H.E. President Kim has extended a formal invitation to your office to visit the Republic of Korea to attend the opening of the Osong Health and Technology Administrative Complex. We hope that a representative of the Secretary General may attend to commemorate the opening of the new facilities and its impact on global coordination on medical technology, practices, and innovation. We also hope to have a discussion between our governments to discuss the situation in Romania, the GA vote on the Financial assistance agreement, the situation in Asia, strengthening ROK-GA cooperation, and discuss the ROK proposal for the Global Economy Council.

I am extremely honoured by the invitation bestowed upon me by President Kim. I can assure you that I shall be present to attend the grand opening of the Osong Health and Technology Administrative Complex, which I hope shall become the forefront of new health advances.

I am also happy to attend a meeting regarding topics of international concern and can assure you that I have the mandate to speak on behalf of the Secretary General on the topics you have mentioned. The Secretary General's Special Representative to Asia, Harsh Schulze, currently stationed at the GA Campus in The Hague, packed his small travel suitcase with the essentials he would need for the trip and placed some draft documents in his briefcase which would be marked as his diplomatic pouch for the duration of his trip. Once ready he requested on of the GA vehicles to drive him to Schiphol Airport where he would board a flight which had been booked by his office prior to his departure.

Schulze enjoyed his first class privileges as he slowly got closer to Seoul.

The Special Representative after departing from Schiphol would fly for over 10 hours before arriving in Seoul. While it would be February, the Special Representative could see that Incheon Airport was lightly covered in Snow. The snow was not accompanied with the cold winds and numbing temperatures that may have been expected in other parts of Europe, and the sun shined brightly over the city. Having arrived at Incheon Int'l Airport, he would be able to depart the plane where the Korean Chief of Protocol at the Ministry of Foreign Affairs Beong Seojeong and the Presidential Advisory for Foreign Affairs Kang Jiwon would greet the Special Representative. Behind them two uniformed ROK tactical police agents dressed in black combat uniforms, red berets and sunglasses armed with MP5s would be provide protection. The Special Representative would be brought through the diplomatic section of the airport and screened through security quickly as the two officials made sure he would catch his connecting flight to Cheongju. They would make small chat as they waited for his flight, also attempting to gauge the current Secretary General's prioritizes, plans, and visions for Asia and the globe. The Special Representative would see a number of European visitors in the regular customs section. Being able to overhear brief conversations of some German & Norwegian couples and individuals who were coming to Korea. The Special Representative would later board his flight to Cheongju on a Korean Air domestic flight after the gate had opened. The flight was relatively empty minus a couple of foreigners traveling via air and a handful of Korean businessmen not bothered with taking the KTX. He would enjoy his first class seat for the roughly three hours before landing in Cheongju. At the Cheongju Airport, airport security was relatively increased for the quiet city. Members of the P.S.S. were deployed in advance, while the airport's security provide supplemental assistance. Men and women from the Presidential Security Service dressed in formal attire were spread out across the premise, while uniformed police in tactical gear were stationed at different entry and exit points.

Upon arrival to the terminal, the Special Representative would be greeted by the Korean Minister of Science & ICT, (Mrs) Roh Hyemin, the Governor of Cheongju (Mr.) Lee Sijong, and the President of Cheongju University (Mr.) Chung Sungbong. Outside the Motorcade was ready, consisting of two Hyundai Equus and one Cadillac Escalade. The Science Minister would allow the Governor of Cheongju to greet the Special Representative first before introducing herself, speaking in English, the Minister would begin the conversation.


"Welcome to the Republic of Korea Special Representative Schulze. The Minister said as she extended her hand. "I am Minister Roh, of the Science and ICT ministry, it is a pleasure to meet you and welcome you. How was your flight?" It would be a little bit chilly outside, while it had not snowed in Cheongju, cold winds still whirled outside. The agents in the motorcade would also try their best to limit the time the VIPs would have to spend outside to the best of their ability.

Upon arriving at Incheon Airport the Special Representative calmly disembarked along with the rest of the passengers. Upon meeting the Chief of Protocol he politely introduced himself and gave a nod of approval to the ROK Tactical Police Officers. While conducting small talk with the Chief of Protocol Schulze maintained his diplomatic tact, offering answers which would please the Chief yet not give away too much information or approval. Schulze waved to the Chief as he stepped through the door of the aircraft. He appreciated the kindness of the Koreans to book him a first class seat on this flight.

