Trade Framework Agreement, which may, in time, lay the foundation for a comprehensive Free Trade Agreement.

We believe such an engagement could encompass:

  • Investment protections and regulatory alignment;
  • High-standard provisions on intellectual property, technology transfer, and innovation;
  • Transparent dispute settlement mechanisms;
  • Cooperation in advanced manufacturing, semiconductors, energy, and bio-pharma sectors.

We would be honored to dispatch a preliminary delegation to Washington, D.C. or to host representatives from your office in Seoul, at your earliest convenience. We are confident that through open dialogue and mutual respect, our two nations can develop a framework that promotes prosperity and regional stability.

The United States feels more at ease to be in a world where the Korean people are under one flag and part of one country, united. On behalf of the Federal Government, we are very pleased to get this kind and straightforward message from your government. However, before we can move forward on trade negotiations to further our relationship, it will be necessary for us to reestablish diplomatic missions in our respective capitals. If this is something that your government would be willing to move forward with, President Sinclair has chosen Mr. Edmund Wright to represent the United States. Please keep in mind that an American Embassy may have up to 56 United States Marines from the Marine Security Guard Command stationed at any embassy.​

The Korean government was securely informed that Ambassador Edmund Wright was departing Hawaii to arrive to Korea and, along with is team and the Marine Embassy Guards, reestablish the United States Embassy in Korea. Five Diplomatic Security Service agents also traveled to the embassy, where they checked the building for bugs or any other listening or monitoring devices. Within a week, the American Embassy in Korea was fully functioning and the United States and Korea now had functional and full diplomatic relations.

A message was sent from Ambassador Wright's office to the Korean foreign ministry informing them that he would indeed visit the ministry at the Deputy Fore Minister's invitation. Part of the message also informed him that while he could discuss matters of trade, formal trade negotiations and agreements would need to be done through the United States Department of Commerce. Ambassador Wright was escorted to the Foreign Ministry by two DSS agents who drove him there in low-profile, black SUVs. The Ambassador patiently waited to meet whomever the Koreans would like him to meet with.

Kim Jiyoon, the Deputy Minister of Foreign Affairs, walked down the steps of the Foreign Ministry and bowed, before extending his hand to meet the Ambassador. "Ambassador Wright, thank you for making the journey over. Please follow me, I believe we have much to discuss" with that, the Deputy escorted the Ambassador into the building and towards his office. Ambassador Edmund Wright was probably the most American-looking American that Deputy Minister Kim had ever seen. He was tall, his hair was combed at a side part, he had blond hair and blue eyes, and his suit looked expensive. He looked like some kind of business mogul. "Deputy Minister, it is a privilege to meet you. Thank you for your invitation."

Ambassador Wright would enter the building with the Deputy Minister. The DSS agents escorting him would be more relaxed once they were inside the building.

Upon entering the office, the Ambassador would notice there was two sofas faces each other, with a coffee table inbetween them that had an assortment of light snacks and beverages. "Please, take a seat" the Deputy Minister beckoned to the two sofas, once the ambassador had chosen his, the Deputy took his seat on the other. "Again I would like to welcome you Ambassador, I hope your journey was pleasant."

Ambassador Wright took his seat and sat back comfortably. He was interested to hear what the Deputy Minister wanted to discuss regarding American-Korean relations. Since the Koreans had united their peninsula, partly in thanks to discussions that were hosted by the United States on Jeju Island, the Korean nation had likely been a more peaceful and safer place to live.

"Thank you, the journey wasn't bad at all, I am very happy to be here, Deputy Minister. Thank you again for inviting me. I hope that things are going well here in Korea. The world has, thankfully, been quite peaceful lately."

The Deputy Minister nodded along as the Ambassador spoke. "Things in Korea are going fantastic, I'm sure you're aware that we have recently had an election and I have, unfortunately, lost my seat. However, I have been authorised to continue discussions with you until we reach a conclusion. But things are good, we are hosting many projects within the North to bring the former DPRK into the 21st century, if you'd like to hear about them. I'd be happy to share. However, my main focus for inviting you here is the bi-lateral relations I hope to open up with the United States"

"I am sorry to hear that you have lost your seat, Deputy Minister. But I am happy to hear that your government is interested in furthering bi-lateral relations between Korea and the United States. I am sure that there are plenty of ways that we can increase the ties between our two countries. I cannot necessarily authorize formal agreements at this meeting, but I would be more than willing to bring any proposals that you have back to my government for formal consideration. What did you have in mind, Deputy Minister?" Ambassador Wright asked.

He was curious to hear what the Koreans wanted, or more specifically what they hoped to gain in these discussions.

"We are entering a new stage of development, and we believe this creates an opportunity to strengthen our partnership with the United States. There are several areas where we believe cooperation would be mutually beneficial. Firstly, economic cooperation. The integration of the northern provinces is proving to require significant infrastructure development. American investment and technical expertise in energy, transportation, and telecommunications would be welcomed, and in return Korea is prepared to offer favorable conditions for U.S. firms participating in these projects."

"I am sure that there is a lot of potential for American investment in Korea, especially in the north where there is much to be done," Wright said. "Are there any specific proposals that you have regarding economic investment, or other matters, that you would like me to bring to the State Department for further consideration? I am sure that once we publicize the desire for developments in Korea, individual business interests may reach out as well to your government," he said.