Arriving at Cheongju Airport the Special Representative stepped forward to greet the waiting delegation. "Minister Roh, on behalf of the Secretary General and myself, I wish to thank you for the courteous invite. I am honoured to be here today to attend the opening of the Health and Technology Administrative Complex. The flight was comfortable, thank you for asking." Schulze would follow the instructions of his hosts as they would make their way to the waiting motorcade.

"Thank you for accepting the invitation. I hope the facilities will be used to progress humanity forward and assist us in the development of vaccines for improving humanities life." The Minister said as she began shifting to allow them to walk towards the motorcade. "I am glad the flight as great, how are things in The Hague?" They would enter the vehicle and the driver would take them towards the facilities with their escort.

Schulze gestured to allow the Minister to step into the vehicle first, before following to take his place. Once seated and having fastened his seatbelt he responded, "Things have been slow in the Assembly itself, but the Secretariat is working hard towards presenting possible reforms in the future to increase the efficiency and effectiveness of the organisation. I am hoping to tie a few of those reforms to the discussions we will be having later. The Secretariat is extremely interested in discussing the finer details of the Global Economic Council."

"Thank you" the Minister said as she entered the vehicle, scooting over to the other side as the Special Representative joined her. Fastening her seatbelt as he got in. "The President...she said stopping for a moment has been disappointed in the process of the GA's ability to respond to this situation. While, we understand this is not the GA's fault entirely, there is a lot of room for improvement. As you have probably been informed of the Global Economic Council proposal, we hope these can be apart of the reforms that can improve the response time of the GA and make it more efficient to handle economic issues. I will do my best to explain the GEC proposals as far as I could, but, once in Seoul, Minister Shin can go into greater depth of the extent and vision of the reforms. I am certain President Kim will be eager to assist the Secretary General in bringing about the reforms he possibly has." She would offer the Special Representative a bottle of water from the cooler inside the car, with a handful of other drinks inside.

The Special Representative kept glancing out the window, interesting in examining his surroundings. While his eyes might be fixed to the view, his ears continued to listen to the Minister. "I fully understand your disappointment Minister, and I hope you might be able to relay my apologies to the President. We are aware of our shortcomings and will attempt to rectify them as soon as possible. I look forward to the discussion with Minister Shin, will you be joining those discussions as well?"

Schulze accepted the offer of water and took a short sip, "Might you be able to tell me a little bit about the Osong Health and Technology Administrative Complex, I've read the briefing package but I prefer to hear it from those involved themselves?"

"I will be sure to relay your apologies. The Minister said as she handed him the water bottle. Nonetheless, there is nothing we can do now except look forward...Unfortunately not, I have a meeting with the President regarding matters of scientific and research projects. However, if you ever want a tour of Seoul, please let me know. I would be happy to show you around after our meetings. The Minister said smiling, pausing until Special Representative Schulze finished. "Yes, of course. The Song Health & Technology Administrative Complex, OHTA, is a part of a program of the Blue House seeking to on a macro level develop the Republic of Korea as a global center for medicine, healthcare, and innovation. The premises contains a number of facilities including vaccine storages, vaccine research and development, virology departments, infectious diseases studies, and contains high level containment facilities to study the most deadly and infectious diseases. We hope the facilities can be used to create and produce vaccines to improve the livelihoods of humanity. As President Kim has continued to develop Korea to position itself as an ally to all countries in a joint mission to bring humanity forward into the 21st century, OHTA is apart of this vision. I am more than happy to address any other questions, this project took quiet the effort to pass through the National Assembly."

"I have to admit, this is quite the impressive project and I am glad to see the Republic of Korea continuengly to develop into a true leader in the field of vaccination, virology and infectious disease study. How will your government seek to utilise OHTA on an international level? Should I be envioning joint projects or something else entirely?"

"The facilities are quiet advanced, and as of now, I think there are only two global facilities dedicated towards these efforts, the one here in Korea, and another in Spain. Hopefully, we can use the facilities for global research efforts and bring foreign scientists to strengthen and expedite the process. At the moment, the teams are studying the influenza virus hoping to create a vaccine for it. We also have a separate wing studying biological agents such as anthrax and the bubonic plague in hopes of defeating them, or least developing air and injection-based solutions to mitigate the effects. The project is quiet ambitious at times, but, we can't justify buying billions in bombs and not allocate just a few million for progress of humanity."

"Perhaps this calls for a joint-partnership with the Spanish facitity perhaps? A free flow of information between the two facilities should improve cooperation and prevent you both researching the same topics. In regards to the biological agents, I can only hope that they are well protected, it only takes one entity with bad intentions to attempt to get their hands on such dangerous materials."

"I have to say, I wish we had more nations who would be willing to spend just a fraction of their budget to the betterment of humanity rather than spending it on ever growing militaries."

The Science Minister would listen to the Representative nodding "The ROK Army and Police guard the facilities. Also, the facilities are wired with CCTV backed up on multiple servers, and the elevators to access secure-level flowers where the research is conducted requires a physical key to be inserted to allow entry. However, if we let fear of the unknown guide us, we will never move forward. Stagnant water is bound to poison the soul." The Minister could only nod her head as the representative spoke. "Unfortunately, it is getting harder to convince others here to spend more on these projects when we are less than 50km from a rogue nation seeking our destruction and 200km from an imperialist power seeking hegemony...but still, I think it is a stepping stone. Joint-partnerships are always being discussed, and beyond biological agents we've managed to secure an agreement to be implemented on research in the arctic poles, and hopefully signing agreements on space technology and development. Still, smiling, we can only look forward and hope. Perhaps that is the best thing President Kim has done, he has given us hope."

The Motorcade would begin entering the premise of the OHTA, as they approached the gate, the Special Representative could see ROK Army MPs patrolling the gate. They would see a small number of vehicles that were being screened and inspected. Guard dogs sniffing the vehicles and if suspicious, the MPs would inspect the vehicles. For the occasion, outside guests were being accepted for the ceremony, however, under normal operation, only staff and students would be permitted and all others requiring investigation prior to entry. Some local politicians feeling belittled by the MPs inspecting their vehicles would see that these special MP units were not here to play into their power abuse, some even sent back and denied entry.

The motorcade would take a separate entrance for staff, the MPs conducting standard procedure looking inside the vehicle as the motorcade drove through the gates slowly. When the last MP saw the minister and special representative, he would nod to his counterparts who let the motorcade enter. The speed limit inside the facilities was limited, and a tram would move people from the parking lot to their offices, hoping to reduce the carbon print of the facilities. They would have a couple more minutes before they arrived at the ceremony location, allowing the representative and minister to speak a little bit more.

Schultze continued to listen as the Minister spoke, still keeping an eye on his surroundings. Upon nearing the complex the view grabbed his full attention and he studied every aspect of the compound as they approached it. Having passed through the gate he complimented the Minister, "it is definitely reassuring to hear that the security needs of the facility are well taken care of," and with a smile he said, "and I am definitely a big fan of that tram. I've tried to convince the Secretary General to invest in autonomous electric cars to ferry around dignitaries on the GA Campus, but sadly we're limited by the technology of our time."

The vehicles would move across the facilities before entering the inner zone of the facilities. Policemen would be patrolling the vast fields and some personnel could be seen already moving around campus. Some of the buildings had personnel inside as well, with ongoing research on the influenza virus being developed in the facilities. The Minister would nod as she watched the Representative speak. Noticing a small tingle in his eyes as he stared at the facilities. "Yes...being surrounded by people trying to kill you has tendency to make you look at everything under...a security lens...to say the least." The Korean Minister would laugh as they neared the podium. "I am certain we could work together to develop the technology to make humanity better, I do not believe we are limited in time, merely mental space. I am certain we can if we work together develop new technology that would be useful for all of us...and isn't used for death, but prosperity."

The Special Representative simply nodded at the mentioning of Korea's contemporary and historical place in the world.

"You make a tempting offer Minister," Schultze said in response, "Though when it comes to the realms of science, I am more of a dreamer than a builder. I will leave the feasibility of such a future to minds more capable of achieving such a goal."

"Then as dreamers I hope we can work together as builders and put your dreams into action." The Motorcade would stop from a short walk from the podium. As they stopped, the Presidential Security Service would spread out across the area and watch their surroundings as two agents would open the doors for the special representative and minister. Escorting them to the podium where the other guests had already arrived. The Mayor of Cheongju would greet the Special Representative as well as the head of the academic wing of the program, Lee Jeonghee before they got seated and the ceremony was expected to begin. "Please excuse me for a moment" The Science Minister said as she was led by some of the presidential security service members aside from the group and was informed of something. The Special representative would be able to chat with a number of guests on the stage from the Director of the KDCA, Vice Minister of Land, Infrastructure, and Transportation, heads of the virology, immunology, radiation, nuclear, and experimental departments. As the guests sitting in front of the stage slowly filtered in.

The Special Secretary smiled at the Minister as she replied. With the vehicles coming to a halt his attention was redirected to his surroundings, he unbuckled his seatbelt as the door beside him was opened. Stepping out of the vehicle the Special Representative took a deep breath as he looked towards the podium.

Schultze followed the Minister as he was guided towards the waiting guests, where he politely greeted the Mayor and the Head of the Academics before taking his assigned seat. Being forsaken by the Minister, Schultze took the opportunity to engage in some small talk with those seated in his vicinity as he waited for the ceremony to begin.

The Minister would be briefed on sensitive matters away from the ears of others as she was taken off the stage and had something whispered to her. Meanwhile the Special Representative would be kept a little busy as the mayor talked to him about the cities new programs to improve welfare for the citizens, building new hospitals, and the benefits of medical tuition assistance on the city. The opening of the OHTA facilities would greatly boost the local economy and development. Meanwhile, the University Director hoped the Special Representative could help him in the future with looking at jobs in the Global Assembly as well as in the Netherlands to pursue further research, giving him his contact information and making him feel welcome at the facilities and offering to give him a tour later. Before the Special Representative knew it Minister Roh would've returned. The Minster would take her seat with the Special representative The interim-Director, (Mr.) Kim Cheongmin would be the first to speak thanking the Mayor, Governor, local communities, and partner universities for supporting the OHTA complex. Further hoping that the facilities will protect the Korean people from all threats and help develop a new generation of Korean innovation in science and research. He would then introduce the Mayor who likewise thanked the many partners and hoped that it would be a successful project in supporting the local economy, create jobs, and increase development for not only Korea and Humanity. He would then welcome Minister Roh to the podium as he took his seat and let the Minister stand at the podium."

Roh Hyemin [Minister of Science & ICT]: "Thank you Mayor Han, foreign dignitaries, respected guests, members of the community, and a special welcome to Special Representative of the GA, Mr. Schulze. In August, President Kim called me to join his cabinet. The intense political pressure in the aftermath of another challenging phase of our democracy was overcome through stern leadership, but uncompromising values of justice and progress. President Kim asked me to set about to reassert the intellectual prowess of the Korean people across the globe, to develop and nurture a health scientific community, and to advance Korea into the 21st century as a leader and pioneer. This is what started the idea of the Osong Health and Technology Administrative Center. The huge irony is that as we become more interconnected in trade, diplomacy, and defense, we seem to relegate sciences, technological research, and cooperation in the arts, culture, and heritage to secondary or none issues. Todays world prioritizes commerce, security, and diplomacy, and that President Kim sought to diverge against. This ambitious task did not begin with Osong, and it will not end with Osong. The Republic of Korea will pioneer in this field, raise global cooperation in the areas of science, arts, and technology. With our partners, we seek to create a strong and nurturing environment of cross-continental and cultural cooperation to advance humanity forward. As equals in the race for Humanities excellence, we can unite and prosper.

Nowadays, the threats to humanity come in the most distinctive forms. Viruses so small that special lens are needed to see them, special tests to identity them, and special measures to combat them. Chemical compounds invisible to humanity that fill the air around us containing dangerous particles. Tsunamis, Typhoons, and other natural disasters that plague our region. To say the least, the challenges to humanity are no longer nuclear warheads launched by ideologically driven parties, but from the natural order of earth influenced by lifestyles. Scientists continue to innovate and develop new technologies to mitigate and combat these threats, and the Osong Facilities are another tool in their arsenal to rise to address new challenges. I do not believe science is exclusive from trade, diplomacy and defense. I believe they are all one of the same tree, and President Kim has driven this message in his foreign policy objectives and outreaches.

I hope that as an international community, we can agree to prioritize cooperation in these fields. It is without a doubt that without cooperating, we can not address the challenges to our societies in the future. Natural disasters risk displace hundreds of millions of people worldwide and threaten billions of dollars in economic activity, destroying homes and schools and parks, and putting entire cities at risk. Viruses continue to impair people's rights to a dignified life and efforts must be expedited to create affordable vaccines for all of humanity to benefit from. Addressing the impact of aerosols and its effect on Ozone depletion and the deteriorating effect on the polar ice caps and water temperatures and human health. The list goes on and on. However, I am reassured, we can overcome these difficulties together." Welcoming the special representative to the podium after giving her speech, the Minister would then return to her seat. Sitting down and listening as the Special Representative began his speech.
